MINUTES OF THE MEETING OF
MARCH 16, 1994
The Community Affairs Commission met in a regular session on March 16, 1994 at the City of
Lynwood City Council Chambers, located at 11330 Bullis Road. (Agenda was duly posted as
prescribed by the Brown Act.)
Chairperson Litsinger, called the meeting to order at 5:00 p.m. Members in attendance were
Loma Hawkins, Yolanda Bays, Bette Espeseth, Ann Fields, Lucille Walker.
Staff present were Recreation and Community Services Director, Ralph Davis and Diana J.
Escalante.
It was moved by Commissioner Fields and seconded by Commissioner Espeseth to approve the
minutes of February 16, 1994, with the following correction.
Commissioner Barbara Newton should have been listed as absent.
Motion carried. Minutes approved.
I. INFORMATION ITEMS
A. Emergency Operations Center Update
Mr. Davis introduced Captain Bill Schultz of the Lynwood Fire Department.
Captain Schultz presented to the Commission the City's Multi- Hazard Functional
Plan. This plan coordinates the efforts of the Sheriff, Fire Department, and other
City Department to achieve the maximum emergency services to the community
in the event of a major disaster, such as an earthquake, flood, or civil unrest.
Commissioner Bays inquired how the local elementary schools
interface within the City's plan. Captain Schultz responded, the School District
has its own emergency operations plan. Both the School District's and the City
Plan does unite in various aspects, such as providing emergency shelters. He
encouraged Commissioner Bays to speak with the principals in regards to
implementing emergency preparedness drills.
II. SCHEDULED MATTERS
A. Block Watch Club Report
Mr. Davis distributed the Block Watch survey which will be mailed to all home
owners along with the monthly water bill. The Commissioners reviewed the
survey. Commissioner Fields recommended that the date of distribution be

placed on the bottom of the survey and that the words, "available in spanish" be
placed either on the top or bottom of the survey.
B. All American City Application Report.
Mr. Davis reported the decision on the community projects that will be
highlighted on the application has been finalized. The programs are:
1. Drive By Agony
2. Youth Employment
a. Tree of Life
b. Positive Motion
3. Partners in Education
Commissioner Fields recommended the application include aspects of our
community's homeless an senior citizens programs.
C. Staff Program Report
Mr. Davis displayed the Youth Employment Program (Y.E.P.) grant application
to the Commission. This comprehensive grant application was prepared by
Recreation and Community Services Project Manager Jim Given in only a couple
of days. If approved, this grant will provide for a summer job program for the
young adults of the community.

B. Commission Orals
* Commissioner Fields reported that Melanie Andrews who is a member of
the Compton College Board of Trustees is very interested in the Lynwood
community and volunteers to speak at all community organizations
meetings.
* Commissioner Bays inquired as to the proposed date of the Sheriffs
Department relocating to the Justice Center on Alameda. Mr. Davis
responded that the date will probably be sometime in July.
* Commissioner Hawkins updated the Commission on the peace march
against violence scheduled for Saturday, April 16. All marchers will meet
at Bateman Hall at 9.00 a.m. and proceed to the location.
* Commissioner Walker commented on the efforts of Matthew Medina, a
youth volunteer at the Lynwood Library. His efforts have been so
tremendous that he was honored by the L.A. County Library system.
* Commissioner Espeseth commented on the success of the Rosa Parks
dedication ceremony scheduled on March 3, 1994.
* Chairperson Litsinger inquired if the Commission could give a presentation
at the next scheduled City Council meeting. Mr. Davis reported the
Commission would be placed on the Council agenda for the April 5, 1994
meeting. Commissioner Bays reported she will not be able to attend the
meeting due to a previous commitment.
ADJOURNMENT
It was moved by Commissioner Fields and seconded by Chairperson Litsinger to adjourn
to the next regularly scheduled meeting on April 20, 1994. Motion carried. Meeting
adjourned at 6:10 p.m.
