IN THE COUNCIL CHAMBERS OF THE CITY HALL, 11330 BULLIS ROAD, CITY OF LYNWOOD, CALIFORNIA. 0 0 ' COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 19, 1994 The Community Affairs Commission met in a regular session on January 19, 1994 at the City of Lynwood City Council Chambers. (Agenda was duly posted as prescribed by the Brown Act.) Vice Chairperson Ann Fields called the meeting to order at 5:00 p.m. Members in attendance were: Bette Espeseth, Lucille Walker, David Litsinger, Barbara Newton, and Ann Fields. Chairperson Lorna Hawkins and Commissioner Yolanda Bays were absent from the meeting. Staff present were Ralph Davis and Silvia Lara. MOVED, SECONDED AND CARRIED that minutes of December 15, 1993 be approved as presented. I. SCHEDULED MATTERS A. ST. FRANCIS PRESENTATION ON "HEALTH WATCH" Mr. Davis mentioned that St. Francis, along with the City of Lynwood and the Lynwood Unified School District were planning a major health watch program to be initiated in Lynwood and that a couple of representatives from St. Francis were here to make a presentation on the "Health Watch Program ". Mr. Davis then introduced Linda Woo and Sister Antuanette Navarro from St. Francis Medical Center. Ms. Woo mentioned that the main goal of the Health Watch program is to promote health awareness in our community and basically to begin living healthier life styles by making healthier life choices for example: • learning how to stay fit, • eating right, and • learning when you need to exercise This program was developed to involve as much as the community as possible. A major component, of the program is youth involvement. There are 15 students from the Lynwood High School, who have shown interest in this program and we will be working with them on a regular basis. Ms. Woo stated that these students are taught about heath care issues and concepts regarding health care. Then they are asked to share this information with family, friends, and neighbors. B '\ COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 19, 1994 The benefit to the students is that they receive work experience, leadership skills, and they also receive monetary stipend for their participation each semester. Student advocates will work directly with the community and be asked to.make presentation on Health Watch. St. Francis Medical Center will be distributing a monthly Health Watch bulletins through the Lynwood Journal newspaper. The first Health Care Bulletin was distributed January 19, 1994 and it talks about tuberculosis. This Bulletin will also be used to inform the community of events such as the Nun Run Program, St. Francis Kids Fair, and where Immunization programs take place. Students will go out and work with churches, school district, businesses, etc... St. Francis also has already established a toll free Health Care line. This line runs into their health care referral office where there is a professional who works with the public on a regular basis. People can call in and get information about the current topic of the month as well as any other special information such as stop smoking programs, weight loss, etc... Ms. Woo also mentioned that Ron Roberson will be running this program through our local cable channel and that the St. Francis LVN program will work in conjunction with the Health Watch Program. Mr. Davis added that Health Care is a major issue under the Clinton administration. Mr. Davis also added that this will make our community healthier and could play an important role in the All America award application process. Ms. Fields mentioned that Councilman Heine is very concerned on issues relating to health, and she indicated that he can be a resource person on health programs as he has recently attended a "Health 2000" conference in San Francisco which focused on health programs. MOVED, SECONDED AND CARRIED recommendation calling for city to cooperate with the St. Francis Health Watch Program. MOVED, SECONDED AND CARRIED that the St. Francis Health Watch Program be incorporated into the Block Watch Program. L COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 19, 1994 9 B. PACIFIC ELECTRIC RAILROAD DEPOT (RED CAR STATION) Mr. Davis mentioned that at the City Council Meeting of January 18, 1994 Council, by a 3 -2 vote, moved that the Pacific Electric Railroad Depot Station be named after former councilmember John Byork. This Station will be called the "John Byork Historical Pacific Electric Railroad Depot ". Mr. Davis also mentioned that he has a plaque with Mr. Byork's picture to go on the building. This event is tentatively scheduled for sometime in February. The use of this facility but some suggestions have for Supervisor Burke, St. has not yet been determined come up such as: Field Office Francis, or Hub Cities. C. BLOCK WATCH REPORT Mr. Davis reported the increase in attendance of the Block Watch Captains Group. He also commented that the group is comincr along fine and that Ms. Janice Thomas, the City coordinator in charge of the Block Watch Captains group meets with them on regular basis. STAFF REPORT Mr. Davis made the following announcements: * The Recreation and Community Services Department is offering three karate classes, Mexican Folkloric classes, senior exercise programs, and various excursions. * The Annual Martin Luther King Basketball Tournament began Friday, January 14, 1994 and concluded Monday, January 17, 1994. * The County Wide Household Hazardous Waste Day will be January 23, 1994 in the City of South Gate. * Mock - Trials the High School came in first place and the Jr. High School came in second place. * Scholarship Program from the Chamber of Commerce which was open to male and female participants last year will take place in April. C 5 COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 19, 1994 * Freeway entrance to the 710 Fwy- opening of Martin Luther King Blvd. on -ramp will take place on January 28, 1994 at 11 a.m.. * Black History Programs present "Blues Night ", February 19, 1994 at Bateman Hall. * Unity Dinner will take place February 25, 1994 at Bateman Hall. * Black History Programs continue with A Tribute To Motown on February 26, 1994. Ms. Fields asked if the City was going to have spanish classes again. Mr. Davis answered that he is not aware of any spanish classes at this time and that he would check for the commissioners. This next item is only for discussion: Mr. Davis also suggested to have a book sale to raise money for the Lynwood Library. Ms. Walker suggested to coordinate wa.th the "Friends of the Library ". Mr. Davis will discuss this item with the Librarian. E. ALL AMERICA CITY APPLICATION Mr. Davis mentioned that City Council has accepted, with commissioners recommendation, to review and possibly apply for the All America Award. F . 1. NEW MINUTE CLERK Mr. Davis announced that Ms. Lara has resigned and this will be her last meeting. Mr. Davis also announced that Ms. Lara will be missed greatly but in her place will be a very capable person, her name is Janice Thomas. Commissioners commended Ms. Lara and expressed their appreciation with an applause. 0 0 COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OF JANUARY 19, 1994 II. PUBLIC /COMMISSIONERS ORALS Ms. Espeseth mentioned that the Joe Battle and Rachel Chavez election will take place on February 15, 1994. Ms. Espeseth also mentioned the following major construction and state funding projects: Construction of a new High School and District Warehouse, Central Air Conditioning of the existing Lynwood High School Campus along with Hosler Jr. High, and replacement of 136 old relocatable trailers with new units. Ms. Walker mentioned that the Friends of the Library are still raising money for the Library with the continuous collection of books and by renting videos. Ms. Walker also mentioned that the Friends of the Library meets the second Thursday. of each month at 4:30 p.m. in the Library. Mr. Litsinger mentioned that the Mathathon which was held at the Lynwood School District Board room was great and all schools were represented. Mr. Litsinger also mentioned that it was time for the yearly commissioners election. Mr. Davis stated that he will put the election item on next months agenda. Ms. Fields informed the commissioners that the program called "Teach Someone To Read" will be held on January 29, 1994 from 9a.m. to 4p.m. and also February 5, 1994 from 9a.m to 4p.m.. Ms. Fields also mentioned that Ms. Melonie Andrews, newly elected Board of Trustees member for Compton Community College, attended our Council Meeting last night.
