MOTION TO ADJOURN TO A REGULAR MEETING FOR FEBRUARY 16, 1993 AT
5:00 P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL, 11330 BULLIS
ROAD, CITY OF LYNWOOD, CALIFORNIA.

MINUTES OF THE MEETING OF
DECEMBER 15, 1993
The Community Affairs Commission met in a regular session on
December 15, 1993 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner Ann Fields called the meeting to order at 5:00 p.m.
Members in attendance were: Bette Espeseth, Lucille Walker,
David Litsinger, Barbara Newton, and Ann Fields. Tardy were
commissioners Lorna Hawkins and Yolanda Bays.
Staff present were Ralph Davis and Silvia Lara.
A motion was made by commissioner Litsinger that the minutes of
November 17, 1993 be approved as presented. Ms. Walker seconded
the motion. (All members present approved)
I. SCHEDULED MATTERS
A. COMMISSIONERS CORRESPONDENCE
Mr. Davis presented the commissioners with a copy of the
Lynwood 'N' Prospective newsletter and mentioned that it
included very important information about the city.
B. STAFF REPORT
Mr. Davis mentioned the following:
a) Annual Commissioners /Block Watch Dinner of
December 9, 1993 was a good event. Mr. Litsinger
thought the music was just a little too loud.
b) Christmas Boutique is scheduled for Saturday,
December 18, 1993 at the Lynwood Athletic League.
c) Martin Luther King Jr. Basketball Tournament,
January 15 -17, 1994 at the Lynwood Community
Center.
d) Pepsi Hot Shot Competition to be held during
Christmas vacation period.
e) A tentative date had been set for January 8, 1994
for the SKIP program, which was initiated by Mayor
Richards. This SKIP program will focus on Drug
Prevention in Elementary schools.

soliciting coaches for Youth
g) The Lynwood Community Youth Gang Services will
sponsor a Toy Give -Away and Youth Dance for
Christmas. Food and Christmas Trees will be given
away on December 17, 1993 for applicants.
h) TAG (Teams Against Graffiti) Program was great,
approximately one thousand kids were in
attendance. The next stage of the TAG program is
"TAG MONTH ". The TAG Month program will give the
kids opportunity to clean their school campus.
i) Mock Trial Program was great. Lynwood High School
came in first place and Hosler Jr. High second
place.
J) The Lynwood Christmas Parade was one of our
largest parades ever and it was great! For the
first time the Lynwood Parade was broadcasted in
English and in Spanish on Cable Channel 28. Mr.
Litsinger suggested to invite Cal State Dominguez,
Compton College, as well as the School District to
participate in the Parade and to have students
help on the preparations of floats. Ms. Fields
asked who makes the decisions on who rides on the
parade floats. Mr. Davis answered that his
department was responsible. For this year's
Christmas Parade Mr. & Mrs. Santa Claus were Mr. &
Mrs. Litsinger. Commissioners recommended that
volunteers such as Mr. & Mrs. Santa Claus should
be considered from the Community Affairs Awards
Program.
k) Mr. Davis reported that a new program is being
worked on, which is composed of a consortium of
agencies. This program is designed to offer
alternatives for those who have committed
graffiti, or a minor offense. Councilman Heine,
along with Roger Haley and myself are working on
this program and agencies as the Lynwood Positive
Motion Youth Training Program, and Genesis Tree of
Life Program have been approved as possible
alternatives. Mr. Davis also mentioned that it
will be mandatory for the parents of those kids
who have committed an offense to attend a parent
education class as well in this program.

C. BLOCK WATCH REPORT
Mr. Davis announced that the Block Watch meeting of
December 23; 1993 has been canceled and that the next
meeting will be held Tuesday, January 25, 1994, at the
Lynwood Activity Center.
D. LYNWOOD TRANSIT CENTER (RED CAR STATION)
Mr. Davis mentioned that the Lynwood Transit Center
(Red Car Station) has been completed and that they are
in the process of naming it. Commissioners suggested
to name the Lynwood Transit Center after John Byork.
Ms. Newton suggested to have the Grand Opening for the
Lynwood Transit Center on John Byork's birthday. Ms.
Fields mentioned that if John Byork's birthday was very
far away to use the date of his death. Commissioners
unanimously agreed on a recommendation of naming the
Lynwood Transit Center after John Byork.
II. PUBLIC ORALS
* Ms. Espeseth mentioned that she attended the
Superintendent Advisory Board Meeting and that a recount
election was suggested. The cost for a re- eletion will
be approximately $42,000.
* Ms. Walker mentioned that the Lynwood Methodist Church
is having a musical, Sunday, December 19, 1993 at 4:00
p.m.
* Mr. Litsinger mentioned that the Baptist Church of
Lynwood is also having a musical, Sunday, December 19,
1993 at 10:45 p.m.
* Ms. Newton shared that a teacher from Will Rogers
Elementary had her kids pick up all the trash from the
campus and taped on a poster. This poster was then put
up on school wall to heighten the effects of a dirty
campus. Staff and Commissioners thought it was a very
good idea.
* Ms. Fields mentioned that a house on Bradfield and
Agnes was set on fire and all the windows have been
broken. Ms. Fields also mentioned that Melonie Andrews
is the newly elected representative joining Compton
College Board.
There being no further business, Mr. Litsinger moved that
the Community Affairs Commission Board Meeting be adjourned
at 6:05p.m. and motioned was second Ms. Walker.
