ADJOURNMENT - TO NEXT REGULAR MEETING ON January 9, 1995 0 L] COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 10, 1994 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held October 10, 1994 at the Lynwood Cable Studio. (The Agenda was duly posted as prescribed by the Brown Act.) Chairperson Ann A. Fields called the meeting to order at 5.30 P.M. Members in attendance were Ann A. Fields, Bill Lewis, Jr., Bill Cunningham, and Ethel Pacheco Commissioner Ada McZeal was not in attendance at the meeting. Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson. Commissioner Cunningham motioned to approve the minutes of the September 12, 1994 meeting as stated. Comissioner Pacheco seconded the motion. I. INFORMATIONAL ITEMS A. Cancellation of CCAAC Video Training Session #3 Commissioner Fields stated that she agreed with the cancellation of the CCAAC video training session until the December 12, 1994 meeting, she asked all Commissioners for their opinion on this ., matter, all the Commissioners agreed to the cancellation of the video training until December 12. II. SCHEDULED MATTERS A. Children's Workshop Commissioner Fields asked staff person Howard to explain the children's workshop to the Commissioners. Staff person Howard explained how the children's workshop began, she stated that staff person-Roberson started the children's workshop, which is an informal on camera training workshop. Staff person Howard stated that the workshop needs to be formalized for the City She also stated that staff person Roberson brought it to the attention of the - Commissioners at the June 13, 1994 meeting, which she did not attend, and at the time Commissioner Fields asked whether the City would be liable. Commissioner Fields stated that she wanted to make 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 10, 1994 MEETING sure that the CCAAC is in accordance with the City's insurance, she also stated that she likes the program and wanted to make sure they were not jeopardizing the City Staff person Howard stated that she researched and found out that we are self insured and it is permissible to have children in the building. She stated, however, we need to have a clearance form, a formal waver for them. Staff person Howard stated that she asked staff person Roberson to discontinue the children's workshop until after the Second Annual Awards Program. She stated in the last showcase the children were used in a PSA, she stated they and have been assisting when ever needed. Staff person Howard also stated the reason she brought this to the Commissioners at this time is because she wanted the Commissioners to consider whether the children should at least be acknowledge at the award's program, because they have put in volunteer hours. She stated that before the beginning of next year we will set up the structure of the children's workshop in the same order as the adult workshop, so that they are representative of the City Commissioner Fields stated that she wasn't so worried about the structure, she stated, it was just that staff person Howard had not given the Commissioners any information on the children's workshop, she also stated she did not want the Commissioners to be liable for the children. Commissioner Lewis stated, that the question remains whether we honor this particular group at the awards' program. Is that correct? Staff person Howard answered yes, I would like the Commissioners opinion on this matter Commissioner Lewis asked staff person Roberson his feelings about honoring the children. Staff person Roberson stated he thinks the children are great and have been in training for a while now He stated he has not had a chance to edit and put together everything the children have done. Commissioner Cunningham asked what kind of interest are the children and their parents showing toward the workshop. Staff person Roberson stated most of the children's parents are here with them when they are doing the skits. 0 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 10, 1994 MEETING Commissioner Lewis asked what will honoring the children do to the length of the program. Staff person Howard stated it is only 11 children. Commissioner Fields asked will the children be given the same award as the adults or will they be given different awards. Staff person Howard stated that the children will receive a certificate of acknowledgment. B. Second Annual Cable Awards Program Staff person Howard informed the CCAAC that at he Second Annual Cable Awards Program when awards are presented, they are going to be presented by category and then each program will be explained. Commissioner Fields suggested to have a list of name of all the city officials read to so no one will be overlooked. Staff person Howard agreed. Commissioner Fields asked staff person Howard when she finished reading the list of officials should she turn it over to the Mayor. Staff person Howard answered yes. She also suggested to ask the Mayor to come forward to introduce the City Council and have them give remarks. Commissioner Fields stated if there is nothing else on this matter we will go on, all Commissioners agreed. Staff person Howard stated we need to select a Master or Mistress of Ceremonies. She stated at the last CCAAC meeting Commissioner McZeal asked if we could wait until the October meeting for the Commissioners to vote on the Master or Mistress of Ceremonies. Commissioner Lewis stated he received a call, and was asked if he had contacted anyone to be the Master or Mistress of Ceremonies. He stated he had not been successful in obtaining a celebrity Commissioner Fields suggested that we have two Masters of Ceremonies. Commissioner Lewis asked, do you mean co- masters. Commissioner Fields answered yes, that is my suggestion. Commissioner Lewis asked do you want two hosts through out the program or one doing one part and the other one take over the second part of the program? Commissioner Fields stated she has ideas, but she would like all the Commissioners to give their suggestions. 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 10 1994 MEETING Commissioner Lewis suggested that we only have one Master or Mistress of Ceremonies. Commissioner Field asked the staff their suggestions about the Master of Ceremonies. Staff person Howard stated, when she was putting the program together she felt we should have two Masters of Ceremonies, she stated now she feels we don't have enough work for two, she suggested we have only one. Commissioner Fields asked, now who do we want to engage as Master of Ceremonies. Commissioner Lewis asked does staff person Howard have a recommendation? Staff person Howard stated we have several. Commissioner Lewis asked staff person Howard out of all the staffs' recommendations who has video production experience on your list? Commissioner Fields stated Reverend Matthew Harris knows something about video production. Staff person Howard answered yes he does. Commissioner Lewis stated in as much as he is a Reverend, and has a command of the language and the ability to move the program along and is probably very comfortable with speaking, I would like to move that we have Reverend Harris as the Master of Ceremonies. Commissioner Fields stated that the motion is on the floor is there a second. Commissioner Lewis stated the motion died. Staff person Roberson stated that Reverend Harris has his own video production set up and he has done several television productions with Trinity Broadcasting Network, Carlton Pearson and several others. Commissioner Fields stated to restate the motion. Commissioner Lewis stated, I move that Reverend Matthew Harris serve as Master of Ceremonies. Commission Cunningham seconded the motion. All Commissioners agreed by saying I. Staff person Howard stated if Reverend Harris is not available we need a second suggestion. Commissioner Cunningham suggested Mary Wright as Mistress of Ceremonies. Commissioner Pacheco suggested Councilman Louis Heine. Commissioner Fields stated that we have already agreed on Reverend Matthew Harris for Master of Ceremonies, so now we are looking for a second choice. Commissioner Lewis suggested Dr Cynthia Powell to be their second choice. Commissioner Lewis asked staff person Howard to give the Commissioners a little background on Dr.Powell. • 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 10, 1994 MEETING Staff person Howard stated that Dr. Powell operates a group home in Lynwood, she also stated that she is a very colorful and warm person and she feels she can carry the program. Commissioner Lewis stated what we are looking for is someone who can carry the program. Commissioner Cunningham stated if the first two choices fail, I make a motion to engage Attorney Mary Wright as the Mistress of Ceremonies. Commissioner Lewis second the motion. Staff person Howard stated we need a date for the pre - awards set up meeting, she also stated we said we wanted to have a walk through. Commissioner Fields stated, and then we should have the script. Commissioner Fields suggested Monday, November 7,1994 for the pre - awards meeting at 5.30 p.m. All Commissioners and staff agreed. Commissioner Lewis stated he would like to know how we can get something on the agenda, he stated at our previous meeting in September, we discussed the means of getting the Lynwood Showcase at least one week ahead should there be any need for changes. He also stated that we can recommend them to staff person Roberson and this would not put him under any stress when making the necessary changes. Commissioner Lewis asked to have preview and scheduled alternatives for Lynwood Showcase on the December 12, agenda. Commissioner Fields answered yes, put it on the next agenda, she also stated that the option taking before was to repeat a showcase and the CCAAC lefted it up to staff person Roberson's discretion which showcase would be shown. Staff person Roberson asked the Commissioners do you want to set up a time to preview the showcase for November Commissioner Fields suggested to have staff person Roberson let the Commissioners know when to come in and preview the showcase. Staff person Howard suggested the Commissioners be notified a week in advance. • COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 10, 1994 MEETING C. Preview of Lynwood Showcase #63 The viewing of Lynwood Showcase 963 included the following program segments: 1. City Livability Awards 1994 Winner 2. Circus Vargas /St. Francis Medical Center 3 Lynwood High School Football 4 Value Village 5 Hobo Day 6. Block Watch Captains Commissioner Fields stated the showcase was very good. Commissioner Cunningham also liked the showcase. He stated that the block watch segment was great. Staff person Howard stated she saw a few mistakes in the credits that should be corrected, other than that the showcase was find. Commissioner Lewis stated he saw a few mistakes in the credits as also. THERE BEING NO FURTHER BUSINESS, THE COMMUNITY ACCESS ADVISORY BOARD MEETING WAS ADJOURNED AT 7:00 P.M.
