MINUTES OF THE SEPTEMBER 12 1994 MEETING
The regular meeting of the Community Cable Access Advisory Commission of the
City of Lynwood was held September 12, 1994 at the Lynwood Cable Studio.
(The Agenda was duly posted as prescribed by the Brown Act.)
Vice - Chairperson Bill Cunningham, called the meeting to order at 5.30 P.M.
Commissioners in attendance were Bill Cunningham, Ada McZeal, Ethel Pacheco
and Bill Lewis Jr Chairperson A. Ann Fields was not in attendance at the meeting.
Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson
Commissioner Ada McZeal motioned to approve the minutes of the August 8,
1994, meeting as stated. Commissioner Pacheco seconded the motion.
I. SCHEDULED MATTERS
A. Update on preparation of Cable Awards Program
Commissioner Bill Cunningham asked for an update on the cable
awards program. Staff person Howard stated that the staff has been
working on the preliminary preparations for the upcoming awards
program. She provided the Community Cable Access Advisory
Commission with a memorandum listing the time, date, location,
room, the style in which the room will be set up, and a suggested list
of MC's for the program. These are as follow•
• Dr. Cynthia Powell of Hudson Lindsay Group Home
• Dr. Henry Esparza
• Reverend Matthew Harris
• Emma Esparza
Staff person Howard stated these are just suggestions she and staff
person Roberson came up with. She stated that no one has been
contacted. She also stated that she wanted to allow all the
Commissioners the opportunity to make suggestions as well. Staff
person Howard stated that she spoke with Commissioner Fields on
the telephone, and Commissioner Fields asked for an update on the
preparation of the Second Annual Cable Awards Program. Staff
person Howard stated that Commissioner Fields added suggestions
to the list.

Commissioner McZeal suggested that someone in the video
production field be the MC for the awards program.
Commissioner Lewis stated that he agrees with Commissioner
McZeal. He stated that the person should be knowledgeable in the
video production field. Staff person Howard stated that she thinks
the suggestion is a good one, although she and staff person Roberson
were thinking along the lines of community people. She also stated
that she has arranged to have a guest speaker, Commissioner Lewis
inquired about the guest speaker, staff person Howard stated that his
name is John Clodfelter the Community Program Manager of
Continental Cablevision. She stated that he has already consented to
be our guest speaker
Staff person Howard stated to the commissioners if they feel we
should get someone from the outside and are able to get someone, it
would be find. Commissioner Lewis stated he would inquire to see if
he could find an appropriate person or celebrity and in the next
couple of weeks and that he will get back with her on this matter
Staff person Howard continued giving the update to the
Commissioners from the list for the awards program, naming types
of awards and the names of the recipients.
Commissioner Cunningham suggested a letter be sent to Attorney
Mary Wright to inform her of the awards program. Staff person
Howard stated we will get the letter out to her next week.
Commissioner Lewis asked staff person Howard to explain the
difference between outstanding and most outstanding.
Staff person Howard stated the class requires 20 hours of volunteer
time. Anyone having over 20 hours is outstanding, and she stated we
have one volunteer who has over a hundred hours, which is most
outstanding.

Staff person Howard stated the board has requested that she and staff
person Roberson do a video on the history of cable in the City of
Lynwood.
Commissioner Lewis asked staff person Howard how long will the
awards program last. Staff person Howard stated about 2 hours. She
also stated that the program has not been put together yet. She stated
that Commissioner Fields suggested that things be done in a more
orderly fashion this year
Commissioner Lewis suggested to set a pre - meeting since there is so
much organizing required to make the program flow orderly.
Commissioner McZeal suggested the Monday before the awards
program. Commissioner Lewis suggested a couple of days in
advance, staff person Howard agreed.
B. Video Production Course for Commissioners
Staff person Roberson reviewed the Video Production Course from
the last CCAAC meeting with the Commissioners. Session Two was
on Pictorial Composition & Framing/Camera Shots. He also
provided the Commissioners the opportunity to participate in this
session.
C. Preview of Lynwood Showcase 962
The viewing of Lynwood Showcase #62 included the following
program segments:
1. Lope Agurrie 100th Birthday
2. Circus Vagas
3 Boxing Lynwood Style
4 Kids Care Fair
5 Inside Dial -A -Ride

Commissioner Cunningham stated that he liked the Lynwood
Showcase segments.
Commissioner Lewis stated he felt a little uncomfortable with the
beginning of the showcase segment which showed the footage on the
accident.
Commissioner Pacheco stated that she agrees with Commissioner
Lewis. Commissioner Lewis asked staff person Roberson if he could
cut out or change the footage on the accident.
Staff person Roberson stated, much work went into shooting the
showcase, he also stated that he meet with the parents of the child
before doing the segment, they were ok with it. He stated to
change the footage, he would have to change the whole showcase.
He stated he will change it if that is what the Commissioners agreed
on.
Commissioner Cunningham commended staff person Roberson for
his outstanding work,
Staff person Howard commended staff person Roberson on a job
well done. She also stated how much time and effort go into
putting showcases together, and how staff person Roberson puts in a
large amount of time to get each showcase ready
Commissioner Cunningham asked if there were comments from the
public:
Ms. Katie Miller stated that as a Lynwood resident, when
viewing that particular PSA it only made her think of not to
drink and drive.
Mr Adolph Lopez stated that he vouches for staff person
Roberson because of his hard work and dedication.
Ms. Marie Trimble stated she though the showcase overall
was excellent work. She also stated how pleased she is with
the training she has received from staff person Roberson.

Commissioner Lewis stated that he is just giving his opinion on the
showcase. Commissioner Pacheco stated after hearing all the
comment on the time that go into the making of the showcase she
thinks staff person Roberson should leave it as it is. Commissioner
Cunningham asked if all the Commissioners agreed, they agreed, with the
exception of Commissioner Lewis.

We are in our last month of preparation for the Second Annual Cable Awards Program
and your input is critical to finalizing the event planning; therefore, we will not have the
video production training at the October meeting. Training will resume December 12,
1994, the meeting after our awards program. Your participation in this matter will be

SUBJECT ESTABLISHING THE CHILDREN'S VIDEO PRODUCTION
WORKSHOP
For a few months, Video Production Specialist Ron Roberson has been conducting
informal training sessions at the Lynwood Studio with children from the community to
teach them how to perform in front of the camera. Although, I support the intent of the
workshop, I consider the workshop informal because it was initiated without a formal
written program establishing criteria for participation and the maintenance of records.
At the June 13, 1994, CCAAC meeting, Commissioner Fields requested that staff research
to find out the liabilities associated with holding a workshop of this type for children at the
Lynwood Studio. In response to this request, I have contacted the Director of Recreation
and Community Services for the City of Lynwood because his department works with
children on a daily basis. He informed me that the City of Lynwood is self - insured and
that all city facilities are covered. He also indicated that for our records it would be
beneficial to develop a liability release form that each parent must complete for his /her
child.
Since the children attending the workshop are gaining presentation skills that help them to
build their self - confidence and self - esteem, I applaud the efforts of Ron Roberson;
however, my goal is to apply an organizational format to this workshop similar to what
has been implemented for the Lynwood Adult Video Production Workshop. Yet, there are
priorities to my workload that do not allow me to develop immediate structure for the
initiation of every informal program even if it is of some benefit to the community We are
continuing with the workshop, in the interim, while its organization is being formalized.
I am in the process of developing the necessary liability release form and will have it ready
by the end of October for distribution to each parent to complete for his /her child. For
your information, I will forward copies of the form to you once it is developed.

Subject: Update on CCAAC's Second Annual Awards Program
Since the last Community Cable Access Advisory Commission meeting on September 12,
the staff has completed the following:
Contacted the Special awards winners and Guest Speaker

3 John Clodfelter; Guest Speaker
We have submitted the invitations for printing, ordered and received certificates
and paper jackets, corrected and tabulated hours of volunteer service of the
workshop participants. Also, we have begun writing the script for the video and
are in process of preparing the invitation mailing list. We have contacted Pure -Joy
Catering to provide the food services and the purchase order for this is being
processed.
Things that need to be completed.
1 We need to determine the Master/Mistress of Ceremonies
2. Review the draft program
3 Schedule a date for pre- awards set -up meeting/dress rehearsal at the
program site.

tremendous growth in cable production in the City of Lynwood. In addition to effectively
producing Lynwood Showcase on a monthly basis, we've been able to acquire improved
video production equipment, operate a video production studio, implement video
production training classes and an effective volunteer program.
The Community Cable Access Advisory Commission will present the Second Annual
Cable Awards Program on Monday, November 14, 1994, at 6.30 p.m. The Annual
Awards Program will be held at Bateman Hall, Room 2, located at 11331 Ernestine
Avenue, Lynwood.
We realize that the success of cable in Lynwood could not have been achieved without the
