ADJOURNMENT - TO NEXT REGULAR MEETING ON June 13, 1994 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE APRIL 11, 1994 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held April 11, 1994 at the Lynwood Cable Studio. (The Agenda was duly posted as prescribed by the Brown Act.) Chairperson Ann Fields called the meeting to order at 5.30 P.M. Commissioners in attendance were Bill Cunningham, Ann Fields, Bill Lewis, Jr., and Ethel Pacheco. Commissioner Ada McZeal was absent. Staff present were Johonna Jacobs - Howard, Ron Roberson and Aviva Seabrook. Commissioner Cunningham motioned to approve the minutes of the March 14, 1994, meeting as stated. Commissioner Pacheco seconded the motion. I. SCHEDULED MATTERS A. CCAAC Meeting Location At the April 5, 1994, Council Meeting, the Lynwood City Council approved the Commission's request to change its meeting location from City Hall to the Lynwood Cable Studio The Lynwood Cable Studio, 3560 Martin Luther King, Jr Blvd. is the permanent location for the CCAAC meetings. B. Attendance Policy for Lynwood Commissioners The Commissioners in attendance expressed their understanding of the Attendance Policy They understood that after three absences, including excused absences, he /she will vacate their position due to non - compliance of the Meeting Attendance Policy, Ordinance No 1356, set forth by the Lynwood City Council on February 5, 1991 E COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE APRIL 11, 1994 MEETING C. CCAAC Duties and Responsibilities The Commissioners in attendance evaluated the performance of the Commission during the past year for compliance with the CCAAC 5 duties and responsibilities set forth by the City Council according to Ordinance No. 1390 The following are the results of the evaluation. The Commission has used City of Lynwood staff to communicate information and requests to the Board of Directors of Lynwood Information, Inc. 2. On a monthly basis, the Commission produces a thirty minute program, Lymvood Shou The program is aired on Continental Cablevision Public Access Channel 28 on Mondays 9.00 p.m., Wednesdays 6 p.m., and Fridays 8.00 p.m. The Commission promotes the educational uses of cable television video programming through an internship program for Lynwood High School students and an Adult Cable Production Workshop Also, the Lynwood High School Mock Trials Team was videotaped in their participation in the 1994 State Competition in Sacramento, California. 4. Although, Continental Cablevision controls the scheduling of programs on channel 28, the Commission is allowed to make special requests known to Continental. This opportunity is afforded by the cooperative relationship that the City of Lynwood and Continental Cablevision has established. 5. The community is informed about services and benefits related to the public and educational use of channel 28 through the monthly Lynwood newsletter, Lymvood 'n Perspective, Adult Cable Production Workshop, KNBC Television Tour for the workshop students, and the Annual Cable Production Awards Reception. COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE APRIL 11, 1994 MEETING D. Preview of Lynwood Showcase #57 The viewing of Lynwood Showcase #57 included the following program segments: 1 City of Lynwood Green Ribbon Project 2. Third Annual Unity Dinner 3. "A Moment in Lynwood History" - St. Paul's Lutheran Church 4 Blues Night at Bateman Hall 5 Rosa Parks Transit Center Dedication Ceremony 6 Windsor Chinese Restaurant The Commissioners liked the Adult Cable Production Workshop student's voice -over used in a few program segments. II. Commissioners' /Staff Report A. Commissioners' Report Commissioner Fields suggested that the Lynwood Showcase airing schedule be placed on a water bill insert. Commissioner Cunningham suggested that the Lynwood Showcase airing schedule be placed on City of Lynwood collateral materials. Commissioner Lewis suggested that billboards be used to promote Lynwood Showcase. Also, he informed everyone about some of the advancements in communications technology He spoke about the Direct Broadcast Satellite (DBS). A satellite used to control air space and access television programming. He stated that his intentions are to keep the Commission abreast about new technology advancements, so it can be aware of potential changes. COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE APRIL 11, 1994 MEETING B. Staff Report Staff person Howard mentioned that there is a low percentage of Lynwood residents that are cable television subscribers. Therefore, many people don't know that there is a Lynwood Showcase program airing on Continental Cablevision. Also, she stated that she will attend the FCC Cable Regulations Conference this month. Later, she will communicate any important and relevant information to the Commission. Staff person Roberson thanked Commissioner Lewis for inviting the Adult Cable Production Workshop students to the KNBC facilities for a tour He stated that he admired Commissioner Lewis for taking time out of his schedule to be with the students. Commissioner Lewis stated that he was glad to give the tour Also, he will be willing to give a KNBC tour for the CCAAC. THERE BEING NO FURTHER BUSINESS, THE COMMUNITY CABLE ACCESS ADVISORY COMMISSION MEETING WAS ADJOURNED AT 6;55 P.M.
