ADJOURNMENT - TO NEXT REGULAR MEETING ON May 9, ,1994 Y� I COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE MARCH 14, 1994 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held March 14, 1994 at the Lynwood Cable Studio (The Agenda was duly posted as prescribed by the Brown Act.) Chairperson Ann Fields called the meeting to order at 5.30 P.M. Commissioners in attendance were Bill Cunningham, Ann Fields, and Ethel Pacheco Commissioner Bill Lewis, Jr had an excused absence. Commissioner Ada McZeal was absent. Staff present were Johonna Jacobs- Howard, Ron Roberson and Aviva Seabrook. Commissioner Cunningham motioned to approve the minutes of the February 14, 1994, meeting as stated. Commissioner Pacheco seconded the motion. I. SCHEDULED MATTERS A. PREVIEW OF LYNWOOD SHOWCASE 956 The viewing of Lynwood Showcase #56 included the following program segments. 1 Habitat for Humanity Home Sponsored by Target Stores 2. Lynwood High School Homecoming Basketball Game 3 Senior Luncheon 4 "A Moment in Lynwood History" - St. Emydius Catholic Church 5 Lynwood All -City Drill Team 6. Health Tip - Cigarette Smoking 7 Lynwood Adult Cable Production Workshop Class • Suggestions for Lynwood Showcase topics included the Helen Grace candy factory, Bicycle Patrol, Gardening Demonstrations, and the furniture factory • Commissioner Fields liked the music and special effects of the Drill Team segment. Her suggestion for future interviews with children is to get the supervising adult's assistance for the children's responses to questions. 0 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE MARCH 14, 1994 MEETING • Commissioner Cunningham stated that the video shoots were excellent. He enjoyed the segment on the workshop class. RECOMMENDATION : Staff respectfully requests that the City Council approves the Lynwood Cable Studio, 3560 Martin Luther King, Jr Boulevard, as the regular meeting location for the Community Cable Access Advisory Commission. 0 0 DATE. Faustin Gonzales, City Manager BY Johonna Jacobs - Howard, Project Manager - Cable /Public Relations SUBJECT Approval of Changing the Community Cable Access Advisory Commission's Meeting Location Purpose: To have City Council approve the request to change the Community Cable Access Advisory Commission's meeting location from City Hall to the Lynwood Cable Studio, 3560 Martin Luther King, Jr Boulevard. Facts: At the December 13, 1993 meeting, the Community Cable Access Advisory Commission (CCAAC) by unanimous vote (5 -0) desired to change its meeting location from City Hall to the Lynwood Cable Studio, 3560 Martin Luther King, Jr Boulevard. 2. In a December 21 memorandum, on behalf of the Commission, staff submitted request to the City Manager and City Council to change the CCAAC's meeting location from City Hall to the Lynwood Cable Studio On December 22, the City Manager approved the CCAAC's request to change its meeting location to the Lynwood Cable Studio 4 Since January 10, 1994, the Community Cable Access Advisory Commission has held its meetings at the Lynwood Cable Studio The Commission assures that every meeting agenda is duly posted in City Hall. Also, the public is welcomed to attend any regular meeting and speak during the designated public orals time. 6. Ordinance No. 1390 establishing the Community Cable Access Advisory Commission provides for the meetings of the Commission shall be held at such location, as may be established by the Commission for the conduct of its business. Notice of such meetings shall be given as required by law (Section 1, 2 -22.5 7). 0 0 Discussion: The Community Cable Access Advisory Commission meetings are held every second Monday of each month at 5.30 p.m. During each meeting, the Commission views and evaluate its monthly community access program, Ly7rwood Shawcase The Lynwood Cable Studio is an ideal location for viewing the program. It has a wide screen television and video equipment that allows for optimal program viewing with broadcast quality There is adequate seating for the commission and the public. Also, the Lynwood Cable Studio is well - accessible to the public, however, staff proposes to post a sign at the site on the day of the meeting to indicate its location. Recommendation: Staff respectfully requests that the City Council approves the Lynwood Cable Studio, 3560 Martin Luther King, Jr Boulevard, as the regular meeting location for the Community Cable Access Advisory Commission. The Lynwood Cable Studio is furnished with equipment that gives optimal viewing of the Lynwood Showcase program. During our monthly meetings, we view and make recommendations for the Lynwood Showcase program that airs on Continental Cablevision. Presently, we view the program on a VHS tape. This viewing does not allow us to see the true picture quality of the program. The equipment in the Lynwood Cable Studio will allow us to view the tape that Continental Cablevision uses for broadcasting the program. Viewing the broadcast tape will give us optimal viewing and an opportunity to see the Lynwood Showcase program as the community sees it on the Community Cable Channel 28. cc: Andrea Hooper, City Clerk ,4)� r G 0 CITY OF LYNWOOD LOS ANGELES COUNTY, CALIFORNIA ORDINANCE NO. 1390 FOLLOWS: AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING CHAPTER 2 OF THE LYNWOOD MUNICIPAL CODE SO AS TO ESTABLISH THE COMMUNITY CABLE ACCESS ADVISORY COMMISSION THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS Section 1 . Chapter 2 of the Lynwood Municipal Code is hereby amended by adding thereto a new Section 2 -22.5 which shall read as follows: 11 2 -22.5 COMMUNITY CABLE ACCESS ADVISORY COMMISSION 2- 22.5.1 Commission Established The Community Cable Access Advisory Commission is hereby established 2- 22.5.2 Composition; Appointment of Members The Commission shall consist of five (5) members who shall be appointed by, and serve at the pleasure of, the City Council 2 -22.5 3 Members to be Residents of City Members of the Commission shall be residents of the City If a member ceases to be a resident of the City, such member's office on the Commission shall automatically be terminated. 2 -22 5 4 Terms of Office The terms of the members of the Commission shall be four (4) years; provided, however, that such terms may be staggered so as to provide for continuity in the membership of the Commission. 2- 22.5.5 Compensation of MeMb rs. Members of the Commission may be compensated in such amount as the City Council may determine and, in addition thereto, members may be reimbursed for actual expenses incurred in connection with official business of the Commission to the extent authorized by the City Council. 2 -22.5 6 Organization The Commission shall select from its members a Chairperson and a Vice Chairperson, each of whom shall serve for a term of one year. 2- 22.5.7 Meetings; Time and Place Meetings of the Commission shall be held on such days, and at such time and location, as may be established by the Ccmmm ission for the conduct of its business. Notice of such meetings shall be given as required by law. 2- 22.5.8 Duties and Responsibilities The Commission shall discharge the following duties and responsibili- ties: a. ( III It Enclosure Ordinance No 1356 • • ORDINANCE NO. 1356 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD CALIFORNIA, AMENDING SECTION 2- 12.1.a.1 OF THE LYNWOOD MUNICIPAL CODE RELATING TO ABSENCES FROM COMMISSION, BOARD, AND COMMITTEE MEETINGS; REMOVAL. The City Council of the City of Lynwood California, does ordain as follows: Section 1. Section 2- 12.1.a.1 of the Lynwood Municipal Code is amended in its entirety to read as follows: Section 2- 12.1.a.1 Regardless of other stipulations in legislation or guidelines establishing any boards, commissions or committees, the following policy will be adhered to: a) Three (3) absences within a 12 month period shall constitute a vacating of the position for boards, commissions or committees meeting once a month. b) Four (4) absences within a 12 month period shall constitute a vacating of the position for boards, commissions or committees meeting twice a month. c) In order for the Boards, Commissioners and Committees' Chairmz:a to apprcpriately plan for their meetings, any member who has to be absent should notify the chairman of the respective board, commission and committee or in his /her absence, the staff representative. d) If any section of this ordinance is found to be in conflict with any other section of the Municipal Code, this section hereby supersedes all other codes. The success of a commission in achieving its objectives and goals is, in part, dependent on the commissioners' regular attendance at meetings. Council has taken a strong position on the issue of attendance. On February 5, 1991, the Councilmembers established Ordinance No 1356 amending Section 2- 12.1.a.1 of the Lynwood Municipal Code relating to absences from Commission, Board and Committee Meetings , Removal. which reads as follows: a) Three (3) absences* within a 12 month period shall constitute a vacating of the position for boards, commissions or committees meeting once a month b) Four (4) absences* within a 12 month period shall constitute a vacating of the position for boards, commissions or committees meeting twice a month. c) In order for the Boards, Commissioners and Committees' Chairpersons to appropriately plan for their meetings, any member who has to be absent should notify the Chairperson of the respective board, commission and committee or in his /her absence, the staff representative. d) If any section of this ordinance is found to be in conflict with any other section of the Municipal Code, this section hereby supersedes all other codes. The staff liaison will submit the commission attendance report to the City Manager's Office on a monthly basis. Staff from City Manager will submit a list of commissioners who have incurred absences in excess of three or four (as the case may be) to the City Clerk for review and submission to Council for final action.
