COMMUNITY ACCESS ADVISORY BOARD
MINUTES OF THE JANUARY 10, 1994 MEETING
The regular meeting of the Community Access Advisory Board of the City of
Lynwood was held January 10, 1994 at the Lynwood Cable Studio. (The Agenda
was duly posted as prescribed by the Brown Act.)
Chairperson Ann A. Fields called the meeting to order at 5.30 P.M. Board
members in attendance were Bill Cunningham, Ann A. Fields, Bill Lewis, Jr., Ada
McZeal, and Ethel Pacheco.
Staff present were Johonna Jacobs - Howard, Ron Roberson and Aviva Seabrook.
Board Member Lewis motioned to approve the minutes of the December 13, 1993,
meeting as stated. Board Member Pacheco seconded the motion.
I. SCHEDULED MATTERS
A. ELECTION OF OFFICERS
Board Member Cunningham nominated Board Member Fields as
the Chairperson. Board Member Mc Zeal seconded the nomination.
There were no other nominations. By an unanimous vote, Board
Member Fields became the Chairperson of the Community Access
Advisory Board.
Board Member Pacheco nominated Board Member Cunningham as
the Vice - Chairperson. Board Member Lewis seconded the
nomination. There were no other nominations. By an unanimous
vote, Board Member Cunningham became the Vice - Chairperson of
the Community Access Advisory Board.

The viewing of Lynwood Showcase 954 included the following
program segments:

Ron stated that he will alternate the Continental Cablevision
studio and sites around Lynwood for the Lynwood Showcase
wrap -ups. Also, the Lynwood High School Mock Trial Finals will
air on channel 28 in February
Board Member Lewis suggested advertising the purchase of
Lynwood Showcase segments. Also, he mentioned honoring
Lynwood contributors on the program.
Board Member Fields suggested giving first priority of honoring
Lynwood contributors to CAAB members.
Board Member Cunningham stated that efforts are now being
made to honor outstanding Lynwood contributors. Also, he
suggested gardening demonstrations and tips for the Lynwood
Showcase program. Additionally, it can be used for the intern
students' project. He could assist in planning and setting up
the demonstrations.
Board Member Pacheco suggested featuring the Filbar Furniture
Manufacturing Company as -one of the oldest businesses in
Lynwood on Lynwood Showcase.
THERE BEING NO FURTHER BUSINESS, THE COMMUNITY ACCESS

SUBJECT: Approval of Ordinance Amending Chapter 2 of the
Lynwood Municipal Code to Establish the Community
Cable Access Advisory Commission
COMMENTS: To have City Council approve the ordinance that
establishes the Community,Cable Access Advisory
Commission.
RECOMMENDATIONS: Staff respectfully requests that the City Council
approves the attached ordinance establishing the
Community Access Advisory Commission.

SUBJECT Approval of Ordinance Amending Chapter 2 of the Lynwood Municipal
Code to Establish the Community Cable Access Advisory Commission
Purpose:
To have City Council approve the ordinance that establishes the Community Cable Access
Advisory Commission.
Facts:
At the City Council meeting of December 21, 1994, staff submitted a report and resolution
requesting that City Council designate a title change to establish the Community Access
Advisory Board as a city commission. It was stated at that meeting that City Council must
approve an ordinance to establish the Community Access Advisory Board as a
commission.
Conclusion:
In response, an ordinance has been prepared amending Chapter 2 of the Lynwood
Municipal Code to establish the Community Cable Access Advisory Commission.
Recommendation:
Staff respectfully requests that the City Council approves the attached ordinance
establishing the Community Cable Access Advisory Commission.

ORDINANCE NO
AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING
CHAPTER 2 OF THE LYNWOOD MUNICIPAL CODE SO AS
TO ESTABLISH THE COMMUNITY CABLE ACCESS
ADVISORY COMMISSION
THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS
FOLLOWS:
Section 1 . Chapter 2 of the Lynwood Municipal Code is
hereby amended by adding thereto a new Section 2 -22 5 which shall
read as follows
"2 -22 5 COMMUNITY CABLE ACCESS ADVISORY COMMISSION
2 -22 5 1 Commission Established The Community Cable
Access Advisory Commission is hereby established
2-22 5 2 Composition; Appointment of Members The
Commission shall consist of five (5) members who shall
be appointed by, and serve at the pleasure of, the City
Council.
2 -22 5 3 Members to be Residents of City Members of
the Commission shall be residents of the City If a
member ceases to be a resident of the City, such
member's office on the Commission shall automatically
be terminated.
2 -22 5 4 Terms of Office The terms of the members
of the Commission shall be four (4) years; provided,
however, that such terms may be staggered so as to
provide for continuity in the membership of the
commission.
2- 22.5.5 Compensation of Members Members of the
Commission may be compensated in such amount as the
City Council may determine and, in addition thereto,
members may be reimbursed for actual expenses incurred
in connection with official business of the Commission
to the extent authorized by the City Council
2- 22.5.6 Organization The Commission shall select
from its members a Chairperson and a Vice Chairperson,
each of whom shall serve for a term of one year
2 -22 5.7 Meetings: Time and Place Meetings of the
Commission shall be held on such days, and at such time
and location, as may be established by the Commm ission
for the conduct of its business. Notice of such
meetings shall be given as required by law.
2 -22.5 8 Duties and Responsibilities The Commission
shall discharge the following duties and responsibili-
ties
a. Advise the Board of Directors of Lynwood
Information, Inc on all matters relating to
community access to public, educational or
governmental use of channel capacity provided
by the City's franchised cable television
system operator, including staffing require-
ments for the cable television studio and
methods to promote and facilitate community
access

Establish and administer rules, regulations

Section 2 The City Clerk shall certify to the passage
and adoption of this ordinance and shall cause this ordinance to
be posted or published as required by law.

Subject: Status of Cable Production Classes
I am,proud to inform you that 5 high school students are enrolled in the ROP Cable
Internship class. They come each day eagerly to learn and work on their project.
Also, they assist Ron and Art on video shoots and Lynwood Showcase wrap -ups at the
Continental Cablevision studio
In the Adult Cable Production Workshop, 23 students come faithfully to class every
Tuesday evening. Also, some of the students are assisting with the Lynwood Showcase
program.

USING VIDEO TO TELL A STORY AS WE OR OTHERS SEE IT

Video tape stories and clips shot by professionals in the
industry will be shown in this class to illustrate style,
lighting, mood, and methods of operation as they relate to
telling a story with pictures in conjunction with words or
without with video as the medium. Following the viewing we will
hold discussion answer questions and contrast styles used in the
videos that we view.
We will also use a portable lighting kit to demonstrate some
basic lighting applications.
I will provide the lighting kit.
I believe the Studio has,a VHS video tape player with remote
control that would be helpful for this class. If not, please
let me know and I will also make that available.
