December 1994 due to the Christmas Holiday.

OCTOBER 25, 1994
OPENING CEREMONIES
•
The Recreation & Parks Commission meeting of October 25, 1994 was
called to order by Chairperson Bette Espeseth at 6:00 p.m. The
invocation was led by Commissioner Martini, and the Pledge of
Allegiance was recited by Commissioner Markovic.

Commissioner Lopez arrived at 6:05 p.m.
Commissioner Mendoza was absent.
Mr. Ralph Davis, Director of the Recreation and Community Services
Department certified the posting of the agenda by the City Clerk.
Commissioner Markovic motions to approve the minutes of the
September 27, 1994 meeting, Commissioner Martini seconds the
motion. The Commission agrees and the minutes were approved.
Commissioner Martini motions to include a letter from the Lynwood
Woman's Club in this month's correspondence. Commissioner Markovic
seconds this motion. All are in agreement, the motion is passed.
The Lynwood Woman's Club is requesting waiver of fees for the use
of Bateman Hall to hold their annual Modes & Mums Fashion Show on
November 16, 1994. The Commission votes (4 -0) to approve the
waiver of fees.

to the Recreation Department. Ms. Cooper is the new
• Senior Citizens Division Recreation Leader. She is very
enthusiastic about working with the seniors and has many
new and exciting activities planned for them.

CURRENT PROGRAM REPORT
Mr. Davis reports that ground breaking for the new Lynwood High
School has begun. The gala event was covered by the press.
Mr. Davis states that he met with area elementary school principals
on October 20, to review Afterschool Fun program activities. A
packet consisting of a coloring book, button, red ribbon, calendar
of events, and bilingual parent information was distributed to all
Afterschool Fun program participants to help promote drug
resistance awareness. The Spring calendar will follow soon,
listing the Afterschool Fun program schedule for rainy days, early
days, holidays, etc.
The annual S.K.I.P. (Safe Kids Information Project) will take place
on Saturday, October 29, beginning at 12:00 noon. The program
features a costume parade, songs, games and free treats. There
will be a Halloween Carnival including game booths and rides
immediately following the parade. These events are geared towards
elementary school aged children.
Older kids can join in the Halloween fun by attending Knott's Scary
Farm on October 27. The Teen Center will be sponsoring this trip.
The Haunted House at Ham Park opens on October 26 and will be open
until Halloween night.
The seniors bus trip to Medieval Times earlier today (October 25).
They enjoyed lunch and a "tournament" show, featuring knights on
horseback.
The Drill Team is experiencing an increase in registration.
Practice is in full swing and all the participants are busy getting
' ready for the Annual Candy Cane Lane Christmas Parade.
Mr. Davis attended the SCMAF Institute on October 19. This was an
opportunity to participate in training workshops and to network
with other cities recreation personnel. Mr. Davis is very pleased
to report that Lynwood's Recreation and Community Service
Department is keeping abreast of current trends in the Recreation
field.
Janice Thomas, Facility & Program Supervisor at the Lynwood
Activity Center and Jim Coles, Aquatic Director at the Natatorium
were honored at a citywide recognition dinner held at Bateman Hall.
They were voted on by Recreation Department employees as being the
top employees for Recreation and Community Services.
• Mr. Davis proudly announced that the Recreation Department was the
recipient of the Pyramid Award for being chosen "Department of the
Year"

WALL OF FAME

The 2nd Annual Wall of Fame Dinner is scheduled for Friday,
November 4, at Bateman Hall. The black tie optional event will
begin at 6 00 p.m with attitude adjustment. Dinner and the
Presentation honoring Dr. Ross Miller Jr. of St. Francis Medical
Center will follow at 7:00 p.m Dr. Miller is being honored for
his humanitarian efforts and over 30 years of service to the
community.

The Lynwood Youth Activity League's purpose is to offer at -risk
youth alternatives to gang related activities. The Lynwood Youth
Activity League will be hosting a celebration this Spring,
showcasing available programs. This group has a mission statement,
with definite goals and objectives. The Lynwood Youth Activity
League is actively seeking grant monies for their programs.
DYMALLY PARK BOND PROJECT
The Department of Facility Maintenance is meeting with the general
public on Saturday, November 8 at Bateman Hall to discuss the
Master Plan for Dymally Park for the second phase of the 1.8
million dollar renovation project currently underway at Mervyn M.
Dymally Park.
YOUTH CENTER PROP A GRANT REPORT
$640,000 from Prop A funds will go towards the renovation of the
Teen Center. The park yard will also be included in the
renovation.

STATUS REPORT ON BATEMAN HALL /ERNESTINE SECURITY
• In May 1994, the Recreation Department switched to Eveready
Security Company which provides armed security. This effort was
made to assist in alleviating continued parking, loitering, and
other related problems in the immediate area surrounding Bateman
Hall
Lt. Byrd and Joseph Jordan of Eveready Security gave a short report
on some of the preventative measures available to help control
crime at Bateman Hall, such as using a metal detector They have
noticed increased exchanges of money in the park signaling drug
related activities. They mentioned that they have a toll -free
number anyone can call to file a trouble report. They stated that
while it is a challenge to work in the City of Lynwood, their job
is made easier because they maintain a good working relationship
with the Lynwood Sheriff's Department.
PUBLIC ORALS
Residents living on Ernestine Avenue were invited to attend this
Commission meeting to present an update on whether or not
conditions in the area have improved.
Osborne Russell of 3550 Lynwood Road introduced himself and stated
that he came by because he heard neighbors discussing Bateman Hall
• Security issues.
Jack Keane attended the meeting between the general public and
Facility Maintenance held at Bateman Hall on October 8. He
presented an alternate plot plan of Los Amigos Park to the
Commission. It is Mr. Keane's opinion that the monies allotted for
this particular park improvement could be utilized in a more cost
efficient manner. He asks the Commission to use their influence to
require that the Facility Maintenance Department review their plans
for use of this money.

Commissioner Martini - Wanted to know where the pictures of the

in the area.

The Recreation and Parks Commission meeting adjourned at 7:00 p.m
The next regularly scheduled meeting will be held at 6:00 p.m. on
Tuesday, November 22, 1994 in the City Hall Council Chambers
located at 11330 Bullis Road, Lynwood, California.

SENIOR EXCURSION TO IMAX THEATER
AND MUSEUM OF SCIENCE AND INDUSTRY
Attention Seniors, 55 years and older, the City of Lynwood Recreation and
Community Services Senior Citizens Division invites you to join Phyllis
Cooper for a day of fun and excitement at the IMAX Theater in Los Angeles.
Our bus leaves the Community /Transit Center located at 3798 Martin Luther
King Jr., Boulevard on Thursday, December 8, at 9:30 a.m. The bus will
return to Lynwood at approximately 2:30 p.m.
Come peer into the future of space travel through IMAX's newest space film,
"Destiny in Space ". Highlights include unique exterior views of the Space
Shuttle in orbit, the repair of the Hubble Space Telescope and thrilling
computer generated flyovers of Mars and Venus. After leaving the theater we
will have the opportunity to visit the Museum of Science and Industry and the
gardens at Exposition Park, all of which are located on the same grounds.
Lunch will be at your own expense at a nearby Sizzler Restaurant

It's that time of year again! Time for the City of Lynwood's annual
trip to Santa's Village. Santa's Village is located in the
beautiful San Bernardino Mountains and provides the whole family
an opportunity to have an enjoyable, safe and fun filled day with
Santa Claus and all his little helpers. The trip date is
Saturday,, December 3, 1994 and the cost is only $10.50 per person
(2 years and under enter free) . This price includes admission and
transportation to and from Santa's'Village. The bus will depart
from the Rosa Parks Transit Center, 3798 Martin Luther Ring Jr.
Boulevard at 9:30 a.m. and return at approximately 6:30 p.m.

CITY OF LYNWOOD HOSTS ITS ANNUAL CANDY CANE LANE PARADE
The City of Lynwood Recreation & Community Services Department is
proud to announce that the Annual Candy Cane Lane Parade will be
held on Friday, December 9, 1994. The parade is set to begin at
7 :00 p.m.
Parade Marshals confirmed at press time include the lauded local
medical surgeon and former Chief of Staff at St. Francis Medical
Center in Lynwood, Dr. Ross Miller. Dr. Miller was also the 1994
inductee to the City of Lynwood Wall of Fame located in the
Community /Transit Center in appreciation for his over thirty (30)
years of distinguished service to the southeast area of Los Angeles
County
The. parade route will begin at the corner of Atlantic and Cortland
Avenue It will then proceed north on Atlantic Avenue to Martin
Luther King Jr. Boulevard to the parade's conclusion at Mervyn M.
Dymally Congressional Park at the Corner of Martin Luther King Jr
Boulevard and Bullis Road
This year's parade will again involve well over two hundred (200)
entries including, Equestrians, motorcyclists, marching bands, drum
squads, floats, community groups, ROTC units, dignitaries,
celebrities and, of course, Santa and Mrs. Claus. Some of the fine
participants we look forward to seeing include

On November 11, 1994, the Lynwood Recreation and Community Services
Department along with the Lynwood Sports Association will pay tribute to the
past years community volunteers and coaches at the First Awards Banquet.
As leaders and role models for the youth of our community, they are unsung
heroes. Mr. Earl Tucker, former Lynwood high football player and
professional football player is the guest speaker. The event will be held
at Bateman Hall, located at 11331 Ernestine Avenue, Lynwood, California.
There will be a no host bar at 6:00 p.m. followed by dinner at 7:00 p.m. with
music and dance afterwards.
The cost for a single ticket is $10.00 and $15.00 per couple. Tickets may be
purchased at the Recreation & Community Services Office located in the
Community /Transit Center, 3798 Martin Luther King Jr. Blvd., Monday through
Thursday between the hours of 7:00 a.m. and 5:30 p.m. Please support
these parents who contribute so much and join them by participating in this
special event.

BASKETBALL REGISTRATION FOR 1994 -95 SEASON
Registration is now underway for boys and girls ages 6 through 16
who wish to participate in the Lynwood Recreation & Community
Services 1994/95 Basketball program. Divisions are; Spud 1986 -87-
88, Pee Wee 1984 -85, Tiny 1982 -83, Midget 1980 -81, Junior 1978 -79.
Sign -ups will be taken at the Lynwood Community /Transit Center,
3798 Martin Luther King Jr., Boulevard, from 7:00 a.m. to 5:30
p.m., Monday through Thursday until December 8, 1994. Volunteer
parents and coaches are needed.
A $35.00 registration fee (CASH ONLY) is required together with
either a Birth Certificate, Baptismal Certificate, letter stating
date of birth on school letterhead or an Alien Registration Card.
This cost covers uniforms, awards, and officials. A discount
program for families is as follows: 1st child $35.00, 2nd child
$30.00, 3rd and subsequent children $25.00. For further
