COMMISSION MEETING MINUTES
SEPTEMBER 27, 1994
OPENING CEREMONIES
The Recreation & Parks Commission meeting of September 27, 1994 was
called to order by Chairperson Bette Espeseth at 6 05 p.m The
invocation was led by Commissioner Markovic, and the Pledge of
Allegiance was recited by Commissioner Mendoza.

Mr. Ralph Davis, Director of the Recreation and Parks Department
certified the posting of the agenda by the City Clerk.
Commissioner Markovic motions to approve the minutes of the August
23, 1994 meeting, Commissioner Mendoza seconds the motion. The
minutes were approved.
Minority Business Association - Mr Errick Lee, Executive Manager
for the Lynwood Chamber of Commerce addressed the Commission in
response to the written and oral request made by Mr James Thomas
of the Minority Business Association to hold a job fair at Bateman
Hall The Chamber requested that the Minority Business Association
postpone their job fair until the Chamber is able to host their own
annual fall job fair. In exchange for this consideration the
Chamber will assist Mr. James Thomas with the Minority Business
Association's job fair at a future date
Mr. Lee requested that a recommendation be made to City Council for
initiation of a time frame for use of City facilities for the same
type of event in order to avoid future conflicts with other
organizations.
Commissioner Markovic motions to waive fees for the Minority
Business Association for use of Bateman Hall to hold a job fair at
a future date that does not conflict with the Lynwood Chamber Job
Fair. This motion was seconded by Commissioner Mendoza.
Mr. Davis suggests a study be conducted on the time frame matter.
Commissioner Lopez motions for a study to be conducted,
Commissioner Mendoza seconds the motion All are in agreement,
motion passes.

New Generation Ministries - Mr Davis explained to the Commission
that New Generation Ministries Church has exceeded its time limit
for use of Bateman Hall for worship services. However, if Mr
Roosevelt Pye can provide the Commission with proof of hardship
pertaining to the completion of their new building, New Generation
Ministries would then be allowed to lease Room #1 at Bateman Hall
for worship services This recommendation was then approved by the
Commission. A letter informing Mr. Pye of this recommendation will
be mailed to him.

CURRENT PROGRAM REPORT
Mr Davis reports on the September 16th celebration "Fiestas
Patrias" The evening was a big success. Tickets were reasonably
priced at ten dollars The evenings entertainment was very festive
and included a tasty, traditional Mexican meal and various talented
Latin singers and dancers
the Lynwood Youth Soccer League has been going well The
Championship Games will be held on Saturday, October 29, with times
to be announced.
Mr. Davis reported that he would be attending a Lynwood Unified
School District Board Meeting regarding expanding the Afterschool
Fun program currently available at eight local elementary school
campuses
Upcoming activities at the Lynwood Activity Center include an
Aerobics Class, a Karate Tournament on October 1 and a Boxing Match
on October 7.

The annual S.K.I P (Safe Kids Information Project) is upon us
again, and will take place on Saturday, October 29. The program
features a costume parade, songs, games and free treats There
will be a Halloween Haunt Carnival immediately following the
parade.
SCHEDULED MATTERS
WALL OF FAME
The Wall of Fame Press Conference scheduled for September 28 has
been canceled, due to Mr Ross Miller's health. The conference has
been rescheduled for Wednesday, October 5, 1994. Dinner Tickets
for this event will go on sale at various locations throughout
Lynwood starting next week.
DYMALLY PARK BOND PROJECT
There will be a workshop on the Dymally Park Master Plan on
Saturday, October 8, 1994 from 9:00 a.m. to 12 noon at Bateman Hall
to gather information from the community and various users groups.
GRANT REPORT
Mr. Jim Given, Project Manager for the Recreation and Community
Services Department led the Department's efforts to obtain Prop A
monies for park and facility improvements Consequently the
Department has been awarded over two million dollars in funds Mr
Given is to be commended for his knowledgeable and diligent efforts
on the Department's behalf.
LYNWOOD ACTIVITY CENTER
A proposal was made to the City of Lynwood by the Lynwood Activity
League Board. The Board will pay the City $24,000 for a one -year
lease of the site which currently houses the Lynwood Activity
Center. This will provide ample time in which to locate another
facility site
HISPANIC RECOGNITION MONTH
September is "Hispanic Recognition Month ", in accordance with
Federal Government guidelines and the City of Lynwood Celebrated in
style! On Wednesday, September 14, Lynwood citizens were treated
to an impressive array of Latin dancers and singers while dining on
traditional Mexican fare at a Las Vegas style Dinner Show held at
Bateman Hall

The celebration continued on Saturday, September 24 with a ceremony
dedicating the Lynwood Tennis Courts to Pancho Gonzales, the first
Mexican - American Wimbeldon Tennis Championship Winner. The day
ended with a concert in the park featuring talented jazz musician
Poncho Sanchez and his band.
PARKS SECURITY
Mr. Davis acquired personnel from Eveready Security to do a walk -
through survey of Mervyn M. Dymally Park. Their report indicates
that security measures are needed in order to ensure a safer
environment for recreational activities. Prop A monies may be used
to hire guards. Also radios may be used at big events, by
Recreation staff to provide immediate contact between employees.

BASKETBALL REGISTRATION FOR 1994 -95 SEASON
Registration is now underway for boys and girls ages 6 through 16 who wish
to participate in Lynwoodfs Recreation and Community Services 1994 -95
Basketball Program. Divisions are; Spud 1987- 88 -89, Pee Wee 1985 -86, Tiny
1983 -84, Midget 1981 -82, Junior 1979 -80. Sign -ups will be taken at the
Lynwood Community / Transit Center, 3798 Martin Luther King Jr. Boulevard, from
7:00 a.m. to 6:00 p.m., Monday through Thursday until November 12, 1994 and
special registration on two (2) Saturdays, November 5 and 12, 1994 from 10:00
a.m. to 2:00 p.m.
A $35.00 registration fee (CASH ONLY) together with either a Birth
Certificate, Baptismal Certificate, School Letter and /or Alien Registration
Card covers uniform, awards, and officials. A discount program for more than
one in the immediate family is being offered: first child $35.00, second
child $30.00, third child and thereafter $25.00. All must be registered and
paid at the same time.

SAFE KID'S INFORMATION PROJECT
The City of Lynwood's Recreation and Community Services Department is offering a
fun - filled Halloween Haunt with great tricks and good tasting treats on Saturday,
October 29, 1994, starting at 12:00 in the afternoon at the Lynwood
Community /Transit Center located at 3798 Martin Luther King Jr. Boulevard,
Lynwood. The Halloween Haunt will feature S.K.I.P., the Safe Kid's Information
Project, our City's Annual Costume Parade, and a carnival featuring rides and
games
The S.K.I.P. Program (12:00 noon to 2:00 p.m.), hosted by Mrs. Dorothy Richards,
will provide children with important safety tips to help them have a safe and fun
Halloween night. Bring your children to the Community /Transit Center to sing
songs, play games, and meet costumed characters. Free Trick or Treat goodies will
be provided
Pre - registration for the Costume Parade will be taken from 2:00 p.m. to 3:00 p m.,
ONLY - so please be prompt! There is no charge for parading in this fun event.
All children 12 years of age and under may participate.
The Halloween Haunt Carnival will offer a variety of carnival rides and game
booths including; face painting, milk bottle toss, spud basketball free throw,
ring- a- lollipop, balloon burst game, and a fishing hole. We are also featuring
pony and train rides. Games will cost 10t and rides are 25C each This festive
carnival will operate until 6:00 p.m.

LIVE AMATEUR BOXING
The City of Lynwood Recreation & Community Services Department and
and the Lynwood Youth Activities League will present LIVE AMATEUR
BOXING, Friday, October 7, 1994, 7:00 p.m. at the Lynwood Activity
Center located at 3100 E. Imperial Highway (1 block west of Long
Beach Blvd )
There will be 7 Action Bouts. Weigh -In begins at 4:00 p.m. This
LIVE AMATEUR BOXING is sanctioned by USA. Cost of the event is
$3.00 for adults and $1.00 for children 12 years and under.

FALL KARATE TOURNAMENT
The City of Lynwood Recreation & Community Services Department and
the Lynwood Youth Activities League will host the FALL KARATE
TOURNAMENT, Saturday, October 1, 1994, 9:00 a.m. at the Lynwood
Activity Center located at 3100 E. Imperial Highway. (1 block
west of Long Beach Blvd.)
Kata, Kumite and Kobudo events are offered for participation. All
participants will receive a medal. Cost of participation:
1 event = $6.00
2 events = $10.00
3 events = $12.00
Admission is $3.00 Children 5 years and under are free.
Registration on the day of the event begins at 9 00 a.m. For
