AUGUST 23, 1994
OPENING CEREMONIES
The Recreation & Parks Commission meeting of August 23, 1994 was
called to order by Chairperson Bette Espeseth at 6:00 p.m. The
invocation was led by Chairperson Markovic, and the Pledge of
Allegiance was recited by Commissioner Lopez.

Mr. Ralph Davis, Director of the Recreation and Parks Department
certified the posting of the agenda by the City Clerk.
Before the meeting continued any further, City Clerk Andrea Hooper
took the of welcoming and swearing in Lynwood's newest
Recreation and Parks Commissioner, Mr. Walter Lopez.
The alcoholics anonymous group "Llegamos a Creer" would like to
have fees waived for their 11th Anniversary Meeting at Bateman Hall
on October 16, 1994 from 12:00 noon to 10:00 p.m. After discussion
between Mr. Davis and the Commission, it was decided to table the
matter until Mr. Davis can discuss changing the hours of the
request with the group's director. The current hours being
requested tie up one of Bateman Hall's most popular rooms (the
Auditorium) for a whole day.

CURRENT PROGRAM REPORT
The Recreation Department is busy as usual with the last session of
Summer Day Camp, a Senior Citizens trip to the Laguna Beach Art -a-
Fair, planning special events such as the "Pancho" Gonzales Tennis
Tournament and Court Dedication for Fiestas Patrias, and taking
registration for various sports programs such as flag football and
tennis.
Block Watch Captain's Workshops to be held on Saturday, August 27,
and Saturday, September 10, 1994.
SCHEDULED MATTERS
LOS ANGELES RIVER MASTER PLAN
11. The City of Lynwood is researching recommendations to be
incorporated into the Los Angeles River Master Plan. There
are possibilities for entries and exits, bike lanes and horse
trails.
STATE BOND ACT
12. The City Council approved the letter sent to Rita Waters
on behalf of the Recreation & Parks Commission for Bond
Act approval. If approved the City would receive monies
and also qualify for competitive grant funding for
Recreational use.
CFD FOR LIBRARY SERVICES
13. The Community Facilities District or CFD for the County
of Los Angeles proposes collecting a fee of $14.00,
$21.00, or $28.00 to allow libraries to operate on a five
day a week basis. These fees would be put to use in
Lynwood libraries. The Lynwood City Council is in
support of this project. Final determination on this
matter will be with the L.A.C. Supervisors in October.
EARTHQUAKE FUNDING
14. Mr. Davis explained that funds may be available for
earthquake repairs. Repairs will be made to the tennis
courts, transit center and Bateman Hall

BATEMAN HALL IMPROVEMENTS
15. $163,000.00 have been earmarked to begin improvements to
Bateman Hall during this fiscal year. Improvements will
include landscaping, water fountain, and new walk -way in
patio.
PROGRAM UPDATE
16. The Fall Program will be out in print in September.
PUBLIC ORALS
Mr. Jack Keane, former Building Inspector for the City made a plea
to the Commission to build additional handball and /or basketball
courts in the City of Lynwood. He stated that he has attended
several City Council meetings regarding this matter. Mayor
Richards, and Councilmen Henning and Rea are supportive of this
proposal. He feels they would act more quickly if they have the
Recreation Commission's backing.
COMMISSION ORALS
Commissioner Markovic - No comment.
Commissioner Martini - Would like an update on Phase II of
improvements to Mervyn M. Dymally Park
including a landscaping sketch and specs.
Chairperson Espeseth - Inquired on status of Farmer's Market -
Mr. Davis informed her Mr. Joe Storey, the
coordinator, is ill and cannot obtain
completed certification by the County.
Commissioner Espeseth also wanted to know
what would happen to the sports programs
currently held at the Lynwood Activities
Center once it is no longer being leased
by the City.
Commissioner Mendoza - Commented that he found a large quantity
of glass in the sand lot at Ham Park.
Commissioner Mendoza commented on the
need for some sort of authority figure in
the Park, such as -a Ranger or Sheriff.
Commissioner Mendoza also mentioned that
the grass on the recently reseeded Soccer
Field is already being torn up.

Commissioner Lopez - Would like to see the wading pool
refurbished and new volley ball courts
built during Phase II of improvements to
Mervyn M. Dymally Park.
Mr. Davis informed the Commission that St. Francis Hospital will
hold a Child's Care Fair on Saturday, August 27, 1994.
Tickets for "Fiesta Patrias" in celebration of Mexican Independence
Day are now on sale. The tickets to the dinner show will also be
available from the Recreation Department on Saturday, August 27,
from 10:00 a.m, to 2:00 p.m.
ADJOURNMENT
The Recreation and Parks Commission meeting adjourned at 7:20 p.m.
The next regularly scheduled meeting will be held at 6:00 p.m. on
Tuesday, September 27, 1994 in the City Hall Council Chambers
located at 11330 Bullis Road, Lynwood, California.

The "MBA" would like to sponsor a *Job and Career Day Expo" at
Bateman Hall. The Expo would consists of workshops, business and
career opportunities, and more than 25 employers.

4:00 p.m. and we are asking that the rental fee be waived for this-.
worthwhile event.

We would like to extend an invitation to you to participate in the 9th Annual Los Angeles County
Department of Parks and Recreation Conference and Trade Show to be held on Thursday,
September 29, 1994, at the Glendale Civic Auditorium in Glendale. Enclosed are several copies
of the conference flyer
This year our County Park and Recreation Commissioners will host a session we feel will be of
great interest to other parks and recreation commissioners such as yourselves. The session topic
"Financing for Parks and Recreation Departments ", will explore traditional and nontraditional
approaches. This session will be very timely given today's economic limitations. Please come
prepared to share your success stories and ideas for the future. Two additional educational
sessions will be included in the day's activities: a) "S W O T " - a participative workshop designed
to explore the Department's strengths, weaknesses, opportunities, and threats. b) Marketing
Statutes - an update on the State and County marketing statutes. Our program is designed to
create opportunities for delegates to share information through informal discussions, the day will
be filled with opportunities to meet and network with other parks and recreation professionals.
We anticipate approximately one - hundred (100) exhibits of products, materials, and supplies,
including numerous demonstrations. There will also be a reception celebrating the Department's
Golden Anniversary We are certain you will benefit from attending, just as we will gain from
meeting you.
Please note the pre - registration deadline of September 15, 1994. Since we can accommodate only

MID- SEPTEMBER GIRLS SOFTBALL TOURNAMENT
The City of Lynwood Recreation and Community Services Department
and the Lynwood Sports Association are proud to announce they
will be hosting the first annual Mid - September Softball Tournament
on September 16 -18, 1994 at Mervyn Dymally Congressional Park
located at 3798 Martin Luther King Jr. Blvd., and Ham Park located
at 11555 Wright Road. The tournament will begin on Friday,
September 16 at 6:30 p.m. and will continue until the championship
games which will be held on Sunday, September 18, 1994. (For
specific game times contact the sports office at 886- 0426). The
tournament will host as many as eight (8) different agencies /teams.
The tournament is open to all agencies who wish to participate and
have teams within the age boundary of 16 years and under.
Everyone is welcome to come out and support the tournament teams
and the players. We guarantee there will be non -stop action, fun,
and competition.

BOYS & GIRLS BASKETBALL CLINIC
Lynwood Recreation & Community Services Department will host an
Instructional Basketball Clinic for Boys and Girls seven (7) to
seventeen (17) years old. The Clinic will be held on Saturdays
from 9:00 a.m. to 6:00 p.m. and will use local university, college,
and high school coaches and players. The Clinic will begin
September 17, 1994 and continue through October 22, 1994 at the
Lynwood Community /Transit Center Gymnasium.
Registration begins Monday, August 29, 1994 at the Lynwood
Community /Transit Center, 3798 Martin Luther King Jr. Boulevard,
Lynwood, CA 90262 from Monday through Thursday, 7:00 a.m. to 5:30
p.m. A registration fee of $15.00 per participant. Cost includes;
instruction, T- shirt, insurance as well as certificate of
completion. This fee must be paid at time of registration. CASH
ONLY, NO CHECKS. Registration closes Thursday, September 15, 1994.

LYNWOOD ALL CITY DRILL TEAM AND DRUMMER
Girls and boys 8 years through 15 years old are invited to join the
Lynwood All City Drill Team and Drum Squad. Youngsters will learn
all aspects of Drill Team as well as Drumming for Drill Team
Participants will perform at community events and competitions
throughout the Los Angeles area.
A registration fee of $36.00 (CASH ONLY) per year will be charged
to help defray the cost of insurance and program operation.
The uniform cost is not included in the registration fee.
Participants will have the opportunity to participate in a fund
raising activity to pay for their uniform. Participants who choose
not to participate in the fund raising activity will then be
required to purchase their uniform.
Registration is currently being accepted at the Recreation and
Community Services Department office Monday through Thursday from

SEPTEMBER 16TH CELEBRATION
The City of Lynwood is pleased to announce it will present a Las
Vegas Style Dinner Show to celebrate Mexican Independence Day.
The event will be held at Bateman Hall on Wednesday, September 14,
1994 starting at 6:00 p.m. The evening will showcase local dance
groups as well as an outstanding two (2) hour performance by
Mariachi Juvenil De Mexico. Doors will open at 6:00 p.m., dinner
will be served promptly at 6:30 p.m.
In addition to the Mariachi Juvenil De Mexico, there will also be
two (2) very outstanding dance groups. They will include the group
Ballet Folklorico Nicaraguense as well as Grupo Folklorico
Guatemalteco.
To purchase your $10.00 ticket come to the Lynwood
Community /Transit Center, 3798 Martin Luther King Jr. Boulevard,
Monday through Thursday 7:30 a.m. - 5:30 p.m. or Saturday, August

EMPLOYMENT OPPORTUNITY
The City of Lynwood Recreation and Community Services Department is
seeking a Drill Team instructor to assist with the Drill Team and
Drummer Program.
This position entails teaching young people all aspects of Drill
Team as well as drumming for Drill Team, and preparing youngsters
for performances at community events and competitions throughout
the Los Angeles area.
This program is offered to girls and boys 8 through 15 years of
