The invocation was led by Chairperson Espeseth, and the Pledge of Allegiance was recited by Commissioner Julio Mendoza. Roll call of Commissioners present: Chairperson Espeseth Commissioner Martini Commissioner Markovic Commissioner Mendoza Commissioner Lopez Mr Ralph Davis, Director of the Recreation and Parks Department certified the posting of the agenda by the City Clerk. On June 6, 1994 Lorna Hawkins, President of Drive -By Agony submitted a letter requesting the waiver of fees for a meeting to be held in Room #2 at Bateman Hall on September 20. This matter was heard before the Commission at the June 28 meeting, and the request was denied based on the fact that Drive -by Agony receives funds from CDBG. Ms Hawkins submitted a letter of appeal on this decision stating that CDBG Funds cannot be used for this type of event. This fundraiser will assist youth affected by violent crime, with monies raised to be used for $500.00 scholarships to buy school supplies, clothing, etc Therefore, Commissioner Mendoza rescinds motion to deny waiver of fees, Commissioner Markovic seconds the motion. Motion passes Commissioner Mendoza motions to waive fees on Room #2, Commissioner Markovic seconds the motion. The motion passes. MONTHLY STAFF REPORTS A. Facility Usage Report - Attached B. News Releases - Mailed on Current Basis C Personnel - Commissioner Walter Lopez is introduced to the Commission 0 July 26, 1994 Page 2 CURRENT PROGRAM REPORT 0 Mr. Davis announces that the Block Watch Committee will hold its is annual block club party on Carlin Avenue on Saturday, July 30, from 12:00 noon to 5:00 p.m. There will be free games, music, a raffle, yard sales, and a food booth. A City representative will be on hand to answer questions about how to become involved with Block Watch. The Recreation and Community Services Department is planning to implement a program in which a PA system, games and sports equipment will be available to residents belonging to the Block Watch Committee for conducting their own street parties Mr. Davis reports on a National League of Cities publication that reflects on how recreation programs and activities divert youth from criminal activities. The City's Soccer program will have its opening day on Saturday, July 30, 1994. The second session of Summer Day Camp is now under way and going well. The Department plans to survey Day Camp participants to determine if a camp is needed year- round. SCHEDULED MATTERS WALL OF FAME 11. Dr. Ross Miller of St Francis Hospital was recommended to be considered as an honoree for the Lynwood Wall of Fame. Mr. Davis was asked to bring the matter back to the Wall of Fame Board for additional discussion since there was no quorum at the July 13 Wall of Fame meeting LYNWOOD ACTIVITY CENTER 12. The lease on the Lynwood Activity Center located at 3100 East Imperial Highway expires on August 31, 1994. The City will have to vacate the property, as the owner Mr. Donald Chae can no longer offer the building free of charge. The programs housed at this location such as, karate, weightlifting, boxing, etc. will be relocated to the Community /Transit Center and the Teen Center July 26, 1994 Page 3 PARK BOND PROJECT 13 Ralph reads a letter of proposal from architect Parkus Rhodes, regarding Phase II of the Park Bond Project Mr. Rhodes has extensive experience performing quality work for various neighboring communities. The Recreation and Parks Commission will be kept abreast of new developments and play a part in the design process CITY BUDGET 14. The City Council is researching various options for ways to increase revenue for the City of Lynwood. Among those being considered are a trolley fee, a water rate hike, and a substantial increase in recreational facility rental fees. SEPTEMBER 16TH PROGRAM 15. Plans are now underway to celebrate Mexican Independence Day on Saturday, September 17, at 10 00 a.m. in Mervyn Dymally Park. The tennis courts will be renamed and dedicated in honor of Richard "Pancho" Gonzales, the first Wimbeldon winner of Latino decent There will also be a soccerfest all -star game, information booths, and food booths. DONATIONS TO PRIVATE GROUPS 16. Council has decided that requests for donations from private groups will now be initially heard before the Recreation and Parks Commission, instead of at City Council meetings. COMMISSION ORALS Commissioner Markovic - Inquires as to when the soccer field will be utilized for Soccer program. Commissioner Martini - Stated that his fellow Commissioners should take more of an interest in Lynwood's proposed water rate increase. E July 26, 1994 Page 4 Chairperson Espeseth - Commissioner Mendoza - 0 Enjoyed attending the Youth Baseball Awards Banquet. She also looked for the Farmer's Market which Mr. Davis explained was canceled until Mr. Joe Storey who is the coordinator is out of the hospital. Chairperson Espeseth has free passes to Circus Vargas to give away. Commissioner Mendoza welcomes Commissioner - Lopez to the group. He hopes they will both learn from each other. Commissioner Lopez - States that he has always wanted to join a commission and looks forward to being a part of the Recreation and Parks Commission Mr. Davis announces that there is a photographer present to take a new group picture to include Commissioner Lopez. The tournament will begin on Friday, September 16 at 6:30 p.m. and will continue until the championship games which will be held on Sunday, September 18, 1994. (For specific game times contact the sports office at 886 - 0426). The tournament will host as many as eight (8) different agencies /teams. The tournament is open to all agencies who wish to participate and have teams within the age boundary of 16 years and under. Everyone is welcome to come out and support the tournament teams and the players. We guarantee there will be non -stop action, fun, and competition. Each match consists of the best two (2) out of three (3) games. Each basket counts as one (1) point and the first team that reaches eleven (11) points is the winner of that particular game. The cost is three ($3.00) per person, with a maximum of four (4) and a minimum of three (3) players. First Place winners receive fifty percent (50 1 6) of registration fees or tee shirts. Second Place winners receive thirty percent (30e) of registration fees or tee shirts. Players must be eighteen (18) years or older and only one (1) player per team may be over 6 in height. Register at the Lynwood Community /Transit Center, 3798 Martin Luther King Jr., Boulevard, Lynwood, CA 90262. Registration for this program is taken Tuesdays and Wednesdays from 7:30 a.m. until 5:30 p.m., on a first come, first served basis, in CASH ONLY. Office hours are from 7:30 a.m. - 5:30 p.m. Monday through Thursday. Divisions of play include: SMURF LEAGUE - boys born 1988 - 1987 TINY LEAGUE - boys born 1985 - 1986, PEE WEE LEAGUE - boys born 1983 - 1984, MIDGET LEAGUE - boys born 1981 - 1982. League games are scheduled at Mervyn Dymally Congressional Park on Mondays, Tuesdays, Wednesdays, and Saturdays. Games during the week begin at 5:30 p.m. Saturday games begin at 9:00 a.m. and end at 5:30 p.m. Awards will be given for first and second place teams. Area schools are encouraged to sign up teams. Parents and volunteers are also needed to participate as head coaches, assistant coaches, sponsors and team parents. League games will start the week of October 3, 1994. This performance is scheduled for Saturday, September 24, 1994 at the Dorothy Chandler Pavilion. A pre - performance talk begins at 12:30 p.m. The Los Angeles Music Center donated 35 free senior citizens tickets for this special performance. "Don Giovanni" is one of Wolfgang Amadeus Mozart's most famous and loved plays. The story has all the classical elements of an 18th century opera. The main character Don Giovanni is a traditional "Don Juan" who is caught up in a trail of flirtation, intrigue and deception. The bus will depart from the Lynwood Community /Transit Center, 3798 Martin Luther King Jr. Blvd. at 11:00 a.m. and return at approximately 5:30 p.m. Cost for the excursion is specially priced at $2.00 (cash only) per person. An excursion to Medieval Times in Buena Park is scheduled for Tuesday, October 25, 1994. This date is specially reserved for senior citizens. Each senior citizen who attends will enjoy a king -sized feast and a spectacular knights in battle production. The City is able to offer this exciting excursion at a special reduced price of $20.00 (cash only) per person. This fee is approximately $10.00 off the regular adult admission price and covers the meal, show and transportation. Preregistration for the Medieval Times excursion is mandatory. PAUL GETTY MUSEUM EXCURSION Attention all adults 55 years and older, the City of Lynwood Recreation and Community Services Department, Senior Citizens Division has designed a most relaxing and inspiring excursion exclusively for you to the J. Paul Getty Museum on Thursday, September 29, 1994. Located in the beautiful city of Malibu, this museum showcases the antiques of the Greek and Roman empires. European sculptures, drawings and paintings from the Age of Discovery (1500 - 1800 A.D.) also highlight the gallery's many treasures. After enjoying a self guided museum tour, the trip will proceed to the Malibu Country Mart where the participants may choose from the many restaurants and deli's located in the Mart for lunch. All participants are responsible for his /her own meal expense. The bus will depart from the Lynwood Community /Transit Center, 3798 Martin Luther King Jr. Boulevard at 9:00 a.m. and return at approximately 3:00 p.m. Cost for the excursion is $2.00 (cash only) per participant.
