Roll call of Commissioners present Chairperson Espeseth Commissioner Martini Commissioner Mendoza Commissioner Markovic Commissioner Evans arrived at 6:15 OPENING CEREMONIES Mr. Ralph Davis Certified the posting of the agenda by the City Clerk. Chairperson Espeseth requested a motion to approve the minutes of the last meeting, held on January 25, 1994. A motion was made by Commissioner Markovic to approve the minutes of the last meeting, this motion was seconded by Commissioner Mendoza. Mr. Davis began the meeting by reading a letter from St. Francis Hospital requesting the waiver of fees for the use of Mervyn M. Dymally Park on April 16, 1994. The hospital will host their annual Nun Run /Health Fair Expo on this date. The event is held to benefit the community by raising funds for children's causes and providing residents with access to free health screening. Chairperson Espeseth calls for a motion on this request. Commissioner Mendoza makes a motion to approve the waiver of park usage fees for St. Francis Medical Center's 1994 Nun Run /Health Fair Expo. Martini seconds the motion, with all Commissioners in agreement and the motion is passed. MONTHLY STAFF REPORTS A. Facility Usage Report - Attached B. News Releases - Mailed on Current Basis C. Personnel - None 9 Page 2 MONTHLY STAFF REPORTS Continued 0 Mr. Davis reports on current programs within the Department: The Los Angeles area Pepsi Hot Shot Basketball Finals were held at the South Gate Sports Center on Saturday, January 8, 1994. The Lynwood Recreation & Community Services Department sent four boys teams in Divisions I, II, III, and IV. One girls team was represented in Division III by Ebony North. Ebony won 4 tickets to the L.A. Clippers game on January 29, 1994. The Natatorium held a "Lincoln's Birthday Swim" on Friday, February 11, 1994. With each paid admission a second person could swim for only one penny. The Natatorium will also hold a President's Swim Day. Regular swim sessions will begin at the Natatorium on March 1. The Lynwood Activity League is presenting live amateur boxing on Saturday, February 26, 1994. There will be 14 bouts, beginning at 2:00 p.m. The cost of the event is $5.00 for adults and $1.00 for ages 18 and under. A "Salute to Motown Records" will be held at Bateman Hall in celebration of Black History Month. There will be a Lip Sync and Look -A -Like Contest, with cash awards for the winning contestants. This event is scheduled for 6:30 p.m. on Saturday, February 26. Mrs. Jean Nelson, Administrative Aide in the Recreation & Community Services Department is currently looking for people interested in becoming instructors in the following categories: aerobics, ballet folkloric, cake decorating, country line dancing, piano and racquetball. Starting February 7 through April 11 Income Tax Assistance will be available at the Lynwood Recreation & Community Services Department. You must be a low income resident and /or a senior citizen of 62 years or older to qualify. This service is available by appointment on Mondays only. Appointment hours are 9:00 a.m. to 1:00 p.m., with one appointment per hour. Mrs. Rosa Parks will be honored on Thursday, March 3, 1994 at 11:30 a.m. for her involvement in the Civil rights movement. The Lynwood Transit Center will be named in her honor. The Senior Citizens Advisory Board has arranged for a representative from the City of Lynwood Housing Division to make a special presentation on the topic of "Affordable Senior Citizen Housing in Lynwood ". This meeting is to be held on Friday, March 4 at 10:00 a.m. Page 3 MONTHLY STAFF REPORTS Continued 0 The seniors are also planning an excursion to San Juan Capistrano on Friday, March 18. The cost for this trip will be $7:00. A bus will depart from the Community /Transit Center at 9:00 a.m and return at 4:00 p.m. Bring your own lunch and lemonade will be provided. SCHEDULED MATTERS Beautification Tour - Mr. Davis and the Commission had originally scheduled the Beautification Tour for February 22, 1994 but because of other special events, Mr. Davis requested that it be postponed until a future date. At the February 22 Recreation & Parks Commission meeting it was decided that the tour would take place on Saturday, March 12 at 10:00 a.m. Let the record show that Commissioner Eloise Evans arrived at 6:15. Mr. Davis reports that the Block Watch Captains are meeting this night also, they will adopt by -laws to encourage Block Watch members to participate in future Beautification Tours. This may cause realignment of participating areas. Mid -Year Budget Review - Mr. Davis attend the Mid -Year Budget meeting held at Bateman Hall on Saturday, February 12. The following areas of concern were discussed: Facility Fee Increases, Water Funds, CIP Projects, Sidewalk Issues. No action was taken as there was no quorum. A request for a public hearing on facility fee increases will be placed on the City Council agenda in March. A study has been done on rates charged in surrounding communities. Our fees will be brought up to comparable rates, yet will still be a bargain for the citizens of our community. Bateman Hall /Ernestine Avenue Issue - The information garnered at the January 25 Recreation & Parks Commission meeting regarding Bateman Hall has been forwarded to the City Manager's Office. Since then, the following steps have been implemented in order to help alleviate traffic congestion and other related problems on Ernestine Avenue: • Additional security required when securing reservations • Study to create a no parking or limited parking zone • Looking into acquiring additional parking space when Sheriff's Department vacates their building 0 Page 4 SCHEDULED MATTERS Continued Mr. Davis reports that he attended the next event scheduled at Bateman Hall. Three rooms were being rented that night and only three security guards were available inside, leaving the outside parameters unsecured. Mr. Davis found empty beer bottles near the area and did note a parking problem on Ernestine Avenue. After assessing the situation Mr. Davis contacted the person in charge of security and requested that one guard be posted in front of Bateman Hall, that a second guard make the rounds of rooms 1 and 2, and that the third guard secure the parking lot area. In addition, staff was instructed to call the Sheriff's Department if necessary to help dispel the crowds when Bateman Hall closed for the evening. Black History Program - Reported on earlier in evening - In addition: The Unity Dinner promises to be an enjoyable evening of good food and entertainment. Tickets for the event are $25.00. John D. Byork Dedication - The only remaining Pacific Electric Railroad Depot Station will be dedicated in honor of John D. Byork, late, former Lynwood Mayor and City Councilman on Thursday, February 24, 1994. Members of Mr. Byork's family will be in attendance. Rosa Parks Dedication - The Community /Transit center will be named after Mrs. Rosa Parks, widely known for her efforts to aid the civil rights movement. This event is planned for Thursday, March 3, 1994 at 11:30 a.m. The Lynwood Chamber of Commerce and Lynwood Unified School District will participate. Commission Attendance Guidelines - Mr. Davis brought several points to the attention of the Commission. Commission guidelines state that an excused absence is still considered an absence. New guidelines will follow a calendar year and after three absences you are considered dismissed. The Department will send Commissioners a warning letter after second absence. Commissioner Evans stated that she has received several packets in reference to Commission attendance, but still requires more clarification on certain issues. Let the record show that Commissioner Evans left the meeting at 6 :55. 0 0 Ar Page 5 PUBLIC ORAL COMMUNICATION PERTAINING TO AGENDA ITEMS ONLY Chairperson Bette Espeseth: Inquired on Natatorium Mural Contest. Chairperson Espeseth commented that it would be nice if -award were presented to winner in front of his /her classmates. The Salvation Army paid approximately $40,000.00 in utility bills for residents of Lynwood and Compton. Commissioner Mendoza: Stated that he had been informed of a large "hole" in the parking lot at Ham Park. Commissioner Martini: Commented that some citizens in Lynwood often let trees planted in front of their homes die, by either not watering them or poisoning them. This is costing the City approximately $100.00 per tree. Commissioner Martini also comments on the picnic shelters that have been demolished. Mr. Davis assures him that the Commission will be consulted as to what type of shelters will be rebuilt. Commissioner Markovic: Suggests that the Baseball program should be extended beyond the normal schedule to help keep youth off the street and out of trouble, but longer playing seasons often conflict with family vacations. Commissioner Evans: None Chairperson Espeseth calls for a motion to adjourn to the next regularly scheduled meeting. Commissioner Markovic makes a motion to adjourn, Commissioner Mendoza seconds the motion. The meeting is adjourned until Tuesday, March 22, 1994 in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood. From the moment the curtain opened with Stevie Wonder, portrayed by the Master of Ceremonies, Professional Disk Jockey (Sweet Doctor DJ) to the finale, the audience were howling and on their feet with delight. Highlighting the evening were the Theatre Rascals from Faith Acting Studios paying tribute to Motown with song, dance and a quiz on the "History of Motown" involving audience participation. The evening was filled with wonderful entertainment featuring dancers and singers from throughout the Los Angeles area competing for cash prizes, says Program Supervisor, Dorothy Siddell. Swim Complex. The community had demonstrated in 1951 by having over 200 children dressed in swim suits chanting "we want a pool." "This successful start not only built our beautiful forty year old facility, but it established a continued love affair with aquatic activities," stated Aquatic Director Jim Coles. The summer of 1993 was one of the coolest summers since 1982 yet this fiscal year (July to June) , the total attendance continues to represent an 11% increase over last fiscal year. Since July 1, 1993 to February 28, 1994 the Natatorium operated a total of 131 days and with nearly 25,000 swimmers (24,926) the facility is ahead of its goal of 38,000 swimmers. "In the 1990 year, the attendance level was only 14,000 swimmers after February," continues Coles. Over the last three and one half years (3= years) our combined attendance increase is nearly 100% yet with new programming, an experienced staff and a wide variety of hours, we prosper.
