Rec &CS forms rev. 11/93 0 CITY OF LYNWOOD RECREATION & PARRS DEPARTMENT COMMISSION MEETING MINUTES NOVEMBER 23, 1993 The Recreation & Parks Commission meeting of November 23, 1993 was called to order by Chairperson Bette Espeseth at 6:00 p.m. The invocation was led by Commissioner George Martini and the Pledge of Allegiance was recited by Chairperson Espeseth. ROLL CALL OF COMMISSIONERS PRESENT: Commissioner Evans Commissioner Martini Commissioner Mendoza Commissioner Markovic Chairperson Espeseth OPENING CEREMONIES Mr. Ralph Davis certified the posting of the Agenda by the City Clerk. Chairperson Espeseth requested a motion to approve the minutes of the meeting held on October 26, 1993. A motion was made by Commissioner Markovic and seconded by Commissioner Martini. CORRESPONDENCE Mr. Davis shared a letter he received from Robert Duenas, coach for Inter Youth Soccer Club requesting a waiver or reduction of fees for the use of a soccer field and lights. Commissioner Martini stated that even through the energy crisis his team was able to pay their share, and that parent contributions should help to defray any expenses this particular groups may have. Commissioner Martini suggested that light and field fees be combined for a total fee of $10.00 per hour. Mr. Davis reminded the Commission they previously voted to either waive fees or let fees stand, but not to change them. Mr. Davis also suggested making a motion to give the letter back to the Recreation & Community Services staff to negotiate a reduction in costs with Mr. Duenas since he did not follow suggested guidelines when submitting his request. Commissioner Martini moves that this be done, Commissioner Evans seconded the motion. Mr. Davis, Director of Recreation & Community Services left the meeting at 6:15 p.m. Mr. Jim Given, Project Manager for the department took his place. RECREATION & PARKS COMMISSION MINUTES November 23, 1993 Page 2 Mr. Given read a letter received from an Alcoholic's Anonymous Group called "E1 Grupo Espanol de Compton ". They are requesting the use of Bateman Hall for a Meeting /Dinner /Dance. They would provide their own security guard and because they are a non - profit group the meeting would be open to the public from 2 to 10 p.m. A discussion ensues as to whether a meeting of this type benefits the citizens of Lynwood, since this chapter is from Compton and is open to any and all people. Commissioner Espeseth requested a motion be made to waive the Bateman Hall rental fee for the Compton group. Commissioner Mendoza made a motion, Commissioners Evans and Martini seconded the motion. Commissioners Markovic and Espeseth say nay, the ayes have it. Motion passes. Mr. Given introduces a letter from Project Impact regarding the Tree of Life /Positive Motion program. Commissioner Evans made a motion to put this item on the agenda. Commissioner Mendoza seconded the motion. Matthew R. Harris, the Executive Director of Project Impact, is requesting that rental fees for Bateman Hall be waived. Project Impact is holding a recognition celebration at Bateman Hall on December 13, 1993 to honor "Tree of Life /Positive Motion" program participants. Commissioner Evans made a motion to deny waiver of fees, Commissioner Martini seconded the motion. All Commissioners were in agreement that fees should not be waived. MONTHLY STAFF REPORTS A. Commissioner Evans commended Jim Given for his dedicated service in the Recreation & Community Services Department, despite the many changes the department has undergone recently. ACTIVITIES REPORT Mr. Given reported that Jean Nelson, Administrative Aide is doing a great job with organizing various classes and citywide bus trips. Three buses traveled to Santa's Village in Sky Forest, California on November 20. Ms. Nelson's current classes are coming to a close as the year ends. New contracts are being negotiated with all class instructors for the new year. All classes are scheduled to begin again in January 1994. RECREATION & PARKS COMMISSION MINUTES November 23, 1993 Page 3 CURRENT PROGRAM REPORT .6 The annual Candy Cane Lane Christmas Parade has been rescheduled from its usual date (the first Friday in December) to December 10, at 7:00 p.m. The Grand Marshals of the 1993 edition of the Candy Cane Lane Christmas Parade are Mr. Eric Tracy, radio celebrity for KABC Sports Talk Radio, and Mr. Vonte Sweet, a young actor originally from Lynwood. No specific information on the mid -year budget report is available. Workshops with the City Council are to be held during the month of December. A Christmas Boutique will be held on Saturday, December 19, at the Lynwood Activity Center on Imperial Highway. One unique feature of this boutique is that only hand crafted gift items with a Christmas theme will be available for sale. Other Christmas vacation activities include extended gymnasium hours and Christmas related activities through the Afterschool Fun Program. Seven to Eight Hundred youth involved with the T.A.G. (Teams Against Graffiti) Program assembled on November 20 at the Community/ Transit Center to rally together against graffiti and vandalism. The youth showed their spirit by marching around the neighborhood before being bused to various clean -up sites throughout the City. They returned to the Community/ Transit Center for a picnic lunch before departing for home. Two items were pulled from the last Council Agenda and will be taken back to Council on December 7. These items are 1) Bateman Hall Alcohol Service Catering Agreement and 2) Rental Fee Adjustments for City Facilities. Sol Blumenfeld is coordinating a Public Hearing on the Dymally Park Project. PUBLIC ORALS Councilman Armando Rea was in the audience and stated that he would be attending the Commissioner's Dinner. He plans on bringing up the subject of the fenced soccer field and wants the Commission to speak up about this issue also. All were in 9 Attended the T.A.G. program on Saturday, November 20. She said all participants were very enthusiastic and proud of their banners, which were sponsored by the Chamber of Commerce. Chairperson Espeseth also attended the S.K.I.P. (Safe Kids Information Program) held on October 30 at the Community /Transit Center. Requested the Commission be sponsored so they may attend a workshop of the California Parks & Recreation Commission on how to function better as a commission. She would like to see this item put on the Agenda in January. Commented on the loud, enthusiasm of the youth attending the T.A.G. program on Saturday, November 20. He also mentioned that the Olive trees around the old train depot had been trimmed. Registered his concern about the soccer field that is fenced off for reseeding. The City is currently paying rent on the fence, yet after speaking with Al Valencia and Adolfo Molina he was informed that there are no supplies with which to reseed the field. He has mentioned this to the City Council, City Manager, and Recreation Project Manager before. Commissioner Martini also voiced his concern over the Natatorium parking lot which is in need of paving and could benefit from traffic bumps.
