COMMUNITY AFFAIRS COMMISSION MINUTES
OF THE JULY 19, 1995 MEETING
The Community Affairs Commission meeting of July 19, 1995 was
called to order by Chairperson David Litsinger at 5:00 p m. The
pledge of Allegiance was led by Commissioner Bette Espeseth.

Mr. Given certified the posting of the agenda.
Commissioner Espeseth motioned to approve the minutes of the July
19, 1995 meeting. Commissioner Walker seconded the motion. The
Commission agrees and the minutes were so ordered
INFORMATION ITEMS
Mr. Given reported that the Juneteenth Festival which was held on
June 24, 1995 was a success. The July 4th /Unity Festival was also
a success. An estimated attendance of 10,000 people were on hand
to watch the firework show There were many multi - cultural groups
performing. Poncho Sanchez and Lebo M. were among the performers.
The Baseball season has ended. The T -ball team won the Regional
Tournament. Their picture will be in the newspaper
Summer Day Camp has approximately 170 children enrolled. There are
a number of fun activities at the Day Camp for the children to
enjoy.
Mr Given reported that the next upcoming program will be the
September 16th program.
Mr. Given reported that Janice Thomas was off on vacation and at
the last Block Watch Captains Meeting they discussed the evaluation
of the Earthquake Preparedness Expo.
Mr. Jim Given handed out a report approved by the City Council
regarding the Parking and Business Improvement District. He stated
that Item number thirteen (13) from last nights agenda was approved
as submitted by the Parking and Business Improvement District.

Mr. Given also stated that Item number fourteen (14) was also
approved from last nights agenda which is a grant that Project
Impact will be the lead entity. If the grant is acquired the
Recreation and Community Services Department will operate the
Afterschool Playground portion which will be in the area of
$60,000.00 annually for a three (3) year period. The Recreation
and Community Services Department is really excited about this
possibility.
SCHEDULED MATTERS
Mr. Jim Given handed out an article from a city government magazine
that gives an overview of some of the types of issues that were
awarded in the cities and the reasons why they were awarded as All
American Cities this year.
The Senior Citizens Brainstorming luncheon was held today at
Bateman Hall. Commissioner Fields stated that the luncheon was for
Senior Citizens in the 2nd District, which is Yvonne Brathwaite
Burke's District Fifteen (15) people from each of the following
cities were present, Carson, Compton and Lynwood, to discuss items
that pertain to all Senior Citizens The Senior Citizens get
together to "brainstorm" and discuss important issues that are of
concern to them such as, elder abuse, crime and safety, medi -cal,
cost of living, health and recreational activities. All the
information gathered at this meeting will go back to Supervisor
Burke's office and from that point she will hold a Town Hall
meeting. There will be a representative from each city at this
meeting.
Mr. Jim Given stated that Dorothy Siddell, Facility and Program
Supervisor, Phyllis Cooper, Senior Coordinator and the Senior
Choral Group all did a spectacular job with this luncheon. Mr
Given also thanked Commissioner Fields because all of this was
initiated by her
The City Council would like to hold a large program to celebrate
the City of Lynwood's 75th Anniversary. This celebration will take
place in July of 1996.
The report on the Chamber of Commerce Installation will be carried
over to the next meeting because Mr Jim Given did not have the
updated information with him

COMMISSION ORAL COMMUNICATIONS
Commissioner Bays reported that at a liquor store by Alpha Beta
they have a young child at the counter selling alcoholic beverages
to adults. Mr. Jim Given told Commissioner Bays to report this
incident to the Sheriff's Department
Commissioner Espeseth reported that Alpha Beta will be closing in
September.
Commissioner Walker reported that the Lynwood Library is once again
out of money. They are trying to get the City of Lynwood to help
them.
Commissioner Fields asked Jim Given to thank the Graffiti team
because they do a good job She also stated that many Senior
Citizens would like information on Senior training employment
programs.
Chairperson Litsinger reported that on Bullis and Cortland someone
is dumping oil in the alley. The exact location of the dumping is
the alley between Cortland and Lugo east of Bullis Road
Chairperson Litsinger also inquired as to whether or not certain
alleys could be closed because they are not used as much by home
owners due to the fact that many of them have driveways.
Chairperson Litsinger also stated that on Cortland from Bullis Road
east, tends to be a speedway Too many cars drive very fast on
this street, they need to have a stop sign to slow them down.
Commissioner Newton apologized for being late.
Commissioner Bette Espeseth motioned to adjourn the meeting at 5:32
p.m. Commissioner Fields seconded the motion.
