Report on Chamber of Commerce Installation PUBLIC ORAL COMMUNICATIONS COMMISSION ORAL COMMUNICATIONS ADJOURNMENT Motion to adjourn to the regularly scheduled meeting on August 16, 1995 at 5:00 p.m in the City Hall Council Chambers, 11330 Bullis Road, City of Lynwood, CA 90262 corm \sf11294 a CITY OF LYNWOOD COMMUNITY AFFAIRS COMMISSION MINUTES OF THE JUNE 21, 1995 MEETING The Community Affairs Commission meeting of June 21, 1995 was called to order by Chairperson David Litsinger at 5:00 p m. The pledge of Allegiance was led by Commissioner Bette Espeseth. Roll Call of Commissioners present: Chairperson David Litsinger Commissioner Bette Espeseth Commissioner Barbara Newton Commissioner Lucille Walker Commissioner Ann Fields Commissioner Lorna Hawkins Commissioner Yolanda Bays absent Staff present: Mr. Ralph Davis Mr Ralph Davis certified the posting of the agenda Commissioners Espeseth motioned to approve the minutes of the May 17, 1995 meeting. Commissioner Walker seconded the motion The Commission agrees and the minutes were so ordered. INFORMATION ITEMS Mr Ralph Davis stated that once again the Recreation and Community Services Department is busy planning events. There will be a Memorial Day Baseball Tournament. There will be teams from all over the Los Angeles County. This plans to be an exciting event for all the youth involved. Circus Vargas will be in town beginning Thursday, June 22, 1995 through Sunday, June 25, 1995. The show is to include more animal acts The Summer Day Camp Program is set to begin on Monday, June 19, 1995. This is the best program for the cost. The cost for a four (4) week session is $85.00 per child. The cost includes child supervision, breakfast and lunch Funding for the Hosler Jr. High Afterschool Program is set to begin in September This will be a monitor type program. There will be tutoring and other educational activities in this program. At the next City Council meeting the awarding of the design concept for the Teen Center will be held. Renovation to Mervyn M. Dymally Park is set to begin in late July or early August of 1995. Ralph Davis also passed out the Earthquake Preparedness Expo /SKIP Program Evaluation form. Mr. Davis asked for the Commissioners to review the evaluation and if there were any questions to feel free and ask COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING ON JUNE 21, 1995 Ralph Davis announced that Councilman Robert Henning proposed that citizens be allowed to have quarterly yard sales, four (4) yard sales per year, at a cost. Too many people are having yard sales every week and it is getting out of control. Therefore, this proposal will help control all the yard sales in the City. , SCHEDULED MATTERS Ralph Davis handed out information in regards to the Business Improvement District and the proposed budget. He informed the Commissioners that the City Council approved the budget for the fiscal year 1995 -1996 with the Lynwood Chamber of Commerce receiving $75,000 00 and the City of Lynwood receiving $6,000 00. A handout on the City of Lynwood's Revenue was given to the Commissioners. Ralph Davis introduced Alfretta Earnest, Director of Finance. Ms. Earnest made a presentation on the City's Budget. She began by saying that the analysis of the City of Lynwood's General Fund is better off than they had anticipated However, the City overall is not doing well. Ms Earnest stated that the City's Newsletter will continue to be funded. Ms. Earnest also spoke on some of the increased revenues. There are some new programs coming in from Community Development. Some of these,programs include the Harlon Lee Project and KV Mart both will bring in revenues Ms. Earnest also spoke on the Water Fund. She explained that the water fees have increased There is a deficit of about $1,000,000.00. They expect the fund balance to be reduced to under half a million dollars and by the year 1997 they expect there to be no deficit. She also explained that all the water reserves were utilized. The anticipated ending fund balance for the City is expected to be $595.957. Ralph Davis handed out information on the Lynwood Community Violence Taskforce. The taskforce consist of St Francis Medical Center, Lynwood City Council, Drive By Agony, Lynwood Unified School District, Los Angeles County Sheriff's Century Station, Lynwood Chamber of Commerce, Community Youth Gang Services and St. Emydius Catholic Church The taskforce will collaborate to bring community awareness and involvement in the reduction of youth violence. COMMUNITY AFFAIRS COMMISS MINUTES OF THE MEETING ON JUNE 21, 1995 The Juneteenth Celebration will be held on June 24, 1995 at Mervyn M. Dymally Park from 11:00 a.m to 5:00 p.m The theme for this years event is "Spirit of Freedom" There will be a variety of entertainment, game booths and as a special guest T C. Carson from the popular hit series "Living Single" will be in attendance The July 4th /Unity Festival is scheduled to be held on July 4, 1995 at Mervyn M. Dymally Park. There will also be multicultural entertainment along with the performance of Poncho Sanchez, the Latin Jazz musician. PUBLIC ORALS NONE COMMISSION ORALS Commissioner Hawkins spoke on the SAFE Program which will run from July 5, 1995 to July 25, 1995. The program is for crime prevention and they also plan to have a live call in talk show. Commissioner Newton reported that her parents celebrated their birthdays. She also congratulated Ralph Davis on both of his children graduating from college Commissioner Espeseth reported that the Alpha Beta stores are going to become Ralph's supermarkets. She also stated that many people are upset because the new high school does not include student parking. This is going to cause alot of parking problems in the area where the high school is going to be built. Chairperson Litsinger reported on a high school student being accepted into West Point He is the first Lynwood student to be accepted. He also attended a Retirement Dinner for three teachers all were presented with plaques. The meeting was adjourned at 6:10 p.m.
