COMMUNITY AFFAIRS COMMISSION MINUTES
OF THE MAY 17, 1995 MEETING
The Community Affairs Commission meeting of May 17, 1995 was called
to order by Chairperson David Litsinger at 5:00 p.m. The pledge of
Allegiance was led by Commissioner Bette Espeseth

Mr. Ralph Davis certified the posting of the agenda
Commissioners Espeseth motioned to approve the minutes of the May
17, 1995 meeting. Commissioner Newton seconded the motion. The
Commission agrees and the minutes were so ordered
INFORMATION ITEMS
Mr. Ralph Davis stated that this month has been a very busy one for
the Recreation and Community Services Department On May 7, 1995
the Department held their annual Cinco de Mayo Program and the
guest of honor was Ms. Laura Diaz from Channel 7 Eyewitness News.
There were over 200 people in attendance.
Mr. Ralph Davis also stated that the Lynwood All City Track Meet
was held on April 29, 1995 at Lynwood High School. There were over
1,000 children who participated in the event. The Rotary Club
helped sponsor the track meet. The next track meet will be the
.SEMAA Track Meet which is scheduled for May 13, 1995.
Mr. Davis also informed the Commissioners that the Juneteenth
Celebration will be held on June 24, 1995 at the Mervyn M Dyamally
Congressional Park. The Juneteenth Program is to celebrate the day
that slaves were freed in the State of Texas. The celebration is
to include a carnival, games and Circus Vargas will also be -here
from June 21 through the 25, 1995.
Mr. Ralph Davis attended the Community Violence Task Force meeting.
This task force is formulated to control violence Among the
groups involved are the City Council and the Sheriff's Department.
The meeting was very fruitful much was accomplished

MINUTES OF THE MEETING ON
MAY'17, 1995
On June 3, 1995 there will be an Earthquake Expo along with the
S.K.I P Program. These events will be held at the outside
Basketball Court and 'on the Parking lot. Various Departments will
be represented at the Earthquake Expo.
Mr. Ralph Davis announced that Officer Blair of the Sheriff's
Department was killed The City Council has vowed to help the
Sheriff's Department with this matter. The funeral for Officer
Blair is set for May 18, 1995
Mr. Ralph Davis also stated that the Recreation and Community
Services Department submitted a grant proposal of $5,800 00 to
begin an Afterschool Program at Hosler Jr. High.
SCHEDULED MATTERS
The Community Affairs Commission recessed at 5:13 p m. to begin the
Parking and Business Improvement District Board Meeting. Members
in attendance were Michael Hite, Mike Patel, Arnie Henderson,
Robert Johnson and Errick Lee, Executive Director of The Lynwood
Chamber of Commerce. Also present were all the Commissioners from
the Community Affairs Commission Mr.. Roger Haley and Ms. Andrea
Hooper, City Clerk were also in attendance.
Andrea Hooper, City Clerk suggested 'that the Community Affairs
Commission and the Parking and 'Business Improvement District not
meet due to the Brown Act. The Business Improvement District
Advisory Board was not properly placed on the agenda.
The City Clerk swore all members in as the Advisory Board for the
Parking and Business Improvement District.
There will be a special meeting Wednesday, May 24, 1995 at 5:00
p.m in order for the Chamber of Commerce and the Community Affairs
Commission to .meet as the Parking and Business Improvement
District.
The recess ended at 5 40 p.m. and the Community Affairs Commission
was back in session.

Commissioner Walker reported that. at the Lynwood Library they have
started a new program in which children can go and get assistance
with their homework.

MINUTES OF THE MEETING
MAY 17, 1995
Commissioner Espeseth reported on a drive by shooting and stated
that incidents such as this one happen everyday.
Chairperson Litsinger reported that the night that Officer Blair
was killed residents of the area were not allowed to go to their
homes for approximately eight (8) hours. Many people were angry
because of this.
The meeting was adjourned at 6:00 p.m. by Chairperson David
Litsinger and seconded by Bette Espeseth.
