OF THE APRIL 19, 1995 MEETING
The Community Affairs Commission meeting of April 19, 1995 was
called to order by Chairperson David Litsinger at 5 03 p.m The
pledge of Allegiance was led by Commissioner Bette Espeseth.

Mr. Ralph Davis certified the posting of the agenda.
NOTE Correction to the minutes of March 15, 1995 meeting The
Roll Call previously read, Commissioner Yolanda Bays absent. It
should read Commissioner Lorna Hawkins absent.
Commissioners Espeseth motioned to approve the minutes of the March
15, 1995 meeting: Commissioner Newton seconded the motion. The
Commission agrees and the minutes were so ordered
INFORMATION ITEMS
Mr. Ralph Davis distributed to all Commissioners copies of the
current News Releases, flier on National Youth Service Day and the
minutes of the Block Club Captains Meeting
Mr. Ralph Davis stated that this month has been a very busy one for
the Recreation Department. The Easter Egg Hunt was held on April
15, 1995. There were approximately 300 children present. The
Rotary Club members enjoyed the event. Easter Baskets were given
out as prizes.
The Nun Run was held on April 22, 1995 at.Mervyn M. Dymally Park.
There were various informational booths and a Health Fair The
event began at 9:00 a m
Baseball Opening Day was April 22, 1995 at Mervyn M. Dymally Park.
Opening Ceremonies were held on the large baseball diamond. Many
people were in attendance.
On April 13, 1995 the Basketball Banquet was held. There were
approximately 400 children in attendance. All in attendance
enjoyed the banquet. Both the coaches and parents were surveyed as
to how they viewed the Basketball Program

APRIL 19, 1995
The Annual Lynwood All City Track Meet is going to be held at
Lynwood High School. This track meet is one of the oldest and
largest in the State of California. The event will begin at 9:00
a.m.
On May 6, 1995 there will be an
9:00 a.m. and ending at 6 00 p.m
Mayo Adult Basketball Tournament

. There will also be a Cinco de
On May 7, 1995 the Cinco de Mayo dinner /show will be held at
Bateman Hall beginning at 2 00 p.m There will be Mariachis and
dancers as the entertainment The guest of honor will be Laura
Diaz from Channel 7. Cost per person is $10.00
The National Youth Service Day will be held on April 25, 1995 from
9 00 a.m to 2:30 p.m. at Bateman Hall This program is designed
to honor youth in volunteering and academics. Over 200 people will
be awarded. There will be various workshops set up by grade levels
one being 6th through 8th grade and the other 9th through 12th
grade. There will also be lunch and entertainment for all who
attend.
The Block Watch Captain's are working together to prepare a program
on Earthquake Preparedness.
Mr. Ralph Davis reported that the April 18, 1995 City Council
Meeting was an exciting one It consisted of plans for the
renovation of Long Beach Boulevard.
The Community Affairs Commission recessed -at 5:20 p m in order to
begin the Parking and Business Improvement District Board Meeting.

SCHEDULED MATTERS

The information on the Parking and Business Improvement District
will be given to the Board Members in a workshop fashion.
Mr Roger Haley, Assistant to the City Manager was present to speak
to the Board Members about the purpose of the Parking and Business
Improvement District. Mr. Haley handed out information on the
Parking and Business Improvement District. He explained to the
Board Members that all businesses need to pay for a business
license and surcharge.
Mr. Haley informed the Board Members that they will need to prepare
a Fiscal Year Report. This report is presented to the City Council
and the City Council will have the final word. The Parking and
Business Improvement District currently funds The Lynwood Chamber
of Commerce, The Unity Dinner, Peace March, and a variety of other
events.
Also present at the meeting were members of The Lynwood Chamber of
Commerce. Errick Lee, Executive Director of The Lynwood Chamber of
Commerce introduced the members that would also be serving on the
Parking and Business Improvement District Advisory Board Mike
Patel, 2nd Vice President, Robert Johnson, Arnie Henderson, 1st
Vice President and Robert Herrera will be serving on the Advisory
Board along with the Community Affairs Commissioners
Mr. Errick Lee explained to the Board Members that the Lynwood
Chamber of Commerce is' funded by The Parking and Business
Improvement District The money The Chamber of Commerce receives is
used to sponsor events such as Career Day and events involving
youth and academics
Mr. Errick Lee also stated that The Chamber of Commerce on a bi-
yearly basis creates the City map The map contains the list of
all streets in the City, agencies, freeway system, and a list of
all the Schools in the City
Mr. Johnson from the Lynwood Chamber of Commerce told the Community
Affairs Commissioners that he looks forward to working with them.
Mr. Arnie Henderson stated that he too looks forward to working
with the Community Affairs Commissioners. He expressed how content
he was with Youth Competition he attended.
The Community Affairs Commissioners and The Lynwood Chamber of
Commerce agreed to meet twice annually to prepare reports for the
Fiscal Year Budget.
The Parking and Business Improvement Advisory Board recessed at
5:50 p m

Commissioner Bays wanted to know how many seniors go on trips and
how many of them are Lynwood residents. Commissioner Bays also
" reported that she is worried that the crimes that happen in the
community are undetected
Commissioner Fields stated that more Hispanics need to come out and
get involved in activities held by the City She feels that the
Hispanic community is intimidated by the fact that many of them do
not know how to speak English. She also reported that the Alumni
Association at Compton College is trying to get in contact with
alumni to have a reunion.
Commissioner Lucille Walker stated that she like the picture of the
Commission in the Spring /Summer Brochure.
Commissioner Hawkins brought in Peace March T- shirts They are
asking for a $10.00 donation for the shirts. The Peace March will
be held on April 23, 1995 at Olvera Street in Los Angeles
Commissioner Espeseth said that she attended the Easter Egg Hunt
and had a great time.
Chairperson Litsinger wanted to know if the Code Enforcement would
be able to start working on the weekends. He also told the
Commissioner that Pastor Mike Shepard sends greetings to all
Commissioners.
The meeting was closed by honoring Commissioner Robert Markovic.
The meeting was adjourned at 6 15 p.m. by Chairperson David
Litsinger and seconded by Commissioner Ann Fields.
