COMMISSION ORAL COMMUNICATIONS ADJOURNMENT Motion to adjourn to the regularly scheduled meeting on April 19, 1995 at 5:00 p.m. in the City Hall Council Chambers, 11330 Bullis Road, City of Lynwood, Ca 90262. 0 0 CITY OF LYNWOOD COMMUNITY AFFAIRS COMMISSION MINUTES OF THE FEBRUARY 15, 1995 MEETING The Community Affairs Commission meeting of February 15, 1995 was called to order by Chairperson David Litsinger at 5:00 p.m. The pledge of Allegiance was led by Commissioner Bette Espeseth. Roll Call of Commissioners present: Chairperson Commissioner Commissioner Commissioner Commissioner Commissioner Commissioner David Litsinger Bette Espeseth Barbara Newton Lorna Hawkins Lucille Walker Ann Fields Yolanda Bays Staff present: Mr. Ralph Davis Commissioners Walker motioned to approve the minutes of the February 15, 1995 meeting Commissioner Espeseth seconded the motion. The Commission agrees and the minutes were so ordered. INFORMATION ITEMS Ralph Davis reminded the Commissioners about the attendance policy. He stated that three absences is the maximum and that all Commissioner will be reminded about their attendance as of two absences. Chairperson David Litsinger reminded all Commissioners that there are no excused absences. Chairperson Litsinger did however ask Ralph Davis whether or not he could bring the matter to City Council and ask if they could go back to having the excused absences. The Recreation & Community Services Department is going to have a Black History Program which will include a Lip -Sync and a Look - Alike Competition. The Program will take place at Bateman Hall beginning at 6:30 p m There will be cash prizes for the contestants. Auditions will be February 15, 1995 at Bateman Hall. There will also be a guest DJ from a radio station Teachers are being trained for The Lynwood All City Track Meet The City sponsors this event This is the largest track meet in the State of California. The City Council and The Lynwood Unified School District Board met on February 14, 1995. This was a very fruitful meeting in which the subject of facility usage during an emergency was discussed. 0 0 COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING FEBRUARY 15, 1995 Both the City Council and the Lynwood Unified School District have formed committees for this purpose They both pledge to work together. A 6:00 p.m there will be a public presentation from HUD CDBG agencies. This is where the City gets funding for the Senior Program, Natatorium and the Afterschool Playground. On February 14, 1995 Ralph Davis and other staff members attended UPARR Grant Workshop. This is where the City gets money for rehabilitation. The City hopes to receive money to turn the Ham House into an Art House and a Senior Center outreach. Agenda from Block Watch will be given to the Community Affairs Commission on a regular basis. There was a special meeting tonight due to a recent drive -by in which two people were killed The new headquarters for Lorna Hawkins Drive -By Agony is the Lynwood Activity Center Here many families will receive counseling. SCHEDULED MATTERS On February 7, 1995 there was an item on the City Council agenda that stated that there was a budget for Business Licensing yet there was no Committee This was set -up in 1985 in order for businesses to pay a surcharge to have a business This money is to be used for parking, decoration of area, music and promotion of businesses. It is sponsored by the Chamber of Commerce This account was utilized and there were no board members or commissioners to advise the City Council on how to use the money. The recommendation was to give this to the Community Affairs Commission and for the Commission to meet in a Board manner. The resolution was approved A letter was sent to Lynwood residents in regards to three public meetings that will be held in order to discuss the new water rates The water rate is currently $ 80 and the recommendation is to increase the water rate to $1 40 For 8 years the water rate remained the same and now the Central Basin, where the City buys its water from, has increased its rates LOO- Money has been used from the reserve to pay for water This money was supposed to be for the repairing of the water wells PUBLIC ORALS None COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING FEBRUARY 15, 1995 COMMISSIONERS ORALS Commissioner Fields passed out fliers for the open forum in which telephone rates for the 37th District will be discussed with Congressman Tucker. Commissioner Walker requested that the City look into parking on the streets. Commissioner Espeseth reported that a committee was formed for an upcoming business in Lynwood. The City hired a consultant to check out the American Recycling Technologies This company will recycle dirt by first cooking it and then cleaning it and then processing the dirt. This program will hire Lynwood residents Chairperson David Litsinger reported that the Mathathon competition was a success. There were four teams which consisted of 3 through 6 graders. On February 28, 1995 the award was presented to the winning school which was Lincoln Elementary. The meeting was adjourned at 5 50 p.m. by Chairperson David Litsinger.
