MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of May 24, 1995
The regular meeting of the Law Enforcement Review Board was held on May 24, 1995, in the
City Hall Council Chambers. (The agenda was duly posted as prescribed by the BrownAct.)
The meeting was called to order at 6:03 p. m. by Chairperson David Willis.
Pledge of allegiance was conducted by Commissioner Henry Guide.
ATTENDANCE
Board Members in attendance were: Elizabeth Dixon, Henry Guidry, Hdario Esparza, David
Willis.
Councilmembers present: Councilman Louis J. Herne. Councilman Armando Rea.
Staff numbers in attendance: Roger Haley
MINUTES
The minutes of the April 26, 1995 regular meeting were read and approved as
distributed.
PUBLIC ORALS
Sgt. Porter introduced himself to the Board as the officer incharge of the "Citizens on
Patrol " program and described in detail what the program was about and how citizens in
this program learn correct police procedures.
Mrs. Dixon asked.where the application can be issued
Sgt. Porter informed the Board that the application will be issued out by the City
Council.

Sgt. Lopez handed pamphlets to the Board on the S.ELY program and introduced Lt.
Burgess as the officer incharge of this program.
Lt. Burgess described the S.ELY program as a way to help young African Americans to
be confident and how it can better their future.
Councilman Heine announced the upcoming Youth Merit Awards event held oil June 51h
and also on the Earthquake Preparedness program to be held on June 3.
Councilman Rea encouraged the Board to attend seminars and meetings regarding Law
Enforcement.
BOARD MEMBER'S ORALS
Mrs. Dixon made comment on a letter that she received from the City of Long Beach.
Mr Guidry requested if the applications for the S.E.L.P Program and COY can be
handed out to the Board.
Sgt. Lopez will be handing the applications to staff oil the next Board meeting.
Mr Willis request that staff person Roger Haley or minutes clerk "Pony Romero contact
Mr Brantley and speak to him in regards to his absence.
ADJOURNMENT
There being no further business, the meeting adjourned at 6.35 p.m. to the June 28. 1995 regular
meeting.
