MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of April 26, 1995
The regular meeting of the Law linforcement Review Board was held on March 22, 1995, in the
City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown Act.)
The meeting was called to order at 6 p.m. by Chairperson David Willis.
Pledge of allegiance was conducted by Commissioner Henry Guidry.
ATTENDANCE
Board Members in attendance were: Elizabeth Dixon, Hilarto Esparza, Henry Guidry, David
Willis.
Councilmembers present: Councilman Louis J Heine.
Staff members in attendance: Roger Haley, Tony Romero
Sheriffs Liaison. Sgt. Woody Wilson
MINUTES
The minutes of the March 26, 1995 regular meeting were read and approved as
distributed.
PUBLIC ORALS
Sgt. Wilson discussed the upcoming Citizens on Patrol event coming in September in
which the Board was invited to attend
Elizabeth Dixon informed Sgt. Wilson to advertise the event so that the residents be
informed of the C.O.P program and will be able to participate.
Councilman Heine discussed the S. E.L.F program sponsored by the Sheriff 's
Department in which it is offered to young African Americans between the ages of 7 and
12 to help them raise their self esteem and to give them discipline.

Mr. Guidry discussed about an incident that occurred between his nephew and a
Sheriff's officer Mr Cruidry asked Mr Willis to read the article.
Mr Willis read the article and commented on the incident that occurred.
Sgt. Wilson it formed Mr Guidry that the reason his nephew was stopped by the officer
was because there had been recent reports on robberies occurring around the park area
but will investigate further on the occurrence.
Mr Willis discussed an incident that occurred earlier that morning with a tagger Mr
Willis informed the juvenile not to graffiti the 'B" box. Later on in the afternoon the box
was marked with graffiti.
ADJOURNMENT
There being no further business, the meeting adjourned at 6.33 p.m. to the April 26. 1995
regular meeting.
