GREENCASTLE COMIIION COUNCIL
REGULAR SESSION
TUESDAY, JANUARY 9, 2001 7:00 P.M.
CITY HALL
The Greencastle Common Council met in Regular Session Tuesday, January 9, 2001, 7:00 p.m. at
City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton, Councilor
Liechty and Councilor Rokicki. Also present was City Attorney Laurie Robertson.
Organizational Matters
Councilor Roach made the motion to nominate Councilor Rokicki for Council President,
seconded by Councilor Hammer. Mayor Michael asked for other nominations. There were no
other nominations. Councilor Crampton made the motion to close nominations, seconded by
Councilor Liechty. Vote was unanimous. Councilor Rokicki will serve as Council President.
�o, Councilor Crampton made the motion for City Council to continue meeting the second Tuesday
of each month, 7:00 p.m. at City Hall, seconded by Councilor Liechty. Vote was unanimous.
Councilor Roach stated lie spoke with each Councilmember regarding positions on Boards and
Commissions. It was decided that each Councilmember would retain the positions held now with
the exception of Liaisons. Councilor Roach will be the Park Board Liaison and Councilor
Hammer will be the Police Department Liaison. A copy of the Council Assignments to Board and
Commissions will be attached to and become a part of these minutes.
Motion to accept the assignments and Liaison positions was made by Councilor Hammer,
seconded by Councilor Roach. Vote was unanimous.
There were no Public Petitions and Comments.
Department Reports
Fire Chief Newgent stated he has included his annual report and asked if Council had any
questions. Councilor Liechty asked if there was a reason for the increase in calls to sororities and
fraternities. Chief Newgent said there is no reason for the increase. The Fire Department works
with all schools including DePauw on Fire Prevention and Education.

Police Chief Hendrich reported to Council that the upstairs heating unit and the water heater have
gone out in the old City Hall. Chief Hendrich asked what he should do. CT Jones stated some of
O the monies budgeted for Dispatchers could be transferred for the repairs. Councilor Rokicki
stated "we have to do what we have to do ".
Chief Hendrich discussed another part-time clerical person being hired in the Police Department
to cover vacations, sick days, etc. This person would work 20 hours per week from 8:00 a.m. to
12:00 Noon. This money will also be transferred out of monies appropriated for Dispatchers.
Councilor Crampton asked that more information regarding the K -9 program be forwarded to
Council.
Chief Hendrich asked for permission to purchase a snow plow in the amount of 83,700.00 to put
on the front of the old Blazer. The cost included installation. Monies will be transferred out of
appropriated Dispatcher monies.
Engineer Morrow reported that INDOT has let bids for Jackson Street. More information will
follow.
Street Commissioner Miles asked to use appropriated part -time monies to hire a part-time clerical
person for the Street Department.
Park Superintendent Weinschenk reported that Jim Wallace has been hired to fill the full -time
maintenance position.
Superintendent Weinschenk also reported the sewer lines to the Park House backed up over the
holiday. They have been cleaned out, but may have to be replaced.
• Cemetery Superintendent Robinson was absent.
Water Superintendent Dale stated that meter reading has been affected by the snow and some bills
will be averaged.
Superintendent Dale reported a Well Head Protection Meeting has been set for January 18, 2001,
12:00 to 2:30 p.m. at the Water Plant.
Wastewater Superintendent Neese was absent.
Motion to approve minutes from December 12, 2000 was made by Councilor Hammer, seconded
by Councilor Crampton. Vote was unanimous.
Motion to approve claims made by Councilor Liechty, seconded by Councilor Roach. Vote was
unanimous.
Motion to appoint Jim Tilley to the Zoning Board of Appeals made by Councilor Roach,
seconded by Councilor Hammer. Vote was unanimous.
Motion to appoint Steve Gauley and Jim Ruark to the Redevelopment Commission, contingent
upon their acceptance, was made by Councilor Rokicki, seconded by Councilor Crampton. Vote
was unanimous.
