MINUTES OF THE SEPTEMBER 11, 1995 MEETING
The regular meeting of the Community Cable Access Advisory Commission of the City
of Lynwood was held September 11, 1995, at the Lynwood Cable Studio. (The Agenda
was duly posted as prescribed by the Brown Act.)
Chairperson Bill Lewis Jr called the meeting to order at 5.30 P.M. Commissioners in
attendance were Bill Cunningham, A. Ann Fields, Ethel Pacheco, and Ada McZeal.
Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson.
I. INFORMATIONAL ITEMS
A. Proposed Logo Design for Lynwood Media Services
Staff person Howard presented three proposed logos to the Commissioners
and explained the purpose for them. Commissioner Pacheco stated that she
liked logo number three. Commissioner Lewis stated he also liked logo
number three. Commissioner Cunningham stated that he liked logo
number three best, because of the stars and stripes. Commissioner
Cunningham asked Staff person Howard what will the logo be used for
Staff person Howard stated that the logo will be a design put on T -shirts or
Caps worn by Lynwood Media Staff and the Volunteers to identify them
when they are out on shoots and assignments.
Commissioner Lewis asked Staff person Howard if the logo could be
marketed. Staff person Howard stated yes, but she would have to get the
City Manager's and the City Council's approval.
B. Postponement of Training Sessions for Commissioners
Commissioner Lewis stated that Staff has requested that the CCAAC
video training session be postponed until the Third Annual Cable Awards
Program is completed. He also stated that staff requested that the next
video training session resume December 11, 1995 All the Commissioners
agreed to the request.
Staff person Howard stated that in the next meeting we will have to
finalize the planning of the Cable Awards Program.

II. SCHEDULED MATTERS
A. Schedule for Discussions on Cable Franchise Agreement
Commissioner Lewis stated that Staff requested that we table the
discussion of the Cable Franchise Agreement until the Third Annual Cable
Awards Program has been completed. He also stated that by doing this it
will give them more time to discuss the Cable Franchise Agreement,
because there will be a considerable amount of discussion. The
Commissioners agreed to table the discussion of the Cable Franchise
Agreement until December 11, 1995.
C. Third Annual Cable Awards Program
The Commissioners and Staff discussed the outline for the Cable Awards
Program that was presented by Staff person Howard. Commissioner Lewis
asked Staff person Howard if a theme has been chosen for the backdrop.
Staff person Howard stated that we were thinking of an Academy Awards
type of backdrop. She suggested that we have a black backdrop with stars.
Commissioner Lewis suggested a backdrop with a large camera in front of
the curtain.
Staff person Howard stated that a suggestion for Master of Ceremonies
was given to her by Staff person Roberson. She stated 'that the person's
name is Craig Frazier and that she has a video taping of him for the
Commissioners to view She also stated that it has been suggested that
Curtis Clark be the.guest speaker. Commissioner McZeal asked if the
video of Craig Frazier will be viewed by the Commissioners in tonight's
meeting. Staff person Howard stated yes.
Commissioner Lewis stated that Commissioner Fields has suggested that
someone from Lynwood be Master of Ceremonies and also the Guest
Speaker Commissioner McZeal stated that taking Commissioner Fields
suggestion under consideration to have someone from the community as
master of ceremonies and guest speaker She suggested to have students
from one of the previous classes as Master of Ceremonies and the Guest
Speaker Commissioner Lewis suggested to have the young woman that
sang at a City Council Meeting to sing the national anthem. Staff person
Howard asked Commissioner Lewis the name of the young woman.

Commissioner Lewis stated that he did not remember her name but he will
get her name for the Staff. Commissioner McZeal stated that the young
woman also sang at other events that has taking place here in Lynwood.
Commissioner Lewis stated to the Commissioners that if they have any
other suggestions concerning the Cable Awards Program to bring their
suggestions to the October 9, meeting.
Commissioner Cunningham asked Commissioners and Staff what meeting
is the Cable Franchise Agreement scheduled for discussion. Commissioner
Lewis stated that the meeting is scheduled for December 11, 1995
Commissioner McZeal stated that she has been given a brief history of the
Cable Franchise Agreement. She also stated that she has invited Benny
Miranda to give a brief history of the Cable Franchise Agreement to the
Commissioners and Staff Commissioner Lewis stated that it would be out
of order at this time, because we have already decided to table this
discussion until after the planning of the Cable Awards Program and the
Cable Awards Program itself Commissioner Cunningham stated that
Commissioner McZeal is just asking for Benny Miranda to give us a brief
background of the Cable Franchise Agreement. Benny Miranda gave a
brief history for the Cable Franchise Agreement to the Commissioners and
the staff Commissioner Lewis stated that due to the fact that this item is
not on the agenda, he asked Benny Miranda if he would attend the
December 11, 1995 meeting. Benny Miranda stated yes. Commissioner
Lewis also stated that this way the Cable Franchise Agreement will be on
the agenda for discussion. He also suggested that Councilman Henning be
asked to attend the December 11, meeting.
Commissioner Cunningham stated that before we view the Lynwood
Showcase, he stated that at the Council Meeting September 5, there were
some complaints from some of the audience about milkiness the Lynwood
Showcase on Channel 28. Staff person Howard stated that she has been
asked by the City Council to monitor Channel 28 and Channel 53
concerning the problem. She stated that she called Continental Cablevision
and spoke with the Community Program Manager, John Clodfelter and
made him aware of the problem and that Lynwood City Council is not
satisfied with the quality of the viewing on Channel 28 and Channel 53
She stated that she explained the problem to him and he stated that he
would be more than glad to handle the problem. Staff person Howard
stated that the problem is not a camera problem but a system signal
problem. Commissioner McZeal stated that when viewing the Lynwood
Showcase here in the studio we can not detect the problem.

Commissioner Lewis asked Staff person Howard to asked John Clodfelter
of Continental Cablevision to record the out put of Lynwood Showcase
from their out -put switch transmitter and make a copy of their
demargilator He stated by taking these steps we will be able to detect the
problem. He also stated that if the problem is not coming from Continental
Cablevision facilities the final stage of these two recordings is what we
request of them.
E. Preview of Lynwood Showcase #73
The viewing of Lynwood Showcase #73 included the following program
segments:

5 Health Tips
6. Lynwood Showcase Flashback 1990
7 Lynwood Seniors Western Day Luncheon
Commissioner Fields stated that she though the Lynwood Showcase was
nicely done.
Commissioner Lewis stated that he enjoyed the segment on Lynwood
Showcase Flashback 1990. He stated that it would be good to relate the
Flashback segment to something current also. He also stated that he
enjoyed the Lynwood Seniors Western Day Luncheon segment, he stated
that he thought Katie Miller was very colorful.
