ADJOURNMENT - TO NEXT REGULAR MEETING ON OCTOBER 9, 1995 t iw ja • Y COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE AUGUST 14,1995 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held August 14, 1995, at the Lynwood Cable Studio. (The Agenda was duly posted as prescribed by the Brown Act.) Chairperson Bill Lewis Jr called the meeting to order at 5:30 P.M. Commissioners in attendance were Bill Cunningham, A. Ann Fields, Ethel Pacheco, and Ada McZeal. Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson. Commissioner Cunningham motioned to approve the minutes of July 10, 1995, meeting as stated. Commissioner McZeal seconded the motion. I. INFORMATIONAL ITEMS A. Adult Cable Workshop Curriculum Staff person Howard gave an overview of the Adult Cable Production Workshop to the Commissioners. She stated that the workshop started July 31, 1995 Commission Lewis asked Staff person Howard for the number of students enrolled in the Adult Cable Workshop. Staff person Coulson replied we have 31 students enrolled in the workshop. Staff person Howard stated that the Summer/Fall class is always larger than the Winter /Spring class. Commissioner Lewis asked Staff person Howard if any of the students are returning from any of the previous classes. Staff person Howard answered no. B. Video Programmer Training Workshop /for Ron Roberson Staff person Howard explained to the Commissioners that a workshop training for Staff person Roberson has been scheduled. Commissioner Lewis asked Staff person Roberson where will the workshop be held. Staff person Roberson stated that the workshop training will be held at C. Clark Studio in Lakewood. Commissioner Lewis asked Staff person Roberson if the training included is related to the video toaster. Staff person Roberson stated that the training is a combination of all the effects. Staff person Roberson also stated that the workshop training has been scheduled for Monday, August 21 s� „ COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE AUGUST 14,1995 MEETING Commissioner Lewis asked if the video workshop training Staff person Roberson is scheduled to attend is related to the editing devices. Staff person Howard stated that all the information is included in the agenda packet. She stated that we also included the Purchase Order for the cost of the training, because the Commissioners requested that Staff person Roberson take the course. II. SCHEDULED MATTERS A. Reduction of Fees for Lynwood Cable Hosts Commissioner Lewis stated that basically the reason for reducing the Lynwood cable hosts stipends is because we need the money for other areas. Commissioner McZeal asked Staff person Howard how many cable hosts there are. Staff person Howard stated that there are three. Commissioner McZeal asked how are they all being paid. Staff person Howard stated yes. Staff person Howard stated that she recently signed on an additional cable host by the name of Bernard Pendergrass who provides us with professional voice -over and on- camera service. She stated that he has giving us professional volunteer service for three years. Commissioner McZeal stated that she agrees that the stipends for cable hosts should be reduce. All the Commissioner voted for the reduction of the cable hosts stipends. B: Developing On- camera Reporting Pool for Lynwood Showcase Commissioner Lewis stated that the suggestion to develop an on- camera reporting pool for Lynwood Showcase is to take some of the workload off Staff person Roberson. He stated that we are looking to provide a pool to draw from. So there can be more participation from those in the community with the respect to hosting and field reporting. Staff person Howard stated that there is a need for more field reporting. Commissioner Lewis asked Staff person Roberson how many field reporters are there? Such as on- camera people that actually do field reporting that you can rely on and that can work without your assistance. Staff person Roberson stated we have people that are reliable. s� y „ COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE AUGUST 14,1995 MEETING Commissioner Lewis asked Staff person Roberson, from his perspective, if he felt that a broader range of field reporters would enhance the ability to cover the activities in the community for Lynwood Showcase. He also asked if there were people within the community who could act in the capacity of a field reporter and go out and cover stories. Staff person Roberson stated that he has trained people in the Adult Cable Production Workshop to do just that. He stated that we always have one or two people that continue to volunteer all the time. Commissioner Lewis stated that although volunteers from the Adult Cable Production Workshop have been used as field reporters in the past, there are only three so far He further stated that we are looking to see if we can increase those ranks by other means other than the class that is held here. Commissioner Fields suggested that we look at the possibility of internships or ask for part -time slots or on -call slots to give Staff person Roberson some help. She also stated that this would give some incentive to the people that would be working with him. Commissioner Lewis stated that with internships in mind we could seek candidates for internships. Commissioner McZeal stated that she thinks it would be a good idea for the people to come from the Adult Cable Production Workshop. Commissioner Lewis stated that he would like the search for candidates ' not to be limited to the Adult Cable Production Workshop. He stated that he agrees with Commissioner Fields that there are people who reside in Lynwood and attend various colleges (who are enrolled in journalism programs), that might be able to make considerable contributions to cable. He further stated that the sooner we can get these people on board the sooner we can provide relief to our hard working staff. Commissioner Fields stated that candidates should be solicited from Lynwood including the Adult Cable Production Workshop. Commissioner McZeal stated that the field reporters that we are seeking must be from Lynwood, because this program is funded by the tax payers of the city and it should be for the benefit of Lynwood residents. Commissioner Cunningham stated that we will have to find the money somewhere for this program. Commissioner Lewis stated that even if the Lynwood Information Incorporated does not have the money, there are people who are interested in becoming field reporters. He also stated that we may even be able to do this without financial incentive. He stated that the experience of working as a professional reporter for Lynwood ,7 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE AUGUST 14,1995 MEETING Showcase can be used on each participants resume and also can be applied to their college credits. Staff person Howard stated that a two -fold type internship program can be utilized. The program can be offered to those that have participated in the Adult Cable Production Workshop and those that have not but are Lynwood residents. She stated that if an incentive is that we will provide them with a stipend by saying you can become an intern or a part -time field reporter you have the opportunity to compete. She also stated that we can give them an incentive when they come into the Adult Cable Production Workshop by letting them know that at some time and point it may lead to employment in Lynwood for them as a paid intern or part-time field reporter Commissioner Fields stated that she would like for Staff person Howard to write a proposal and present it to the Lynwood City Council. Commissioner Lewis stated that we are looking for two things, one it for someone who can act immediately in the capacity as a field reporter and as interns. He stated that in either case, whether there is funding or not we still need those people. He also stated what we are requesting of Staff person Howard is to prepare a request to take to the Lynwood City Council to ask for funding for interns and stipend for someone who would work as a field reporter He stated to Staff person Howard that the Commissioners would like it prepared and presented in the September meeting of Lynwood Information Incorporated. C. Third Annual Cable Awards Program Commissioner Lewis stated that the Annual Cable Awards Program is coming up and ideas and suggestions have to be made and submitted to Staff. He also stated to the Commissioners that if they have ideas, bring them to the September 11, meeting. Staff person Howard stated that the award program is scheduled for November 13, 1995 at 6:30 p.m. and that it will be held at Bateman Hall in the Auditorium. Staff person Howard stated that staff has someone in mind for Master of Ceremonies. She also stated that she has a video of the individual that Staff person Roberson gave to her She stated that she will bring it to the September 11, meeting to be viewed by the Commissioners. rt t COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE AUGUST 14,1995 MEETING Commissioner Lewis stated that by viewing the video it will give us an idea about who this person is and his style. Commissioner Fields stated that she would like to see a co -host, someone from the City of Lynwood. D. Video Production Course Session #8 for Commissioners The Video Production Course Session #8 for the Commissioners was not presented to the Commissioners due to the long agenda and the time. E. Preview of Lynwood Showcase #72 The viewing of Lynwood Showcase #72 included the following program segments: I St. Francis Medical Center Graduation 2. Lynwood 911 3 48th Annual Installation Offices Banquet Awards /Chamber of Commerce 4 A Moment of Lynwood History/Historian William Cunningham 5 Metro Green Line 6. Oil Recycling 7 Unity Festival 1995 Commissioner Lewis stated that in the opening of the Lynwood Showcase there were a number of shots that bothered him. He stated that there was no BG audio. He stated that there were close ups with people talking with no sound coming forward and he thought at first that we did not have the ability two have two track audio. He also stated that the St. Francis spot was very good, because there was BG audio. Staff person Howard stated that she was pleased with Staff person Roberson's selection of video footage and music in the Lynwood Showcase.
