IV V COMMISSIONERS'/ STAFF REPORT PUBLIC ORALS ADJOURNMENT - TO NEXT REGULAR MEETING ON JULY 10, 1995 i COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE MAY 8, 1995 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwwood was held May 8, 1995 at the Lynwood Cable Studio (The Agenda was duly posted as prescribed by the Brown Act.) Chairperson Bill Lewis Jr. called the meeting to order at 5:30 P.M. Commissioners in attendance were Bill Cunningham, A. Ann Fields, Ada McZeal, Bill Lewis Jr, and Ethel Pacheco Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson. Commissioner Cunningham motioned to approve the minutes of the April 10, 1995, meeting as stated. Commissioner Pacheco seconded the motion. I. SCHEDULED MATTERS A. Child's Play Workshop Commissioner Lewis stated that the liability release form has been finalized after being submitted by staff person Howard. Commissioner Lewis asked the Commissioners for comments about the liability release form and syllabus. Commissioner Fields stated that the letter sent to the Lynwood City Attorney states that the ages of the children range from 5 to 12, but the syllabus states that the ages of the children are from 5 to 15 She also stated that it is best to have everything reading the same Commissioner Lewis stated that he agreed with Commissioner Fields on this issue He also stated that he thinks the issue can be corrected with staff consulting with the City Attorney to make sure that what we have in place is efficient, and that the issue about the children's ages could be cleared up basically with a phone call to the City Attorney 0 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE MAY 8 9 1995 MEETING Staff person Howard stated that the City is charged every time the City Attorney is called. Commissioner Lewis stated that he was not aware of that. Staff person Howard stated that she knows what needs to be done and will take care of this issue. ` Commissioner Lewis asked the Commissioners if they had any other observations about the liability release form or the syllabus. Commissioner Fields stated that she thought the syllabus was very well done. She suggested an inter - generational class, stating that programs with an inter - generational setting can apply for grants. Commissioner Cunningham asked Commissioner Fields to explain the meaning of inter - generational. Commissioner Fields stated that it is youth interacting with older adults. Commissioner Fields also stated that money might be given for cable, video and other service - oriented programs with an inter- generational theme. Staff person Howard stated that she recommended to the City Manager that we have a service fee for the program, because it is professionally done She stated that next fiscal year a small fee will be implemented. Staff person Howard stated that she and staff person Roberson had discussed this issue. She also stated that this is very good training, and that the children will learn how to market themselves. Commissioner Lewis asked if the fees were going to offset the course. Staff person Howard stated that the fees will go to offset the salary of the instructor Commissioner Fields asked are there ways we can protect the syllabus. Staff person Howard stated we can look into that. • C� COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE MAY, 8 1995 MEETING Commissioner Lewis asked the Commissioners if they have any more observations concerning the Child's Play Workshop. Commissioner Fields stated that she did not see any where in the syllabus on raising a child's self- esteem or a way to motivate the children. Staff person Howard stated that staff person Roberson does that in his introduction. Staff person Roberson stated the whole class is motivational and that self - esteem building is in the orientation. Staff person Howard stated that we tried to give you a full packet of information on the Child's Play Workshop, because we said we would not bring it back to you until we had it together She also stated that we want to implement the Child's Play Workshop in June. B. Video Production Course #7 Review Session for Commissioner Staff person Roberson reviewed the video production course sessions 1 through 6, with the Commissioners. C. Preview of Lynwood Showcase #69 The previewing of Lynwood Showcase #69 was not viewed due to video equipment problems. II. COMMISSIONERS' /STAFF REPORT Staff person Howard explained to the Commissioners the budget concerning LII for the fiscal year of 1995/1996 She stated that the LII accounts will have no existing funds delegated for cable operations, newsletters and video production. She stated that the funds we do have are already delegated or set aside for other services. E 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE MAY 8 1995 MEETING Commissioner Lewis asked does this mean we can't purchase headphones. Staff person Howard stated we already have headphones. She stated we purchased two sets of headphones a week after the last CCAAC meeting. Commissioner Cunningham asked staff person Howard, are you saying that the money we have this current year is terminated ?' Staff person Howard stated that a few years ago when the first cable company came into the city there was a certain amount of money funded for LII, and that LII was established by the City Council and there was a budget and certain money there, but over a period of time these monies have been utilized, and as we've grown in Video Production we used the money Staff person Howard continued and explained in full detail to the Commissioners about the LII budget for the fiscal year of 1995 and 1996. Commissioner Fields asked staff person Howard does the Commissioners have to ask the City Council to allocate funds for LII. Commissioners Lewis stated that this is what staff person Howard is asking. Staff person Howard stated that she will write the City Manager a memorandum indicating how much money LII will need to operate She also stated that she is just making all the Commissioners aware of the funding we need to continue to operate community cable within the community 0 • THERE BEING NO FURTHER BUSINESS, THE COMMUNITY CABLE ACCESS ADVISORY COMMISSION MEETING WAS ADJOURNED AT 6:20 P.M.
