Local Option Tax Commission
Meeting Minutes
May 2, 2006
Call to Order
The Local Option Tax Commission meeting was called to order at 6:00 p.m. Those present were Amanda Kirkpatrick, Andrea Butler, Lance Daniels, Pat Eames, Roger Snodgrass, Steve Gleason,
and Tom Stilinovich. Chairman Gleason declared a quorum present.
City Clerk Joanne York was present.
Approval of Minutes
Roger Snodgrass moved to accept the Minutes of April 11, 2006. Mr. Daniels seconded, and the motion passed unanimously.
March Remittance Report
Joanne York, City Clerk, reported that payments were up-to-date as of March.
Requests for Funding
The following funding requests were presented to the Commission by the applicants:
Chamber of Commerce for salary for an Executive Director and for seasonal personnel ($96,000) (#18-07)
Chamber of Commerce for July 4th fireworks ($12,000) (#19-07)
McCall Municipal Airport for parking lot paving ($75,000) (#03-07)
McCall Nordic Ski Team for equipment and operating expenses ($12,200) (#04-07)
McCall Judo Club for travel expenses ($2,000) (#06-07)
Alpine Playhouse for electrical and lighting upgrades ($5,000) (#07-07)
McCall United Soccer Association for equipment ($775) (#08-07)
McCall Youth Basketball for uniforms and equipment ($8,000) (#09-07)
McCall Folklore Society for performance expenses ($7,500) (#10-07)
AWESOME for program expansion ($5,500) (#11-07)
Treasure Valley Transit to maintain service in McCall ($31,362) (#12-07)
City of McCall Parks & Recreation Department for a scoreboard at Fairway Park ($5,500) (#13-07)
City of McCall Parks & Recreation Department for a summer intern ($4,000) (#14-07)
McCall Improvement Committee for Four Corners landscaping enhancement; a Junior Master Gardeners Club; Festival of Flowers & Trees; and community gardens ($20,000) (#15-07)
Jughandle Musical Theatre for sound and lighting equipment, and advertising ($2,000) (#16-07)
Jughandle Musical Theatre for an outdoor theatre at North Forks R.V. Park ($25,000) (#17-07)
McCall Area Snowmobilers for trail grooming ($20,000) (#20-07)
McCall City Community Development & Infrastructure for street light conversion to comply with the Dark Sky Ordinance $43,800 (#21-07)
McCall City Community Development & Infrastructure for a water truck ($5,000) (#24-07)
McCall City Community Development & Infrastructure for downtown snow removal ($51,800) (#29-07)
McPaws for general operating expenses ($15,000) (#26-07)
McPaws for building renovation ($13,500) (#27-07)
McPaws for a spay/neuter program ($12,500) (#28-07)
Recommendations and Prioritization of FY 06-07 Revenue
Steve Gleason moved to table the recommendations and prioritization until the next meeting on May 11, 2006. Mr. Snodgrass seconded, and the motion passed unanimously.
Other
Joanne York, City Clerk, informed the Commission that the revenues for FY05-06 would be $40,000 more than expected. The City Council will have to make a formal budget amendment before
that money can be spent.
The Commission asked the City Clerk to find a list from last fiscal year, listing requests that had not been funded, if such a list exists. This list would be used to prioritize and
allocate the extra $40,000.
