COMMISSION MEETING MINUTES
February 28, 1995
OPENING CEREMONIES
The Recreation & Parks Commission meeting of February 28, 1995 was
called to order by Chairperson Julio Mendoza at 6 00 p m. The
invocation was led by Commissioner Martini, and the Pledge of
Allegiance was recited by Commissioner Espeseth.

Mr. Ralph Davis, Director of the Recreation and Community Services
Department certified the posting of the agenda by the City Clerk
Commissioner Espeseth motioned to approve the minutes of the
January 24, 1995 meeting, Commissioner Markovic seconded the
motion. The Commission agreed and the minutes were approved
St. Francis Medical Center submitted a letter requesting the waiver
of fees for the use of Mervyn M Dymally Congressional Park for
this year's Nun Run and Family Health Fair scheduled for Saturday,
April 22, 1995. Chairperson Mendoza opened the floor for voting,
Commissioner ,Espeseth motioned for approval, Commissioner Lopez
seconded the motion and the motion was passed
A Lynwood Girl Scout Troop requested the waiver of fees for use of
a meeting room. This group will hold meetings on Saturday, two (2)
to three (3) times per month from 11 00 a.m to 1:00 P.M.
Commissioner Espeseth motions for this request to be approved
provided these meetings do not interfere with activities which
provide revenue to the City. Commissioner Lopez seconded the
motion, all Commissioners were in agreement and the motion was
passed.
A third request not originally on the agenda was approved to be
heard by the Commission's unanimous vote. Fiesta Mexico is a dance
troop requesting the waiver of fees for use of a room at the
Lynwood Activity Center In exchange the group parents will
volunteer their time at City functions. Once again, this request
was motioned for approval by Commissioner Espeseth under the
stipulation that their activities will not interfere with revenue
to the City Commissioner Martini seconded the motion and the
request was approved

The Recreation and Parks meeting is interrupted briefly by a
photographer taking photos of the Commission for the Spring /Summer
Recreation and Community Services Information Brochure.
CURRENT PROGRAM REPORT
The Flag Football and Youth Basketball Programs are underway and
doing well. Baseball registration is currently being accepted and
Soccer Opening Day is set for Saturday, March 18, 1995.
Easter Programs being considered are a Sunrise Service and a Spring
Concert.
The Ballet Folklorico, Karate, Aerobics, Weight Lifting and Boxing
Programs are currently taking registration for upcoming sessions.
The Afterschool Playground Program is training for track meet
participation. They are holding mini -meets at area schools.
The Lynwood City Council approved the next phase of the Mervyn M.
Dymally Park Project. Architect, Mr Parkiss Rose, will complete
next phase of the project.

This item is going back to Council for further discussion.
1995 BLACK HISTORY PROGRAM
Black History Month was celebrated in Lynwood, with a Lip Synch
Contest held at Bateman Hall. The event was very successful and
drew a large crowd. The Afterschool Fun Program conducted an Essay
Contest, awards were given to all participants. Among the audience
were several dignitaries including L.A. County Sheriff Sherman
Block, Assemblywoman Juanita McDonald, and Lynwood Councilman Louis
Heine.

LYNWOOD CITY COUNCIL & L.U.S.D. JOINT MEETING
The Lynwood City Council and the Lynwood Unified School District
held a joint meeting on February 14, 1995. The agenda was open,
but focus was placed on certain issues of concern Among the
topics discussed were:
1) Emergency Facility Usage - Coordinating use of
City facilities by L.U.S D. during
emergencies
2) Lynwood High School Student Parking -
Homeowners concerned about traffic congestion
in the immediate area.
3) National Youth Service Day - A committee is
currently being formed for participation in
honoring Lynwood youth for their volunteer
efforts throughout the City.
SPRING /SUMMER RECREATION BROCHURE
The .Recreation and Community Services Department Spring /Summer
Brochure is being printed with current information on all programs,
classes, special events and facilities Copies should be ready for
the April Recreation and Parks Commission meeting
NATATORIUM STRUCTURAL ENGINEER'S REPORT
A complete and thorough structural inspection was conducted on the
Lynwood Natatorium Swim Complex, subsequently the report shows that
the structure is not sound and would not hold up in a major
earthquake. Approximately two million dollars are needed for
repairs HUD will provide a portion of the funds necessary for
improvements.
GRANT PROJECT UPDATE
Grants are an important component of City funding sources as they
save monies from the City's General Fund for other expenditures.
Following are some figures, their source and the allotted projects:
$81,000 00 - CDBG - Afterschool Fun Program
$37,000.00 - CDBG - Senior Citizen Program
$23,000.00 - CDBG - Arthur Ashe Tennis Program
$50,000.00 - CDBG - Natatorium Year -Round Operation

New Grants Under Consideration
$ 5,800.00 for Extended Care at Hosler Jr High School
U.P.A.R R. for Rehabilitation of Art House
A Competitive Grant will go before Council for Teen Center
Rehabilitation.
Mr. Davis urges the Commission to show support for all these grants
at the next CDBG meeting and also at Council meetings

The Recreation and Parks Commission meeting adjourned at 7:00 p.m.
The next regularly scheduled meeting will be held at 6 00 p.m. on
Tuesday, March 28, 1995 in the City Hall Council Chambers located
at 11330 Bullis Road, Lynwood, California.

AFTERSCHOOL FUN PLAYGROUND HIGHLIGHTS
February 21. 1995 - Abbott vs Washington
The Lynwood Afterschool Fun Football Program is off to a great
start with an eye catching kick -off made by Abbott, coached by
Davon Graham. Quickly into the game Abbott scored its first
touchdown made by John Richardson, but before the half was over,
Washington, coached by Estella Robles, made a comeback with a
touchdown scored by Allen Ovalle. Both teams showed true team
spirit, but only one school could prevail. Abbott won the game 20
to 6. The last two (2) touchdowns which sealed the game were
scored by Raul Salazar and quarterback Mark Gomez.
February 23 1995 - Lindbergh vs Mark Twain
Both teams struggled to make a touchdown in the beginning of the
game. Lindbergh coached by Darnell Rubin made a move and Mark
Twain coached by Frank Wesley countered each and every move. Soon
Lindbergh rose to the occasion scoring two (2) touchdowns both
scored by George Malagon at the end of the first half. Although,
Mark Twain used both of its promising young quarterbacks, Anthony
Soto and Steve Watson, it was not enough to beat this very tough
Lindbergh Team.

February 23, 1995 - Compton- Roosevelt "B" vs Wilson
Less than thirty (30) seconds into the game Chris Johnson ran for
a sixty (60) yard touchdown for the Compton - Roosevelt "B" team.
Although that was impressive, Wilson quickly came back during their
second play with a long touchdown run by David Harlston. Both
teams played hard to score points. Roosevelt coached by Calvert
Wright finally prevailed in a win over Wilson, coached by Tim
Davis, by a score of 21 to 14.
February 24, 1995 - Wilson vs Will Rogers
Today, our younger players showed their talent as 3rd and 4th
graders competed in our Flag Football game. Wilson coached by Epi
Gamboa suffered a defeat against Will Rogers coached by Gary
Martin. Will Rogers picked up a safety and one touchdown with the
score ending at a hard fought 8 to 0.
February 28, 1995 - Lindbergh vs Lindbergh
At the half the score was 14 to 0. Lindbergh coached by Darnell
Rubin showed an impressive first -half, with Luis Acevedo and Jess
Tivao scoring powerful touchdowns, to break the momentum of Lincoln
coached'by Roy Elder. Then, with ten (10) seconds left in the
second -half, Lincoln regained its vigor with Victor Gonzalez
scoring a Lincoln touchdown to,make the final score, Lindbergh 20,
Lincoln 6.
February 28, 1995 - Will Rogers vs Abbott
Abbott, the only undefeated and united team in the league, coached
by Davon Graham came out with a burst of energy scoring two (2)
touchdowns by the end of the first -half. Touchdowns were made by
John Richardson and Calvert Wright. Most of the second -half was a
defensive struggle, with neither team gaining very much yardage.
The pressure flared as each team anticipated a win, but once again
Abbott prevailed with the score ending 20 to 0.

AFTERSCHOOL FUN FLAG FOOTBALL
On February 16, 1995, Lincoln Elementary School played Roosevelt Elementary
School in a very exciting game. Coach Roy Elder led his Lincoln team to a
victory with the score ending at 22 to 6. Jaime Urenda led the Lincoln team
with two (2) of the touchdowns. Lincoln quarterback, Marcos Roman, also
played an excellent game. Roosevelt, Coached by Juan Lopez made a number of
very memorable plays such as a long touchdown by Emmanuel Sandoval. Edgar
Leon also retrieved an onside kick.
Lugo Elementary School triumphed in a victory over Wilson Elementary School
with the score ending at 12 to 0. Coach Jason Stewart led the Lugo team
while Wilson was Coached by Mr. Davis and Mr. Andrews.
Darnell Rubin coached Lindbergh Elementary School to a Victory over Compton-
Roosevelt with the score ending at 6 to 0.

Grove, California, to the Crystal Cathedral to witness the dramatic last days

Set to glorious music this spectacular pageant promises to warm the hearts of
all who experience the miracle. See dynamic special effects, live animals,
angels descending from the sky to proclaim Jesus' birth, death and

This trip is scheduled for Monday, April 10, 1995. The cost of this trip is
$14.00 per person (cash only). The bus will leave from the Lynwood

We'll eat dinner (on your own) at a nearby restaurant before going to the
pageant. Then we will return back to Lynwood at 9:00 p.m.

LYNWOOD BASKETBALL LEAGUE
After a month of Basketball, the Lynwood Basketball League
standings are showing championship teams in every division
except Spud. Spud division is for children 6 to 8 years old and it
is their first opportunity to play original basketball. The "UNLV"
Spud team has been battling it out with "TSU" Although no
score is kept, and win /loss records are not encouraged, the Spud
Division participants have a great time going through the basic
skills of the game such as dribbling, and shooting
Other divisions including the Pee Wee Division (8 to 10 years) is
led by "UNLV" with a record of 6 wins and 1 loss, then comes the
Tiny Division (10 to 12 years) led by Paramount with a record of
7 wins and 1 loss. The Midget Division finds.the "Rebels" whose
ages range from 12 through 14 years, all alone on top with 9 wins
and no losses followed closely by Paramount II with 6 wins and 2
losses. The Junior Division is dominated by the Michigan
Wolverines at 9 wins and no losses.
As the Basketball League comes to a close, you can watch the teams
battle for lst, 2nd or 3rd place at the Lynwood Community /Transit
Center Gym, Monday through Saturday excluding Friday evenings from
6:00 p.m. until 9:00 p.m. Come out and enjoy recreational
basketball at its best.

BLACK HISTORY ESSAY CONTEST. WINNERS
In honor of Black History Month the City of Lynwood's Afterschool
Fun Program sponsored the Lynwood City Essay contest for students
in grades 3, 4, 5, and 6. Students were asked to submit
handwritten essays of 100 words or less using the theme "My Dream:
Making The World A Better Place To Live.
There were a total of 310 essays submitted, representing all of the
elementary schools in the Lynwood Unified School District.
Everyone who entered the contest received a ribbon and award
certificate.
The overall winners from 1st, 2nd, 3rd, and 4th place received
trophies. The Third Grade winners were; ist place Cordero Vigil,
Washington Elementary, 2nd place Patricia Miller, Washington

Elementary, 3rd place Johnathan Gamero, Mark Twain Elementary and
4th place Vianca Hildreth, Mark Twain Elementary.
The Fourth Grade winners were; 1st place Richard Cox, Lugo

SPUDS AND PEE WEES AT LYNWOOD HIGH SCHOOL
During the refurbishing of the Lynwood Community /Transit Center
Gymnasium floor the basketball league played in the Lynwood High
School Gymnasium. The league had an opportunity to see what
playing in high school will be like in years to Come. Over many
years literally hundreds of boys and girls who have participated
in The Recreation and Community Services Department programs have
gone on to compete at Lynwood Senior High School. In fact, most of
the girls who played on the 1993 Lynwood Girls State Championship
team learned how to play through the Lynwood Recreation and
Community Services Program. Former Lynwood High School gridiron
great Earl Tucker Sr. and Facility and Program Supervisor Leo
Rodriguez monitor the Spud and Pee Wee Division games.

Registration'is now open for the upcoming excursions: The Ramona
Pageant to be held on Saturday, May 6, 1995 from 10:00 a.m. to
8:30 p.m. Cost for the trip is $36.00. The trip includes the
motorcoach, admission to the art show, admission to outdoor pageant
and lunch. Registration for this trip will end Monday, April 24,
1995.
"Rail and Sail Tour" in Santa Barbara to be held on Thursday, June
29, 1995 from 8:30 a.m. to 6:00 p.m. Cost for the trip is $27.00.
The trip includes the motorcoach, Amtrak train, Scenic Cruise
aboard the Harbor Queen. Registration for this trip ends Monday,
May 8, 1995.
Baja Blast - Ensenda, Mexico "overnighter" to be held from
8:00 a.m. Thursday, July 13, 1995 at to 6:00 p.m. Friday, July 14,
1995. Cost for the trip is $90.00 The trip includes the
motorcoach, one night accommodations at Villa Marina Hotel in
Ensenada, room taxes and baggage handling On day one lunch will
be held at the Rosarito Beach Hotel. A tour to La Bufadora will
be held on day two of the trip, plus shopping time in Tijuana.
Add an additional $25.00 for a single room. Registration for this
trip will end Thursday, June 15, 1995. Please be advised that
there is a minimum of 20 people per trip or the trip is subject to
cancellation. So register in advance.

NATATORIUM SPRING PROGRAM BEGINS
The Lynwood Natatorium Swim Complex located at 3770 Martin Luther
King, Jr. Boulevard (between Bullis and Imperial) continues to
operate in the Spring Swim Schedule. Public recreational swimming
is available each Monday, Wednesday and Friday from 3:00 p.m. -5:00
p.m., Tuesday and Thursday evening from 7:00 p.m. -9:00 p.m., as
well as Saturday from 12:30 p.m. -2:30 p.m. The cost remains only
$.75 for children (17 years and younger) and $1.00 for adults
(18 years and older).
For the safety of all public recreational swim participants we
require all swimmers to wear proper attire. In addition to
encouraging family participation, no spectators are allowed during
this period.
Session II of the Spring Swim Lesson program will be starting on
Tuesday, March 28, 1995. The class dates are scheduled for each
Tuesday and Thursday for five (5) consecutive weeks. A thirty (30)
minute class period allows for classes to start every 35 minutes
beginning at 4:00 p.m. and concluding at 6:20 p.m. A brief review
of Session II swim lessons (March 28 to April 28, 1995) is as
follows:

friends to become familiar with our special monthly activities.
this month we are proud to celebrate St. Patrick's Day on Friday,
March 17, 1995 during the hours of 7:00 p.m. - 9:00 p.m. Now hear
this, all who wear a solid green swimsuit (no cut -offs, zippers,
buttons or leotards permitted) will swim for free! Yes, you read
right, swim free! Green swim suits swim free on this day only
Regular fee admission applies to all who do not wear a green swim
suit. Adults enter for only $1.00 and children enter for only
$.75. Remember any child under 45" must be accompanied by an adult
who will remain with the child on the deck and in the water.
The Natatorium Swim Complex is conveniently located at 3770 Martin
