Roll call of Commissioners present: Chairperson Espeseth Commissioner Martini Commissioner Markovic Commissioner Lopez Commissioner Mendoza Mr. Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk. Commissioner Markovic motions to approve the minutes of the November 22, 1994 meeting, Commissioner Martini seconds the motion. The Commission agrees and the minutes were approved. REORGANIZATION OF COMMISSION Before any new business can take place the Commission must reorganize for the new year. Chairperson Bette Espeseth nominates Julio Mendoza as the new Chairperson. Commissioner Markovic motions to close the voting. Commissioner Lopez seconds the motion. All are in agreement and the motion is passed. Commissioner Lopez nominates Commissioner Martini as Vice Chairman. Commissioner Mendoza motions for a vote to elect Commissioner Martini as the new Vice Chairperson The vote is unanimous and the motion is passed. ,Julio Mendoza is the new Chairperson and Commissioner Martini is the new Vice Chairperson for the Recreation and Parks Commission. Personnel • • November 22, 1994 Page 3 DYMALLY PARK BOND PROJECT There was to have been a presentation of the Dymally Park Bond Project Exhibits A, B, and C but they were unavailable at the time of this meeting. VERNON PROP A FUNDS The City of Vernon Community Services and Water Department will transfer $4,000 in surplus Prop A funds to the City of Lynwood Recreation and Community Services Department. A resolution will be required to handle the transfer of these funds. CHRISTMAS PARADE Letters of invitation to the annual Candy Cane Lane Christmas Parade will be sent out soon. Chairperson Mendoza will ride in the parade, all the other Commissioners are invited to view the parade from the judge's platform. ART SUB - COMMITTEE DISCUSSION Mr. Davis reported that Commissioner Lopez was approached by a performing arts group about the possibility of performing in Lynwood. Chairperson Mendoza asks for volunteers. Commissioner Markovic and Commissioner Lopez will meet to make plans on how this committee should proceed. COMMUNITY SERVICES DAY PROPOSAL Because of various concerns from the general public as to what types of community services are available to them, the Recreation Department has planned a "Community Services Day" program. This event will take place on Monday, December 19, 1994 starting at 12:00 noon at the Bateman Hall parking lot. Food and toys will be distributed to needy families, and information booths will be available to introduce community services to participants. "OH CHRISTMAS TREE" PROGRAM The Block Watch Captains have implemented a new holiday program this year called "Oh! Christmas Tree ". Participants will decorate trees in their neighborhoods, then Santa and his helpers (the Community Affairs Commission) will go by to judge the trees in several different categories, including most humorous and best Christmas theme etc. There will be a small reception at the Community /Transit Center to present the awards. This event will also take place on December 19. 0 BEAUTIFICATION PROGRAM.TOURS Mr. Davis stated that Beautification Tours neighborhoods have previously been conducted four (1) year. After discussion by the Commission it the tours should take place twice in one year, i Fall. Chairperson Mendoza opened the floor fc matter. Commissioner Espeseth motioned for the tc March and October. Commissioner Martini secondec the motion passed. Promotions such as news rel will go out in January 1995. PUBLIC ORALS None COMMISSION ORALS Chairperson Mendoza - Commissioner Markovic - through Lynwood (4) times in one was decided that n the Spring and r voting on the ars to be held in the motion, and ?ases and fliers Commissioner Martini - Requests breakdown of costs for every phase of Dymally Park improvements. In his opinion the Teen Center should retain its present location. The architect contracted for this project should be hired by public bid. Commissioner Espeseth - Discussed the pros and cons of school children dressing in uniforms vs street clothes. Commissioner Lopez - Commented that he witnessed an incident at Bateman Hall between an inebriated patron and Eveready security personnel. Commissioner Lopez said the guards quickly had the situation well in hand and all went well. Community services and groups have been invited out on this holiday oriented day to promote, offer and expose their particular community services to the residents of Lynwood. Scheduled for the event is holiday entertainment by local singing and dancing groups. The event will also feature the City of Lynwood Christmas Food and Gift Relief Program benefiting needy families of Lynwood. This program helps needy families during the holiday season in the form of a Christmas tree, toys and food donations. Depending upon the number of eligible applications received, commodities will be provided on first come, first serve basis. If donations exceed eligible applications, commodities will then be distributed to families attending the Community Service Day who successfully complete an application, on a first come, first serve basis. An application for this program can be picked up at the Lynwood Community /Transit Center, 3798 Martin Luther King, Jr. Blvd., as well as all other recreation facilities. This multi -day clinic is outlined to progress and develop skills throughout the five stages of the clinic. Stage One of the clinic is scheduled for Saturday, December 3 from 10:00 a.m. to 12 noon and will introduce clinic participants to the game of basketball and its fundamentals. Stage Two of the clinic will be held Saturday, December 10, 1994 from 10:00 a.m. to 12 noon and will focus on offensive and defensive skills and strategies. Stage Three will teach advanced skills and the importance of sportsmanship and academics while involved in organized basketball. Stage Three will also feature clinic participants watching the Lynwood High School Boy's Varsity Basketball Team, putting to use the skills taught through the clinic, in an intra -squad scrimmage game.
