Imperial October 24, 1995 MINUTES The Block Watch Captains met for their regular membership meeting on Tuesday, October 24, 1995, 6:30 p.m. at Bateman Hall, 11331 Ernestine Ave., Room N2, Lynwood, CA. Nineteen (19) Block Watch Captains were in attendance. I. CALL TO ORDER Mr. Percy Brown, Chairperson called the Block Watch 6:43 p.m. IL INVOCATION Captain Adolfo Lopez led the group in prayer. III. PLEDGE OF ALLEGIANCE Captain Irene Garcia led the group in the Pledge of s meeting to order at IV. APPROVAL OF MINUTES It was MOVED by Captain Claude Law, SECONDED by Captain Adolfo Lopez and CARRIED unanimously to approve the minutes of the Se�tember 26, 1995 meeting. V. REPORT BY STAFF Janice Thomas, staff announced the upcoming events, they include: Christmas Parade, Dec. 8; Gospel Fest, Oct. .28, Biock Watch Party by 1:0 Marioi Block Club; Halloween, Oct. 31 and S.K.I.P Program, Oct. 28th; Community Service Day, Dec. 16. Ms. Thomas em hasized that volunteers were needed for the Community Servi e Day to help distribute gif and food. Ms. Thomas showed the group the certificate of appreciation for rs. Sadie Williams that will be mailed. As she had already left the vicinity and was unablel to attend the meeting. VI. OLD BUSINESS Captain Law stated he met with the City Manager's Department. After the discussion at this meeting, he suggested a postponement of the Town Hall meeting until after the election and the first meeting of the new year. This issue would again be addressed. VII. NEW BUSINESS After much discussion about the Ohhh! Christmas Tree Program, it was MOVED by Captain Law and SECONDED by Captain Richards and CARRIED to have a block and tree competition. It was MOVED by Captain Law and SECONDED by Captain Anderson and CARRIED to schedule the block and tree competition for the week of December 11th. It was MOVED by Captain Richards and SECONDED by Captain Law and CARRIED to go to Ham Park and roast marshmallows after the judging. VIII. PUBLIC ORAL COMMUNICATIONS Mr Jose Lara has concerns about the conditions of his block. These concerns involved drugs and gang activity He would like to start a Block Club for Euclid and Alpine streets. Vice President Evans suggested that he contact her and she will assist him in establishing a block club Deputy David Haney announced the Community Academy will be taking enrollment for its March session. Citizens were encouraged to enroll. This academy includes ride along, weapons training, K9 unit and special weapons training. He also suggested that letters need to be written to the Judge about the property at 3321 and 3329 Alma. This property is unkept and needs abating. The letter will encourage the judge to make the owner clean up the property. IX. ORAL COMMUNICATIONS BY BLOCK CAPTAINS Captain Claude Law gave a report on the Justice Center Town Hall meeting held on Saturday, September 30, 1995 Chairman Brown suggested that if at all possible, Captains should submit questions early to speakers so that they will be prepared to respond to issues brought up when the Town Hall meeting is scheduled for Lynwood. Block Captain Garcia informed the other Captains of the Block Club meeting at Lincoln Elementary school and Deputy Haney was in attendance. Captain Adolfo Lopez wanted the City Graffiti crew to know that they were doing a very good job in providing the graffiti services. He wanted to give them an appreciation banquet, It was explained to him that the City of Lynwood gives their employees an appreciation event at Christmas time. Captain Law questioned the noise ordinance. He said, "The wording should be looked at for intent and application of the law" 3 Mayor Pro -Tem Heine stated that the ordinance reads, harmful at any time during day or night not the effective time of 10 p.m. He stressed that fliers could be given to captains and the public can be notified by the water bills. Captain Evans suggested that we do another workshop or review of the city's department functions and how to utilize them. Captain Richards asked if a booklet can be formulated to brief the community about city ordinances. Mr Heine stated that interpretation would be critical. There were suggestions as the how to be effective when calling the Sheriffs Department pertaining to the noise ordinance. She gave an example of the Real Estate agencies selling property The ad suggest that it was a multiple family dwelling in a single family home. ; a It was MOVE by Captain Law, SECONDED by Captain Anderson and CARRIED to have Chairman Brown to write a letter expressing the concerns brought before the group Chairman Brown introduced new captains Captain Ron White announced that East Carlin Block Club will sponsor a CPR Demonstration and Earthquake Preparedness by the Lynwood Fire Department at the Gospel Light Fellowship Church, 4619 Carlin Avenue on Saturday, November 18, 12 noon.
