ADJOURNMENT s4 BLOCK WATCH CAPTAINS Regular Membership Meeting 3100 E. Imperial August 22, 1995 MINUTES The Block Watch Captains met for their regular membership meeting on August 22, 1995, 6:30 p.m. at the Lynwood Activity Center, 3100 E. Imperial Highway, Lynwood, CA. Fifteen (15) Block Watch Captains ' we ' re in attendance. Staff present was Janice Thomas, Administrative Aide. Deputy David Haney of Century Sheriff's Station was also present. Jim Given, Project Manager of the Recreation and Community Services entered meeting at 7:00 p.m. I. CALL TO ORDER Mr. Percy Brown, Chairperson called the Block Watch Captain's meeting to order at 6:43 p.m. II. INVOCATION Captain Lopez led the group in prayer III. PLEDGE OF ALLEGIANCE Captain Brown led the group in the Pledge of Allegiance. IV. APPROVAL OF MINUTES It was MOVED by Captain Lopez, SECONDED by Captain Mcleod and CARRIED unanimously to approve the minutes of the August 22, 1995 meeting of the �Iock.Watch Captains. V. REPORT BY STAFF Janice Thomas, staff announced the closing of the Lynwood Activity Center The next meeting location will be mailed with the agenda for the following month. The City will co sponsor a three (3) day festival near the old Alph Beta area on September 15, 16, & 17 VI. OLD BUSINESS Captain Law was not in attendance and the item of the Town Hall meeting was tabled until the next meeting. VII. NEW BUSINESS The group discussed the different locations of their meetings and the following are the results: It was MOVED by Captain Evans, SECONDED by Captain Anderson and CARRIED to prioritize four (4) locations. The motion was amended to read five (5) locations. Each Captain was asked to vote on the five and then vote on the top two (2) locations. The day and time will change only if necessary. Vote #1 Justice Center, Bateman Hall, Community /Transit Center, Teen Center and City Council Chambers. Results: Community/Transit Center 5 Bateman Hall 3 Justice Center 2 Teen Center 0 City Council Chambers 0 Vote Community /Transit Center 8 Bateman Hall 2 Chairman Brown stated that the Block Captains should schedule an event or activity fore each month. He opened the discussion for ideas. Captain Lopez introduced information that the new high school will only have one (1) parking structure. He asked if the Block Captains would attend the Parking and Traffic Commission (4th Thursday, 6:00 p.m., Council Chambers) and lobby for bike paths on Imperial Highway and more parking structures on the site. Captain Evans suggested for the month of October that they volunteer for the city activities, sponsor a youth to winter day camp. For the month of November, it was suggested that food baskets be prepared for the needy Mr Given reminded the group that the City has a Community Service Day to help the needy Also for December, an expanded Ohhh! Christmas Tree event. Captain Bass taled about his hesitation to schedule a block party. Deputy Haney suggested that block captains could arrange for security through the Sheriff's Department, it would be possible for the bike patrol to provide ample security. Chairman Brown questioned the availability of the city's swimming pool for Block Captains events. It was answered that the City would provide the pool` free upon availability. Chairman Brown asked if the city would subsidize or buy shirts, caps or jackets for the identification of the Block Captains. The captains expressed the following concerns: at Gertrude /Fernwood streets; weed abatement was needed. On Platt /Ernestine streets, signs needed graffiti removed. Magnolia need speed bumps (the City of Lynwood does not allow speed bumps). On Alameda near Standard/Weber streets there was blight and transients to be removed. Captain Lopez announced that he had participated in the Sheriff's Citizen Academy, which included class time and ride along with deputies. Also he would like for the Captains to organize and meet with the municipal judge(s) to discuss issues relating to events that have happened in the city of Lynwood. Deputy Haney informed the group that they should seek and, ask for the Presiding Chief Judge of the district. VIII. PUBLIC ORAL COMMUNICATIONS Deputy Haney said he was still available for Block Club meetings. IX. ORAL COMMUNICATIONS. BY BLOCK CAPTAINS After much discussion, the group concluded that no political person would be allowed to speak before the group without proper protocol'. X. Our purpose is to advertise our Blockwatch and to raise money for our treasury to fund our activities. Our Blockwatch continues to be a very positive part of the community It is allowing neighbors to care more for each other and get to know each other socially We intend to keep a close knit community that takes pride and concern in our area. The yard sale is planned to take place on August 5, 1995 We would like to invite the Council and all City of Lynwood Employees to come and support our effort to maintain our Blockwatch in East Lynwood.
