Brown/Chairperson DATE. September 19, 1994 SUBJECT Attendance We have been trying for sometime now to increase the attendance and support of Block Captains at Block Council meetings. We believe that strong Block Clubs and a strong Block Council are very positive for the citizens of Lynwood. There may be some Block Clubs within the city that are active but not represented by the Block - Council. To you I say, " there is strength in numbers,", and I urge you to become ar active participant of the Block Council so you will be united with other Block Clubs. Beyond our regular monthly meeting, we had two excellent workshops during the last month. Like our regular meetings, attendance was lets say- - left a lot to be desired. However, those of us that attended both workshops, believe they were of great value. They were both interesting and informative. The first workshop was on August 27, 1994 It was facilitated by various departments of the city: of Lynwood. Each department had a representative or representatives to explain the services provided by their department. We were provided with the names and telephone numbers of persons to call to resolve problems handled by their department. The second workshop was September 10, 1994 and was facilitated by the Southern California Organizing Committee (SCOC). The primary goals of this workshop were to emphasis the importance of good organization and how to organize for maximum effectiveness. SCOC did an outstanding job SCOC did something for us they usually don't do, they facilitated our workshop "FREE" and we sincerely thank them_ Again I ask for your attendance and support at our Block Council meetings. Lets get big. Lets get organized Lets get aggressive and start attacking and resolving problems for our city. I look forward to seeing you at our next Block Council meeting. _r�� Percy L. Brown, Chairperson Lynwood Block Council 0 9 MINUTES The Block watch Captains met for their regular membership meeting on August 23, 1994, 6:30 p.m. at the Lynwood Activity Center, 3100 E. Imperial Highway, Lynwood, CA. Seven (7) Block Club Captains were in attendance. Staff present was Jim Given, Project Manager of the Recreation & Community Services Department and Janice M. Thomas, Administrative Aide. I. CALL TO ORDER Mr. Percy Brown, Chairperson called the Block Club Captain's meeting to order at 6:39 p.m. II. INVOCATION Captain Eloise Evans prayed. 111. PLEDGE OF ALLEGIANCE Captain Evans led the group in the Pledge of Allegiance IV. APPROVAL OF MINUTES It was MOVED, SECONDI 1994. V. REPORT BY STAFF BLOCK CLUB CAPTAINS Regular Membership Meeting 3100 E. Imperial August 23, 1994 and CARRIED to approve the minutes of July 26, Staff announced that the September 16th Program and soccer, tennis and girl's softball events were confirmed. VI. OLD BUSINESS Chairperson Brown led the group in a discussion of the By -laws. Each Article was discussed individually which led to the following: MOVED, SECONDED AND CARRIED TO APPROVE ARTICLES I, II, IV, VI AND VII. MOVED, SECONDED AND CARRIED TO ADOPT THE FOLLOWING AMENDMENTS TO THE BYLAWS: ARTICLE III - insert in Section 1 -or as elected by Me body after the Lynwood Activity Center ARTICLE V - Section 1, insert use instead of sue. Section 2, remove colon and make 1 sentence. ARTICLE VI - insert twenty -arse (21); remove seven (7) VII. NEW BUSINESS None - - VIII. PUBLIC ORAL COMMUNICATIONS None IX. ORAL COMMUNICATIONS BY BLOCK CAPTAINS None X.
