Imperial July 26, 1994 MINUTES The Block Watch Captains met for their regular membership meeting on July 26, 1994, 6 30 p m at the Lynwood Activity Center, 3100 E. Imperial Highway, Lynwood, CA Seven (7) Block Club Captains were in attendance. Staff present was Jim Given, Project Manager of the Recreation & Community Services Department and Janice M Thomas, Administrative Aide. I. CALL TO ORDER Mr. Percy Brown, Chairperson called the Block Club Captain's meeting to order at 6:37 P.M. II. INVOCATION Captain Eloise Evans prayed. III. PLEDGE OF ALLEGIANCE Captain Evans led the group in the Pledge of Allegiance. IV. APPROVAL OF (MINUTES The minutes of .tune 26, 1994 was MOVED and APPROVED with an amendment to include the date of August 27 for the workshop. V. REPORT BY STAFF Staff announced that the dates for the workshop was confirmed. VI. OLD BUSINESS Chairperson Brown requested that a copy of the By -laws be sent with the next agenda. The By -laws will be discussed at the next regularly scheduled meeting. Captain Bill Lewis led a discussion regarding the Block Captains workshop scheduled for August 27 and September 10. He pointed out that he would like the issue of fleas and mosquitoes discussed at the workshop. Captain Evans questioned if the City was charging for spraying the area for insects as before. Mr. Lewis advised that all Block Captains be notified of the workshop. He reported that Father O'Connell of the South Central Organizing Committee (SCOC) wanted all day for the workshop on September 10 The structure of the workshop for that day would be as follows: 9:00 - 9:30 Continental breakfast 9:30 - 12:00 Role Playing Session 12:00 - 1:00 Lunch 1:00 - 3:00 How to Separate Issues from Problems Session 3:00 - 5:00 How to Resolve Issues and Problems Captain Evans questioned if there was a charge for the SCOC organization. It was MOVED and SECONDED and CARRIED t0 designate September 10th as an all day workshop for the Block Captains. Captain Evans suggested that the City provide an acknowledgement to the South Central Organizing Committee for services donated for the workshop. It was suggested by Captain Evans to make it mandatory for all Block Captains attend the workshops, put a press release in newspapers, and make sure that money was available for lunch and breakfast. Captain Lewis mentioned that the people on his block has been gracious during the time of his father's death and he would like to thank everyone. VII. NEW BUSINESS None VIII. ORAL COMMUNICATIONS BY BLOCK CAPTAINS Captain Evans invited all present to attend the Planning Commission meeting scheduled after this meeting at City Hall. The discussion for the meeting will be the admission of the uhuruh Drug Rehabilitation Center to be located at Norton and Martin Luther King Blvd. Captain Evans reflected the consensus to not support this addition to the City. Captain Jose Loya expressed his desire for Block Captains to have Honorary Badges from the Sheriff's Department. 3 Captain Lewis questioned the status of the hats and jackets for Captains. Staff was requested to provide name of Block Captain on street where the deceased 11 year old basketball member lived. Captain Mcaeod said a Benevolence Committee should be added to the list of committees within the By -Laws. IX. PUBLIC ORAL COMMUNICATIONS None X. ADJOURNMENT There being no further business, the meeting adjourned to the next regularly scheduled meeting August 23, 1994. blockage n da/a ug94bl o.agn LYNWOOD -BLOCK COUNCIL BY -LAWS ARTICLE I - THE BLOCK COUNCIL Section 1. Office of the Block Council. The office of the Block Council shall be at the City of lynwood. Section 2. Membership. The Block Council shall be composed of Lynwood's citizens, including one representative from each Block Club Normally, all Regions will have at least one volunteer assigned to it. Section 3 Term of Membership. The term of membership on the Block Council shall be unrestricted. ARTICLE II - THE OFFICERS Section 1. Officers. The Officers of the Block Council shall be a Chairperson, Vice - Chairperson, Treasurer, Secretary and Parliamentarian. Section 2. Chairperson. It shall be the duty of the Chairperson to preside at all meetings of the Block Council. Except as otherwise authorized by resolution of the Block Council, the Chairperson shall sign all documents and instruments made or authorized by the Block Council. The Chairperson or a designee shall report on behalf of the Block Council all recommendations and proposals of the Block Council to the City Council. Section 3. Vice- Chairperson. The Vice - Chairperson will assume the duties of the Chairperson in the absence, incapacity, resignation or death of the Chairperson. Section 4. Treasurer. The Treasurer shall manage all donations made to the Block Council and maintain an expense log for the Block Council. Monies received will be deposited in a special designated account with the City Treasurer. Section 5. Secretary. In the absence of the Chairperson and Vice - Chairperson, the secretary will assume the duties of the Chairperson and Vice - Chairperson at all meetings. Shall record all Block Council minutes and be responsible for the generation and distribution of all correspondence. �.s Section 6. Parliamentarian. It shall be the duty of the Parliamentarian to ensure that the rules of the by -laws are conformed to in regards to the action, conduct, method, procedure and arrangement in which the Block Council meetings are held. The Parliamentarian shall report any actions, motions or activities that are in violation of the by -laws. Section 7 Election and Term of Office. Each officer shall hold office for two- (2) years from the date of election. Vacancies during the year shall be filled by the regular procedure. Each person elected to fill a vacancy shall hold office only for the unexpired term of the officer replaced. It shall be the right of each member of the Block Council to cast one vote for a candidate. for office. BLOCK COUNCIL - MEETING Section 1. Regular Meeting. Regular meetings shall be held with notice on the 4th Tuesday of each month at 6:30 p.m. in the Lynwood Activity Center (In the event that the date of a regular meeting falls on a legal holiday, said meeting shall be held the next succeeding Tuesday, at the same time and place). There will be a maximum of fifteen minutes waiting period to establish a quorum at each regular and special meeting. Section 2. Special Meetings. Special Meetings may be called at any time by the Chairperson or by three (3) members of the Block Council by delivering personally or by mail, written or telephone notification to each member of the Block Council not less than 48 hours in advance of said Special Meeting. Section 3 Adjourned Meetings. Regular and special meetings may be adjourned at such time and place determined by the Chairperson. Section 4. Quorum. Members in attendance shall constitute a quorum which must be maintained for the purpose of conducting its business and exercising its powers for all other purposes. Section 5 Order of Business. At the regular meeting of the Block Council the following shall be the order of events: (1) Call to order (2) Invocation (3) Pledge of Allegiance (4) Approval of the Minutes of the Previous Meetings (5) Communications (6) Reports of Officers (7) Old Business (8) New Business (9) Adjournment Each meeting of the Block Council shall open with a prayer and the Pledge of Allegiance Section 6. Robert Rules of Order. All rules of order not herein provided for shall be determined in accordance with Roberts Rule of Order. ARTICLE V - DUTIES OF BLOCK COUNCEL Section 1. Duties. The Block Council shall carry out those duties as set forth in the Block Council By -Laws. The Block Council shall also develop a set of yearly goals and objectives before July 31, of each fiscal year. The Chairperson will have the duty of assigning the committees at -large their primary regional responsibility. Normally, all regions will have at least two representatives assigned to it. The at -large committee assignments will be rotated so as to provide each region with equal representatives. ARTICLE VI - POLICIES Section 1. Resources. All activities that require the sue of Block Council resources such as funds, copying, mailing, typing, phoning, etc., shall be approved by the body. Section 2. No Block Council Member. Shall use the position of Block Council to endorse any cause or activity without the expressed approval of the Block Council. ARTICLE VII - AMENDMENTS Action 1. Amendments of By -Laws. The By -Laws of the Block Council shall be amended only with the approval of a quorum of members. However, no amendments shall be adopted unless at least seven (7) days written notice of the proposed amendment has been previously given to all members of the Block Council. ARTICLE VIII - COMMITT EES The Block Council shall establish standing committees and various special committees for the purpose of carrying out its official duties. lg J BLOCK COUNCIL GOALS and OBJECTIVES Receive and process information received from individuals and /or groups that depict a concern or problem in the area of Block Clubs. Objectives A. Train -each Block club in the proper use of the City's complaint system and forms. Also attend and coordinate a leadership workshop for Council at least twice a year. B. Maintain a work schedule and program for use at a workstation or community -based facility C. Maintain a Code Enforcement volunteer for each Block Club and arrange for them to attend at least one workshop. D Maintain Block Council satellite volunteers for each region. Goal 1I Organize, coordinate and oversee Block Clubs. Obiectives A. Prepare and disseminate information packages for purposes of assisting existing Block Clubs and facilitating the development of new clubs. B. Organize at least 50 new Block Clubs city -wide or as determined by the membership committee. C. Maintain and up date a Block Club tracking and mapping system. D Organize and conduct a city -wide leadership training conference for officers of Block Clubs. E. Create and maintain a data base for Block Clubs. F. Identification cards for all active Block Club members. 3A 0 G. Establish and maintain standing committees and assist the Block Club Council in obtaining goals and objectives. Standing Committees shall be as follows 1. Clergy Committee 2. Membership Committee 3. Senior Citizen Committee 4. Block \Neighborhood Watch Committee 5. Projects, Programs and Events Committee 6. Youth Coordination 7. Research and Information Committee 8. Block Beautification 9. Emergency Preparedness Public Safety Committee 10 Block Socials Committee 11 Multiculture Committee 12. Political Action Committee There shall be at least one Standing Committee Coordinator for each region. Goal III Make recommendations to the City Council on various matters regarding Block Clubs that have been presented to the Block Council. Objectives A. Solicit information of Block Clubs and similar organizations and their operations of at least three other cities. (Commissions or Councils) B. Make viable recommendations to the Council after careful deliberation and refinement by the first Tuesday following the Block Council meeting. C. Develop a procedure for all Block Club activities. D Support the City-wide Beautification Plan. Goal ry Maintain effective relations with Block Groups through representation at Block Club meetings and events. A. Maintain a master calendar for Block Club activities, civic events, meetings, etc., for proper publicity. And make certain the information is received by the Citizens of Lynwood. B. Develop and host an awards and recognition program for Block Clubs and other organizations. (Project /Events) C. Conduct a city -wide Block Club forum to gather insights and information relative to Block Club needs and concerns. (Information) D. Promote Christmas decorations contest and host the awards program. (Program /Events) E. Promote an open house /City Fair conjunction with recruitment drive. (Membership) F Support a city -wide "Unity" festival for Block Clubs in each region. (Program /Events) G. Have advancement workshop for leadership of Block Clubs and other designated organizations. 1. Develop a district library /museum to be co- located in the community -based facility (Information) J Maintain use of bulletin boards location in the community -based facility. K. Have at least two (2) fund raisers such as a city -wide Block Club swap meet. (Program) L. Support a Recycling Program. M. Develop a consensus set of Block Club community "values ". (Membership) N. Promote a Block Club "Adopt A" program involving parks, streets, and school, etc., (Beautification) O. Operate a Block Council program on local cable network. H. Develop a Block Council scholarship plan.
