MINUTES

The Block Watch Captains met for their regular membership meeting on July 25, 1995,
6:30 p.m. at the Lynwood Activity Center, 3100 E. Imperial Highway, Lynwood, CA.
Eight (8) Block Watch Captains were in attendance. Staff present was Janice Thomas,
Administrative Aide. Deputy 17a`vid Haney of Century' 'Sheriff's Station was also present.
Ralph Davis, Director of Recreation and Community Services entered meeting at 7:00 p m.
I. CALL TO ORDER
Mr Percy Brown, Chairperson called the Block Watch Captain's meeting to order at
6:43 p.m.
H. INVOCATION
Captain Lopez led the group in prayer.
III. PLEDGE OF ALLEGIANCE
Captain Brown led the group in the Pledge of Allegiance.
IV. APPROVAL OF MINUTES
It was MOVED by Captain Lopez, SECONDED by Captain Law and CARRIED
unanimously to approve the minutes of the June 27, 1995 meeting of the
Black Watch Captains zs cored: ;. Z. - --
V. REPORT BY STAFF
Janice Thomas, staff announced the Gang Rally to be held at Ham Park, Saturday, July 29,
1995 at 12 noon; and the Grand Opening of the Metro Rail, Saturday, August 12, 1995,
11:00 a.m. - 2:00 p.m.
VI. OLD BUSINESS
The presentation was tabled until the next regularly scheduled meeting.

VII. NEW BUSINESS
After the announcement of the Gang Rally, the group expressed the interest in formulating
committees, presentations and forms to present recommendations to the City Council and
the community which included sheriff's quality of life issues (i.e., curfews); making people
accountable 'for their work, educating the public, questioning public officials (Town Hall
meetings).
After many considerations expressed during the discussion the following action was taken, it
was MOVED by Captain Law and SECONDED by Captain Lopez to organize a committee
and procedures for a Town Hall Meeting with the County Supervisors.
tan-p son° Frown asked for volunteers - to `work on the committee for the Town Hall
meeting. The following Captains volunteered: Captains, Law, Lopez, Garcia and McCleod.
More volunteers are needed for this committee and other committees.
Mr. Ralph Davis, Director of Recreation and Community Services addressed the group with
a request to develop a bilingual form for communications with drivers in case of a vehicle
accident. Deputy Haney explained that the Sheriff's Department could provide a standard
property damage form which could become a bilingual form. Mr. Davis would like for the
Neighborhood • Watch Captains to recommend this form to the City Council.
Captain Lopez conveyed his discord with the Homicide Division of the Sheriffs Department.
It was explained that the number of representatives from the Sheriffs Department are
prioritized within the city's budget. It was suggested that the Captains should prepare a
tickler file to be abreast of the city's workshops, events, seminars, etc. This will allow the
group to participate with any input that will affect the citizens of Lynwood.
Cap in Lopez announced that he had participated in the Sheriffs Citizen Academy, which
inclu ed class time and ride along with deputies. Also he would like for the Captains to
organize and meet with the municipal judge(s) to discuss issues relating to events that have
happened in the city of Lynwood. Deputy Haney informed the group that they should seek
and ask for the Presiding Chief Judge of the district.
VIII. PUBLIC ORAL COMMUNICA'T'IONS
Deputy Haney brought an article to the group about a slain neighborhood watch volunteer
He explained safe procedures for citizens to take when an altercation occur in the situation
as in the newspaper.
He announced that he is helping Lorry Torres with the Metro Green Line Grand Opening
and she is seeking volunteers to help on Saturday, August 12, 1995, please contact Ms.
Torres at city hall ext. 268

Chairperson Brown reinterated that all meetings would be bilingual if necessary

There being no further business, the meeting adjourned at 8:00 p.m. to the next regularly .

MINUTES
The Block Watch Captains met for their regular membership meeting on May 23, 1995,
6:30 p m. at the Lynwood Activity Center, 3100 E. Imperial Highway, Lynwood, CA.
Sixteen (16) Block Watch Captains were in attendance. Staff present was Jim Given, Project
Manager and Janice Thomas, Administrative Aide. Mayor Pro -Tem Heine_and Deputy David
Haney of Century Sheriff's Station were present.
I. CALL TO ORDER
Mr. Percy Brown, Chairperson called the Block Watch Captain's meeting to order at
6:40 p.m.
II. INVOCATION
Captain Lopez led the group in prayer.
III. PLEDGE OF ALLEGIANCE
Captain McLeod led the group in the Pledge of Allegiance.
IV. APPROVAL OF MINUTES
The approval of April 25, 1995 minutes was MOVED by Captain Lopez,
SECONDED by Captain McLeod and motion CARRIED.
V. REPORT BY STAFF
Jim Given, Project Manager announced the baseball tournament was scheduled for Friday,
May 25, and the Summer Day Camp Program will June- 12th.
VI. OLD BUSINESS
Chairperson Richards told the group that the committee had met and the Expo and S.K.I.P
was - moving in the right direction.' She gave details as to what the event would try and
capture for the community.
VII. NEW BUSINESS
Chairman Brown reiterated the fact that the Captains should make an effort to recruit other
person from your neighborhood to participate in loving thy neighborhood.

MINUTAS
Los Capitanes de la Vigilancia de.las Calles se reunieron para su
junta general de membresia el 23 de mayo de 1995 a la 6:30 p.m. en
el Centro de Actividades de Lynwood, ubicado en 3100 -E. Imperial
Highway, Lynwood CA.
Dieciseis '(16) fueron los Capitanes del Club de .las Called que
asistieron a dicha junta. Entre el personal presente estuvieron Jim
Given, Gerente de Proyectos y Janice Thomas, Asistente
Administrativo. E1 Alcalde Pro -Tem Heine y el Comisario David Haney
de La Estacion Century, tambien.asistieron.
I. CONVOCAR AL ORDEN
E1 Sr. Percy Brown, Presidente, convoco al orden a la junta -de
los Capitanes del Club de las Calles a las 6:40 p.m.-
II. APERTURA
E1 Capitan Lopez convoco al grupo en una oration.
III. JURAMENTO A LA BANDERA
La Capitan McLeod convoco al grupo para el Juramento a la
Bandera.
IV. APROBACION DE LAS MINUTAS
La MOCION de la aprobacion de la junta del 25 de,abril de 1995
fue realizada por el Capitan Lopez. Dicha motion fue SECUNDADA
por la Capitan McLeod y la motion se llevo a cabo.
V. INFORME DEL PERSONAL
Jim Given, Gerente de Proyectos anuncio que el torned de
beisbol se programo par el viernes 25 de mayo, y el Progiamd�
del Campamento de Verano durante el dia comenzara el -12 de
junio. I ,
VI. TEMAS PASADOS
E1 Presidente Richards comunico al grupo que el comite habia
tenido una junta y que la Exposition y el S.K.I.P. iban' por-
buen camino. Dio detalles respecto a to que el evento trataria
de hater y obtendria de la comunidad.

VIII. PUBLIC ORAL COMMUNICATIONS
Mr. Bobby Jones suggested that we .incorporate children into the program. After much
discussion, it concluded with the entire group supporting the fact that we must save the
children.
IX. ORAL COMMUNICATIONS BY BLOCK CAPTAINS
Mayor Pro -rem Heine announced that the Lynwood Fire Department would be at the Expo.
Adolfo Lopez, Captain stated that the Block Watch could create a video to obtain violators
within the City.
Captain Claude Law explained the complaint system of the city. He also stated that there
was a, backlog in the complaint division of the City Manager's office.
Mrs. Garcia, Captain had gone into the community to the businesses about the up keep of
their properties and she received a negative attitude from the businesses.
X. ADJOURNMENT
There being no further business, the meeting adjourned at 8:00 p.m. to the next regularly
scheduled meeting June 27, 1995.

E1 Senor Adolfo Lopez dijo que los Capitanes de las Calles
podrian llegar a crear un video para poder ver a.aquellds que
violen las leyes dentro de la Ciudad. '
E1 Capitan Claude Law dio una explicacion sobre.el sistema de
quejas de la Ciudad. Tambien comento que hay una gran.
acumulacion de quejas en la Division de.Quejas de la Oficina
del Administrador de la Ciudad.
La Capitan Garcia ha ido a la comunidad para observar el
mantenimiento de las propiedades y ha recibido una actitud muy
negativa de parte de los negocios comerciales.
X. LEVANTAMIENTO DE LA SESION
No habiendo mas temas que discutir, la junta concluyo a las
8:00 P.M. , para volverse a reunir en la siguiente junta
programada en horario regular el 27 de junio de 1995.
