Ilk I r . n � A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION OF THE CITY OF LYNWOOD Minutes of the March 23, 1995 Meeting CALL TO ORDER Commissioner White called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Pacheco led the Commission in the pledge of allegiance. ACKNOWLEDGMENT OF POSTING Mr. Valtierra acknowledged posting of the Traffic and Parking Commission agenda on March 20, 1995. ROLL CALL Commissioners William Cunningham, Rick Sanchez , Edward Pacheco, Rodney White answered roll call. Chairperson Margaret Bright arrived at 6:10 p.m. Also present was Christian Valtierra, Public Works Division Supervisor. APPROVAL OF MINUTES Commissioner Cunningham, made a motion to accept the minutes as written the motion was seconded by Commissioner Pacheco, and the minutes were approved unanimously. PUBLIC ORAL COMMUNICATION There were no Public Orals. SCHEDULED MATTERS Item 6. Traffic warning sign installation request, Lynwood Road at Bellinger, Lynwood Road at State Street and Lynwood Road and Lindbergh Avenue. Commissioner Cunningham requested that residents be notified by letter when approved matters pertain to their request. P , Commissioner White approved, and stated that intersection of Peach Street and Lynwood Road - Stop sign has graffiti and needs to be cleaned or replaced. Stop sign at State Avenue and Lynwood Road is faded and needs to be replaced. Commissioner White also inquired about the weight limit for trucks on Long Beach Boulevard would like to review throughout the City. Commissioner Cunningham, requested that a truck route study be made on Martin Luther King Jr. Blvd. and Alameda Street. Commissioner Cunningham moved to approve the item, Commissioner Sanchez seconded the motion. The item passed unanimously. INFORMATIONAL ITEMS The Public Works Monthly report for the Month of February, 1995 was attached for the commission review. 1. Atlantic Avenue Reconstruction Project 2. Public Works Corporate Yard 3. City Hall Re -Roof Project 4. Imperial Highway Median Island 5. Bus Shelters 6. Beechwood Street Lighting Project 7. Euclid Avenue Reconstruction 8. City Hall New Wing 9. Virginia Street Reconstruction 10. City Hall South Exit Parking Lot A.D.A 11. Storm Drain Improvement Project 12. Sandborn Avenue Widening Improvement The Traffic and Parking Commission were handed out a chart with status of TPC items approved by the Commission. Commissioners White and Cunningham reviewed and made the suggestion that the report be modified so that addresses can be added to the chart. Aside from that suggestion the Commission approved the chart. COMMISSIONER ORALS Chairperson Bright would like something to be done about pot holes on Carlin, and also suggested that either Prasine Martinez from Code Enforcement or Lorry Torres from Parking Enforcement attend a Traffic and Parking meeting and explain the duties of their departments. Commissioner White - problem with old tires through out the city is there a recycling program and where can Lynwood residents go to recycle tires. Also would like to know about where to take oil for recycling. Commissioner Sanchez stated that there are pot holes through out the City and that they are a problem. Commissioner Pacheco - stated for the record that the Environmental Impact Study for the new Lynwood High School on Imperial Highway, calls for six hundred and thirteen (613) parking spaces. However, the School District has only made plans for three hundred and fifty (350) spaces, of which they will only be allotted for faculty. He is concerned about the additional parking that will be needed for students, etc. on city streets. Commissioner Cunningham - problem on Virginia Avenue and Martin Luther King Jr. Boulevard, boundary line between Lynwood and South Gate, emergency vehicle calls, having problems distinguishing responsibility, so he would like some indication by sign to help residents when calling. Commissioner Cunningham would like a letter written to Lorry Torres regarding vehicles parked on front lawns and would also like to have an article written in the Lynwood Perspective regarding the same. Commissioners White and Cunningham, were concerned about no Sheriff's representative at TPC meeting would like staff to contact to make sure they attend next meeting. ADJOURNMENT There being no further business, Commissioner Pacheco made a motion to adjourn the meeting, Commissioner Sanchez seconded the motion. Proj., Phase III, No. 5 -5147 Project Description: The work consists of the reconstruction of pavement, construction of landscaped median islands, and installation of new street lighting system and fire hydrants. The proj. limits are on Atlantic Avenue from McMillan Street to Fernwood Avenue. Budget: $ 973,000 Project Status: Twenty one trees have been purchased to be planted in the median island. Sixty percent of decortive fence was installed. The flowers and landscape materials to be installed in median island have been ordered. 2. Public Works Corporate Yard Project Description: Construction of City facilities including completion of Building "A" (Water Division), Building "B" (Office & Warehouse), Building "C" (Lunch Room, Locker Room, Restroom) and construction of a portion of Building "D" (Garage, enclosed storage, City Vehicle Parking) at the Public Works Corporate Yard at 11750 Alameda. Budget: $360,000 Project Status: Concrete posts for the corporate yard front entrance gate, were sand blasted and painted. Iron work fence and gate was fabricated and installed. Access system and light fixtures were designed. 1 3 4 5 CITY HALL RE -ROOF, Projedt No. 5 -5148 Pro iect Description: The work consist of re- roofing of City Hall, welding construction of A/C pads. Condu -it and pipe rack, tempered insulation. Built up roofing and brick wall parapet. Repair project has been scheduled to be completed October, 1994. Budget: 100' General Fund Project Status All cii= :orKs were sealed and painted also corroded ducts were resheeted. New sheet metal was used for better drainage. ?roject is 100% complete and ready for turn over to Facility Maintenance. IMPERIAL HIGHWAY MEDIAN ISLAND PROJECT DESCRIPTION The Median Island is being modified, east of the City entry marker, starting from Duncan Avenue to the east City limit. The plans call for improving the esthetic appearance of Imperial Highway at the entrance of the City of Lynwood. Queen and iTexican Fan Palm trees will be planted. Ground covering will be planted and cobblestone paving and a wrought iron fence will also be installed. Budget: $ 57,000.00 PROJECT STATUS Street lighting and pilaster anchoring design above Long Beacz Freewav bridge is completed. Cal Trans has issued an encroachmer_t permit. Construction of the project will begin in the month of April. BUS SHELTERS PROJECT DESCRIPTION The work consists of installation of bus shelters, benches and liter receptacles and brick pavers. Two trees to each shelter at various locations through the City. A total of 50 shelters will be installed. Work is being done by City crews hired as part of the Youth Training Program. Budget: S 418,745.00 0i I G 7. 3 PROJECT STATUS Forty four '44) sidewalk locations have been broken. Crews are in process of installing -base material, pouring of foundations and laying of bricks at various sites. BEECiIWJOD TREET LIGHTING PROJECT PRO::3C 2 : RIPT10 14 Project c_oasists of installing one hundred and nine (109) marbel -te poles, in an area bounded by Martin Luther King Jr ooalevard and Atlantic Avenue to Beechwood Avenue. Budget: $282,003.00 PROJECT STATUS The foundation work is being done by local youth, and is currently in progress. All undergrown electrical conduits are also in process being done by California Electrical Serv..ce. EUCLID AVENUE R'E'CONSTRUCTION PROJECT D ES CRIP TION The work consists of reconstruction of Euclid Avenue from Long Beac:! Bo.:levard and Alpine, Oak Avenue to Orchard. Budget: $ 47,000.00 PROJ ECT S ^t-TUS Project has been awarded to the lowest bidder, J.H. Rental Inco-porated, to begin second week of April. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING) PROJECT DESCRIPTION Old Sheriff's Station building will be remodeled as a new wing to the City Hall, to be used by Public Works and Community Development Departments in the future. The work cons-s of architectural, mechanical, electrical, and structural design followed by related construction work. Budget: 3 Under Review 3 PROJECT STATUS Los Angeles County has been contacted to identify the ownership of underground tanks. Some obsolete items have been removed from the building. 9. VIRGINIA STREET RECONSTRUCTION Project Description: The work consists of the reconstruction of pavement, curb and gutter, sidewalk and driveway approach. The project limits are on Virginia Street from Long Beach Boulevard to School Street. Budget: $ 61,000 Project Status: The bid opening was held on March 9, 1995. The project was awarded to Civil Works Corp. on March 21,1995, construction to begin mid April. 10. CITY HALL SOUTH EXIT AND PARKING LOT A.D.A. IMPROVEMENT Project Description The work consists of construction of a wheel chair ramp for City Hall South exit and also stripping for reserved parking stalls as A.D.A. improvement to City Hall. Project Status Ramp railings were installed on wheel design of second phase of this project was approved for construction. Stripping of stalls for the disabled was completed. 11. STORM DRAIN IMPROVEMENT PROJECT Project Description chair ramp. The completed reserved and parking Water ponding on Long Beach Boulevard and Louise Street from extra flow on Long Beach Boulevard due to I -105 freeway construction. Caltrans agreed and designed storm drain system at their expense. They will be funding the construction of the project. Budget: $80,000.00 4 12 Project Status Long Beach Boulevard from Louise to Josephine Street specs have been finalized. Conflicting utilities will be relocated by authorized- agencies. Construction of the project will begin in the Month of May. SANDBORN AVENUE WIDENING The work consists of widening of Sanborn Avenue 5 feet between alley and Long Beach Boulevard, it consists of new sidewalk, curb and gutter, wheel chair ramp and pavement. Budget: PROJECT STATUS Concrete work, pavement and stripping has been completed. The relocation of Edison Poles is scheduled for second week in April.
