OF THE CITY OF LYNWOOD
Minutes of the February 23, 1995 Meeting
CALL TO ORDER
Meeting called to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Commissioner Cunningham led the Commission in the pledge.
ACKNOWLEDGMENT OF POSTING
Mr. Valtierra acknowledged posting of the Traffic and
Parking Commission agenda on February 23, 1995.
ROLL CALL
Chairman Bright, Vice Chairman Rodney White and Commissioner
Pacheco answered roll call. Commissioner Rick Sanchez was
absent. Also present was Deputy Bryant, Sheriffs Department
and Christian Valtierra Public Works Division Supervisor.
APPROVAL OF MINUTES
Commissioner Cunningham moved to approve the minutes and
Commissioner Pacheco seconded the motion.

SCHEDULED MATTERS

Chairman Bright said she did a field survey with
Commissioner Sanchez. They visited all the neighbors to see
if anyone was opposed and they all said no. Cunningham asked
if they owned a car. Commissioner Pacheco asked if the
Commission could give a permit to the applicant even if they
do not own a car. He was informed that at least one person
is disabled in the vehicle they can be issued a handicapped
permit.
Commissioner White asked what was meant by extended or
illegal family in the letter. Resident responded by saying

that Code Enforcement had been notified about people living
in garages but nothing has been done yet and it has been at
least two years.
Commissioner Cunningham inquired about a resident who uses a
walker to walk up her driveway, but needs to use a
wheelchair. She needs to start by removing or widening her
entrance. Bushes need to be removed and the entrance would
need to be widened by removing fence /gate.
Cunningham says the commission will be inspecting the gate
to make sure they follow up. Pacheco agreed Commissioner
White seconded the motion all agreed unanimously.
INFORMATIONAL ITEMS
The Public Works Monthly Report for the month of January,
1995 was attached for the commission review.
The Commision was also given a brief overview of the current
CIP Projects. They include:
1. Atlantic Avenue Reconstruction Project.
2. New Public Works Yard.
3. City Hall Re -Roof, Project
4. Imperial Highway Median Island.
5. Bus Shelters.
6. Beechwood Street Lighting Project.
7. Euclid Avenue Reconstruction.
8. City Hall New Wing.
9. Virginia Street Reconstruction.

Commissioner Orals
Commissioner Pacheco - None
Commissioner Cunningham - Would like a sytem to track and
monitor the items that have been passed. Need to know that
items such as California /Fernwood stop signs have been
done.
Commissioner White - Asked the Sheriffs Department what he
needs to do to get new tag since his was stolen. The
Sheriff Department told him to go to DMV pay $10.00 to
cover cost of sticker. Deputy Bryant informed him he did not
have to buy the sticker again but that you could get a
citation for not displaying proper tags.
Chairman Bright - None.
Commissioner Pacheco - None.

There being no further business, Commissioner Pacheco made a
motion to adjourn the meeting, Commissioner Cunningham
approved to close the meeting.

SUBJECT: Traffic Warning Sign Installation Request,
Lynwood Road at Bellinger, Lynwood Road at State.Street
and Lynwood Road at Lindbergh Avenue.
PURPOSE
To recommend that the Traffic and Parking Commission review the
field survey and support staff's recommendation to install the
proposed traffic warning signs at various locations on Lynwood
Road.
BACKGROUND
Complaints have been received regarding heavy trucks that have
been observed traveling east bound on Lynwood Road from State
Street towards Long Beach Blvd. The problem is that once the
trucks reach Lindbergh Avenue, they realize that Lynwood Road
does not go through onto Long Beach Blvd. and must turn around.
The complainants say that these trucks have trouble backing and
turning back due to their size. In addition, this area of
Lynwood Road is not designated as a truck route.
ANALYSIS
Staff conducted a field survey of the area and recommend that two
(2) new signs be installed as well as upgrading an existing sign
to improve traffic safety in the area as follows:
1. Install a weight limit sign on Lynwood Road at Bellinger
Street for eastbound traffic.
2. Install a weight limit sign at Lynwood Road at State Street
for eastbound traffic.
3. Replace an existing graffitied 24" x 24 ", " Not A Thorough
Street" sign with a 36" x 36" sign on Lynwood Road at
Lindbergh for eastbound traffic.
4. For the Sheriff's Department to conduct selective
enforcement against trucks /vehicles failing to obey the
weight limitations signs and to report back to the Traffic
and Parking Commission on the effects on this effort.
RECOMMENDATION
To recommend that the Traffic and Parking Commission review the
field survey and support staff's recommendation to install the
proposed traffic warning signs at various locations on Lynwood
Road.

Project Description:
The work consists of the reconstruction of pavement,
construction of landscaped median islands, and installation
of new street lighting system and fire hydrants. The proj.
limits are on Atlantic Avenue from McMillan Street to
Fernwood Avenue.
Budget: $ 973,000

IMPERIAL HIGHWAY MEDIAN ISLAND
PROJECT DESCRIPTION
The Median Island is being modified, east of the City entry
marker, starting from Duncan Avenue to the east City limit.
The plans call for improving the esthetic appearance of
Imperial Highway at the entrance of the City of Lynwood.
Queen and Mexican Fan Palm trees will be planted. Ground
covering will be planted and cobblestone paving and a
wrought iron fence will also be installed.
Budget: $ 67,000.00

PROJECT DESCRIPTION

crews hired as part of the Youth Training Program.

Forty four (44) sidewalk locations have been broken. Crews
are in process of installing base material, pouring of
foundations and laying of bricks at various sites..
6. BEECHWOOD STREET LIGHTING PROJECT
PROJECT DESCRIPTION
Project consists of installing one hundred and nine (109)
marbelite poles, in an area bounded by Martin Luther King
Jr. Boulevard and Atlantic Avenue to Beechwood Avenue.
Budget: $282,003.00
PROJECT STATUS
All the plans have been approved. Construction scheduled
to begin last week in March.
7. EUCLID AVENUE RECONSTRUCTION
PROJECT DESCRIPTION
The work consists of reconstruction of Euclid Avenue from
Long Beach Boulevard and Alpine, Oak Avenue to Orchard.
Budget: $ 47,000.00
PROJECT STATUS
Design work has been completed and project is in the bid
process.
8. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING)
PROJECT DESCRIPTION
Old Sheriff's Station building will be remodeled as a new
wing to the City Hall, to be used by Public Works and
Community Development Departments in the future. The work
consists of architectural, mechanical, electrical, and
structural design followed by related construction work.

ownership of underground tanks. Some obsolete items have
been removed from the building.
9. VIRGINIA STREET RECONSTRUCTION
Project Description:
The work consists of the reconstruction of pavement, curb
'and gutter, sidewalk and driveway approach. The project
limits are on Virginia Street from Long Beach Boulevard to
School Street.
Budget: $ 61,000
Project Status:
Project was approved and advertised. The bid opening will
be on March 9, 1995.
10. CITY HALL SOUTH EXIT AND PARKING LOT A.D.A. IMPROVEMENT
Project Description
The work consists of construction of a wheel chair ramp for
City Hall South exit and also stripping for reserved parking
stalls as A.D.A. improvement to City Hall.
Project Status
New concrete ramp and stairs were constructed in front of
the City Hall south exit. Hand railing has been ordered.
Second phase of the job will consist of seating area which
is under final construction design process.
11. STORM DRAIN IMPROVEMENT PROJECT
Project Description
Water ponding on Long Beach Boulevard and Louise Street from
extra flow on Long Beach Boulevard due to I -105 freeway
construction. Caltrans agreed and designed storm drain
system at their expense. They will be funding the
construction of the project.
Budget: $80,000.00

finalizing specs and utility conflicts. Project to be
advertised mid March to start construction beginning of May.
12. SANDBORN AVENUE WIDENING
The work consists of widening of Sanborn Avenue 5 feet
between alley and Long Beach Boulevard, it consists of new
sidewalk, curb and gutter, wheel chair ramp and pavement.
Budget:

The project is under construction, the removal of existing
pavement and asphalt has been completed.

1. General Administrative Projects:
A. Submitted February, 1995 Complaint Summary. A total of
twelve (12) complaints were received for the
Department of Public Works. _ All complaints were
addressed and routed to the proper divisions for
resolving.
B. Continued to work with HUB Cities, the County of Los
Angeles, and Downey Volunteer Center to provide work
experience to one HUB Cities student worker and several
General Relief Workers.
C. Prepared agenda /items for and attended, Traffic and
Parking Commission meeting held on February 23, 1995.
D. Worked with the Engineering Division to continue the
Youth Training Program that consists of the hiring of 25
local youth hired to work on Bus Shelters, Imperial
Highway Median Island Project, and commercial and
residential street lighting projects.
E. Prepared and sent out Public Works Monthly Report for
January, 1995.
F. Assisted in preparation of various City Council Items.
G. Gathered information, prepared and submited various
tree grant proposals to State, Department of Forestry
and Fire Protection.
General Office tasks:
The Public Works Administration Division is responsible for
providing general support to all other Public Works Divisions.
This includes complaint processing, time - sheets, mailing of
parcel and utility maps; typing of Council Items and Resolutions,
memos, filing and handling over the counter information.

6. Respond to resident complaints, respond to work orders and

7. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ student workers and make
available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the Department of Public Works.
