ACKNOWLEDGMENT OF POSTING Mr. Valtierra acknowledged the posting of the Traffic and Parking Commission agenda on September 25, 1995. ROLL CALL Commissioners Margaret Bright, Rodney White, Rick Sanchez and William Cunningham answered roll call. Commissioner Edward Pacheco was not present. Also present were Deputy Tim Bryant from the Sheriff's Department and Christian Valtierra, Public Works Division Supervisor. APPROVAL OF MINUTES Commissioner Margaret Bright made a motion to accept the minutes as written, Commissioner Rodney White seconded motion and the minutes were accepted as written. PUBLIC ORAL COMMUNICATION Ms. Edith Fleming, a resident of 10912 Mallison Avenue, Lynwood, California addressed the Commission regarding the parking problem on Mallison Avenue caused by parents and staff of Roosevelt School, located at 10835 Mallison Avenue, Lynwood. Ms. Fleming, stated that when parents pick up their children they double park and block both side of street and that this may cause a problem if an emergency vehicle is needed in the area. Commissioner Bright stated that there were approximately 1,500 students attending that school and inquired if this problem was an ongoing problem. Ms. Fleming stated that this is a constant problem during school hours. Commissioner Cunningham stated that he thought the problem had come up in the past and had been resolved. He asked Ms. Fleming if she knew what could resolve this problem. Ms. Fleming did not have a resolution to the problem. 1 • • Deputy Bryant stated that he would have a unit patrol the area at 2:40 to 3:15 PM to cite vehicles that were in violation. He also stated that Lorry Torres should be notified to have Parking Enforcement work together with Sheriff's department. ' Commissioner Cunningham asked staff to write a letter to the school identifying the problem and to work with their staff to resolve the parking problem. Commissioner White suggested that if there could be a designated pick up areas for students. This way parents would not have to park their cars and wait for their children throughout the street. Chairperson Bright thanked Ms. Fleming for coming and stated that sheriff's Department would patrol two or three time a day and staff would do a study to try to resolve problem. SCHEDULED MATTERS Item 6. Stop sign request at Oak Avenue and Orchard Avenue. Staff showed slides of the area where the stop sign is being requested, and stated that there have been no accidents at this location within the past 12 months. Commissioner White felt that a stop sign was needed for the safety of school children during school hours. Commissioner Bright made a motion to review the requested Stop sign with the City of Compton and bring back at another time. Commissioner Cunningham seconded the motion and all voted in favor to review the request with the City of Compton. Item 7. St. Francis Medical Center request for Traffic Signal at Martin Luther King Jr. Boulevard at Arval Avenue. Commissioner Cunningham stated tkiat new signs looked O.K. and he agreed that a signal is not the answer. But he felt that the area still looked the same and needs improvement. Staff explained to Commission, that in the past three years that has only been one accident and that due to the urgency of request by Commission, Public Works made the changes to location, instead of Facility Maintenance. Staff showed slides of location and stated that a signal was not recommended. Commissioner Sanchez requested information on the accident that happened in July. Deputy Bryant explained that the motorist was using his car phone and did not see pedestrian crossing until it was too late. Commissioner White stated that motorist should see something to make them aware of the crosswalk. 2 L Commissioners White and Bright agreed that a flashing beacon or signal might help resolve the problem. Staff stated that their conclusion was that the location has been marked clearly and due to the fact that there has only been one accident in past three years, the location should be left as is and would do another study in six months. Chairperson Bright made the motion for staff to observe the location for the next three months and review it with the commission at that time. Commissioner Sanchez seconded motion. It was unanimous to review the location in three months. Item S. Traffic signal installation request at Long Beach Boulevard and Louise Street. Staff presented the Commission with slides of intersection and explained the options of installing a fence in middle of island or a traffic signal. Commissioner Bright made a motion to agree with staff to install a traffic signal at that location. The motion was seconded by Commissioner White. All voted in favor of staffs recommendation. INFORMATIONAL ITEMS The Commission was given a brief status of the following CIP's: 1. Atlantic Avenue Reconstruction Project 2. Public Works Corporate Yard 3. Bus Shelters 4. Beechwood Street Lighting Project 5. City Hall new Wing 6. City Hall South Exit Parking Lot A.D.A. Improvement 7. Storm Drain Improvement Project 8. Josephine Avenue 9. Thorson Avenue The Traffic and Parking Commission was also given a.copy of the Public Works Monthly Report for August, 1995 for their review. ITEMS FOR FUTURE CONSIDERATION The Traffic and Parking Commission reviewed items for future consideration. Division Supervisor Stop Sign Request Oak Avenue and Orchard Avenue To recommend that the Traffic and Parking Commission review the traffic engineering investigation and support staff's recommendation to continue with the present operation of the intersection of Oak Avenue and Orchard Avenue and to implement the proposed 4 point traffic safety enhancement program. BACKGROUND: A request has been received from the City Managers Office to investigate the possibility of providing a Stop sign for west bound traffic on Orchard Avenue at Oak Avenue. On September 28, 1995, the Traffic and Parking Commission reviewed this item and requested that Staff review this item with the City of Compton and bring it back to the commission at its next meeting. Staff has reviewed the request and warrants for the Stop Sign installation along with accident history and exiting field conditions. Accidents: No reported accidents during the past 12 months according to the Lynwood Sheriff',s Department. Street widths: Oak Avenue - 25 feet Orchard Avenue - 25 feet Visibility: Oak Avenue - N/B good S/B good Orchard Avenue - W/B good Unusual Conditions: Oak Avenue: None Orchard Avenue: None Item No. 6 Type of Intersection: "T" intersection. Type of Street: Oak Avenue: Orchard Avenue Speed Limits: Oak Avenue: Orchard Avenue: ANALYSIS: Local Street Local Street 25 mph prima facie. 25 mph prima facie. The warrants for STOP sign are based on a number of factors. The following conditions may warrant a STOP sign installation: 1 On the less important road at its intersection with a main road where application of the normal right of way rule is unduly hazardous as evidenced by accidents susceptible to- correction by STOP signs. This warrant is not met. There are no reported accidents. 2. On a county road or a city street at its intersection with a state highway. This warrant is not met. Oak Avenue is not a state highway. 3. At the intersection of two main highways. The highway traffic to be stopped depends on approach speeds, volumes, and turning movements. This warrant is not met. Neither street is a "main highway." 4. 5 .On a street entering a legally establish through highway or street. Oak Avenue is not a "legally established through highway or street." On a minor street where the safe approach speed to the intersection is less than 10 miles per hour. This warrant is met as the safe approach speed is 9 mph, however, this alone does not warrant a STOP sign. Item No. 6 6. At an unsignaled intersection in a sign• zed area. This warrant is not met. Both streets are local streets, and the area is not a signalized area. 7. At other intersections where a combination of high speed, restricted view, and accident record indicates a need for control by STOP sign. This warrant is not met. No unusual conditions. Although warrant number 5 (five) is met, Chapter 4, section 21800 (b)(1) of the California Vehicle Code states: "when two vehicles enter an intersection from different highways at the same time, the driver of the vehicle on the left shall yield the right of way to the vehicle on his or her immediate right, except that the driver of any vehicle on a terminating highway [Orchard Avenue] shall yield the right of way to any vehicle on the intersecting continuing highway [Oak Avenue] ". Therefore, based on the above information, staff recommends that the intersection should continue operating in its present as the intersection is operating safely as there are no reportable accidents for this intersection according to the Lynwood Sheriff's Department. However, staff recommends that the following 4 point program be implemented to enhance traffic safety in the area: 1. Clean /replace all faded Street Sweeping /No Parking signs in general area. 2. Install "T" intersection ahead warning sign (sign W 7) for west bound traffic on Orchard Avenue. 3. Install double headed arrow paddle sign on Oak Avenue at Orchard Avenue (sign W 56). 4. For the Sheriff's Department to conduct selective enforcement against speeding vehicles and report back to the Traffic and Parking Commission on the effects to this effort in three months. Staff has contacted the City of Compton's Engineering Department regarding this matter. Since the intersection lies entirely within the City of Lynwood, it is expected that there would not be many comments from the City of Compton regarding the proposed study. When the City of Compton replies to our request for review, staff will bring back this item to the Commission for its review. Item No. 6 9 0 RECOMMENDATION: Therefore, it is recommended that the Traffic and Parking Commission review the traffic engineering investigation and support staff's recommendation to continue with the present operation of the intersection of Oak Avenue and Orchard Avenue and to implement the proposed 4 point traffic safety enhancement program. Murga P.E., Director of Public Works/ Ted Semaan, Civil Engineering Assistant ((jJ SUBJECT: Long Beach Boulevard and Louise Street PURPOSE To recommend that the Traffic and Parking Commission review the proposed installation of a landscaped median island and fence on Long Beach Boulevard between I -105 Freeway and Josephine Street. BACKGROUND At its meeting of September 28, 1995, the Traffic and Parking Commission reviewed and recommended that a traffic signal be installed at the intersection of Long Beach Boulevard and Louise Street, (see attached Traffic and Parking Commission Item). Since then, the City Council has requested to have the Traffic and Parking Commission review the traffic safety of the area again, and investigate the extension of the median islands on Long Beach Boulevard from I -105 Freeway to Josephine Street, through this intersection and install a fence in the middle of the median to prevent pedestrian crossings. ANALYSIS Staff has investigated the installation of a fence in the center of the median by contacting the City of Los Angeles Department of Transportation, Los Angeles County Department of Public Works, AAA Traffic Engineer, the City of Paramount and Caltrans. The agencies contacted agreed that this a good idea in preventing pedestrian accidents, if there are traffic signals with controlled pedestrian crosswalks on both ends of the fenced median. Currently there are no pedestrian crosswalks between Sanborn Avenue and Josephine Street, north and south of the I -105 freeway respectively, a distance of 2,560 feet. The City has requested from Caltrans to install pedestrian signals and crosswalks at the existing signalized on /off ramps on both sides of the I -105 Freeway, see attached letter. Item No. 7 Therefore, if Caltrans approves and installs the pedestrian signals and crosswalks as requested by the City, then extending the median islands through Louise Street and installing a fence in the middle of the median would be a feasible solution in enhancing pedestrian safety at this area. It is recommended that the Traffic and Parking Commission support the extension of the median islands on Long Beach Boulevard through Louise Street with the installation a fence in the middle of the median and make a recommendation to City Council. In addition, since there is no available funding for this project, it is recommended that the Traffic and Parking Commission request that the Lynwood Redevelopment Agency fund these improvements. Superviso SUBJECT: Traffic Signal Installation Request Long Beach Blvd and Louise Street PURPOSE To recommend that the Traffic and Parking Commission review the proposed installation of a traffic signal at the intersection of Long Beach Boulevard and Louise Street. At its regular meeting on January 15, 1991, the City Council directed staff to install a traffic signal at the subject - intersection of Long Beach Boulevard and Louise Street. On February 11, 1991 the Lynwood Traffic and Parking Commission reviewed the City Council's request and recommended the installation of a traffic signal at that location. On February 19, 1991, the City Council adopted resolution No. 91 -21, ordering the installation of a traffic signal at the intersection of Long Beach Boulevard and Louise and making the necessary fund appropriation transfer to fund the traffic signal installation. Plans and specifications were prepared, however, subsequently, the funding for the signal was reappropriated to other projects. At it's meeting of September 19, 1995, the City Council requested that traffic and pedestrian safety issues be reviewed for the intersection of Long Beach Blvd. and Louise Street. ANALYSIS At its meeting of February 11, 1991, the Traffic and Parking Commission reviewed a traffic investigation conducted by the City Engineer. At that time, two warrants for installing the traffic signal as set per chapter 9 of the State of California Department of Transportation, Traffic Manual were met. It was also noted that three out of the four accidents for the period of October 1, 1989 - September 30, 1990 were correctable by installing a traffic signal. (AT W MG-NiT I r' 0 0 On September 21, 1995 staff conducted a traffic investigation and ran the warrants for a traffic signal. Two warrants for installing the signal were met. In addition there were five accidents out of nine that were correctable by a traffic signal at that location for the period of March 1994 - March 1995. Construction of the Glenn Anderson I -105 Freeway interchange with Long Beach Boulevard resulted in the removal of the traffic signal and the closing of Lynwood Road. Subsequently the crossing guard was relocated to the signalized intersection of Long Beach Boulevard and Josephine Street. RECOMMENDATION It is recommended that the Traffic and Parking Commission support the installation of a traffic signal at the intersection of Long Beach Boulevard and Louise Street and made a recommendation to City Council. Prior to the construction of the I -105 Freeway, the intersections of Lynwood Road at Long Beach Boulevard and =ernwood Avenue at Long Beach Boulevard were signalized intersections with marked crosswalks. Currently, there is no pedestrian crossing `_or a distance of 2,560 feet. The nearest place to cross Long Beach Blvd. north of the freeway is 850 ft. at Sanborn Avenue. The nearest place to cross south of the freeway is 750 ft. at Josephine Street. Therefore, the City hereby requests the installation of controlled pedestrian crossing, painted crosswalks and pedestrian signal heads on Long Beach Blvd. at the existing north and south signals at the on /off ramps to the Glenn Anderson Freeway. Proj., Phase III, No. 5 -5147 Proiect Description: The work consists of the reconstruction of pavement, construction of landscaped median islands, and installation of new street lighting system and fire hydrants. The proj. limits are on Atlantic Avenue from McMillan Street to Fernwood Avenue. Budget: $ 973,000 Proiect Status: Project was completed and is ready to turn over to Facility Maintenance Division. 2. Public Works Corporate Yard Proiect Description: Construction of City facilities including Building "A" (Water Division), Building Warehouse), Building "C" (Lunch Room, Locker and construction of a portion of building "D enclosed, City Vehicle Parking) at the Corporate Yard at 11750 Alameda. Budget: $360,000 completion of "B" (Office & Room, Restroom) (garage) , Public Works Proiect Status: Two exterior handicap parking stalls were marked out, one for a Van and the other for a car., They were fitted with the necessary A.D.A. requirements. 3. BUS SHELTERS PROJECT DESCRIPTION The work consists of installation of bus shelters, benches and liter receptacles and brick pavers. Two trees to each 1 shelter at va�us locations through the �y. A total of 50 shelters will be installed. Work is being done by City crews hired as part of the Youth Training Program. Budget: $ 418,745.00 PROJECT STATUS Forty eight (48) benches and, forty eight (48) shelters have been installed, cutting of brick is in progress. 4. HEECHWOOD STREET LIGHTING PROJECT PROJECT DESCRIPTION Project consists of installing one hundred and nine (109) marbelite poles, in an area bounded by Martin Luther King Jr. Boulevard and Atlantic Avenue to Beechwood Avenue. Budget: $282,003.00 PROJECT STATUS Project has been completed. 5. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING) PROJECT DESCRIPTION Old Sheriff's Station building will be remodeled as a new wing to the City Hall, to be used by Public Works and Community Development Departments in the future. The work consists of architectural, mechanical, electrical, and structural design followed by related construction work. Budget: $ Under Review PROJECT STATUS Project is presently on hold. 6. CITY HALL SOUTH EXIT AND PARKING LOT A.D.A. IMPROVEMENT Project Description The work consists of construction of a wheel chair ramp for City Hall South exit and also stripping for reserved parking stalls as A.D.A. improvement to City Hall. Project Status Kiosk design is under consideration and two trash cans have been ordered. Also an additional railing was installed. E 0 7. PENN STREET RECONSTRUCTION Project Description Project consists of reconstruction of curb and gutter, drive approaches, sidewalks, wheel chair ramp, widening the curb returns, lowering the water services and street pavement and improvement. Budget: $100,000.00 Project Status Concrete work is in progress. 8. JOSEPHINE AVENUE PROJECT DESCRIPTION This project consists of installing curb, gutter and sidewalk between second Avenue and Third Avenue. Currently there is no curb gutter or sidewalk in this area. Budget: $40,000.00 PROJECT STATUS Project has been completed. 9. MARTIN LUTHER KING JR. AND IMPERIAL WIDENING PROJECT PROJECT DESCRIPTION This project consists of widening of curb return at North end corner of Martin Luther King and Imperial Highway, lowering sewer manhole relocation of traffic signal and striping. Budget: 30,000.00 PROJECT STATUS The project has been completed. 10. DUNCAN AVENUE - PAVEMENT IMPROVEMENT PROJECT PROJECT DESCRIPTION The project consist of reconstruction of pavement along Duncan Avenue from Josephine Street to Lavinia Avenue. 3 Budget: $45. 0.00 PROJECT STATUS 0 The project has been awarded to J.H. Rental Inc. The construction will be started next month. 11. OSGOOD AVENUE AND 112TH AVENUE - PAVEMENT IMPROVEMENT PROJECT PROJECT DESCRIPTION The'project consists of overlaying the Osgood Avenue and 112th Avenue. Budget: $40,000.00 PROJECT STATUS The advertisement for the project has already been published. The construction of this project will be starting in the month of October. 12. SANTA FE STREET MEDIAN ISLAND Project Description: Existing concrete pavement median island, reconstructed for a landscaped median island. The median island will have eleven palm trees, y6yellow flowers and solar automatic irrigated system. Volunteers from the area will do the labor part of this project. Budget: Proiect Status All concrete was broken and hauled away. Queen trees are on order. Plans and specs for the work are completed. Worked with the Engineering Division to continue the Youth Training Program that consists of the hiring of 15 local youth hired to work on Bus Shelters, Imperial Highway Median Island Project, and commercial and residential street lighting projects. E. Prepared and sent out Public Works Monthly Report for August, 1995. F. Assisted in preparation of various City Council Items. General Office tasks: The Public Works Administration Division is responsible for providing general support to all other Public Works Divisions.
