OF THE CITY OF LYNWOOD
Minutes of the July 27, 1995 Meeting
CALL TO ORDER
Vice - Chairperson Rodney White called the meeting to order at 6:00
p.m.
PLEDGE OF ALLEGIANCE
Commissioner Cunningham led the Commission in the pledge of
allegiance.
ACKNOWLEDGMENT OF POSTING
Mr. Valtierra acknowledged the posting of the Traffic and Parking
Commission agenda on July 24, 1995.
ROLL CALL
Commissioners William Cunningham, Edward Pacheco, Rodney White,
Rick Sanchez answered roll call. Chairperson Margaret Bright
was not present. Also present were Deputy Tim Bryant from the
Sheriff's Department and Christian Valtierra, Public Works
Division Supervisor.
APPROVAL OF MINUTES
Commissioner Edward Pacheco made a motion to accept the minutes
as written, Commissioner Rodney White seconded motion and the
minutes were accepted as written.
PUBLIC ORAL COMMUNICATION
Mr. Robert W. Walters P.E., Vice President, Facilities,
St. Francis Hospital asked to speak to the commission regarding
Item #6 Request for Drive Approaches on Cesar Chavez Drive and
Item #7 Installation Of Traffic Signal on Martin Luther King Jr.
Boulevard. Both items were discussed, in detail, and Mr. Walters
was asked to remain at the meeting to further discuss items
during Scheduled Matters.
Mr. Robert Hayes Jr., 4610 Rayborn St., Lynwood, California 90262
addressed the Commission regarding Item #8 Handicap Parking
Space Request. Commissioner White acknowledged his request and
asked Mr. Hayes to remain for Scheduled Matters for the outcome
of his request.

SCHEDULED MATTERS
Item 6. St. Francis Medical Center, Request for Drive Approaches
on Cesar Chavez Lane.
The Commission was shown slides of Cesar Chavez Lane and an
aerial photograph of the proposed site of the proposed drive
approaches. The Commission was also given diagrams and
presented with a traffic study provided by St. Francis Hospital.
Commissioner Cunningham stated that traffic going east on Martin
Luther King Jr. Boulevard could cause a hazard for emergency
vehicles turning left to Cesar Chavez Lane.
Commissioner Pacheco explained that when events are held at the
park, emergency vehicles entering at that location would pose a
danger to park patrons..
Commissioner White asked Mr. Walters if hospital staff were on
staggered shifts or were willing to use shuttle parking to
eliminate traffic congestion upon leaving facility instead.
Commissioner Sanchez stated a concern for public safety and
stated that Commission should go to the location as a group to
better understand and see the area in question. Afterwards, the
Commission, at it's next meeting, could make an informed
decision.
There being no further discussion, Commissioner Cunningham made
a motion to go to location with the Commission as a group and
to discuss alternatives and solutions at next traffic and
parking meeting in August. Commissioner Pacheco seconded the
motion, and the motion was approved unanimously. Commissioner
White asked staff to set up date and time and to notify
Commissioners.
Commissioner White, requested that the Commission go to Item #8,
Handicap Parking request, due to the fact that resident was in
attendance.
Item 8. Handicap Parking Space Request, 4610 Rayborn Street.
The Commission was shown slides of area where the parking space
was being requested.
Commissioner Cunningham inquired if Mr. Haynes had access from
the garage to a back door of the home. Mr. Haynes stated that he
did, but stairs leading up to the house from the garage made it
difficult to use.
Commissioner Sanchez stated that he had spoke to the neighbors on
Mr. Hayes block regarding the request and that they had no
objections.
Commissioner Pacheco made a motion to approve the request,
Commissioner Sanchez seconded the motion and motion was approved
unanimously.
Item 7. Traffic Signal Installation Request by St. Francis
at Martin Luther King Jr. Boulevard and Arval
The Commission was shown slides and aerial photos of the
locations where a traffic signal was being requested. The
Commission was informed that no other accidents had occurred in
thee area prior to the June 22, 1995 accident.
Commissioner Cunningham suggested that exaggerated crosswalks be
painted on street as indicators to acknowledge pedestrian traffic
crossing. He was told that staff would check with other cities
and the county to get their standards and paint the walks
accordingly.
Commissioner Pacheco asked that even if a signal was warranted,
which he doubted, who would be responsible for the financial
portion of this item.
Mr. Walters stated that St. Francis would be responsible, or at
least contribute as much as they could.
Vice - Chairperson White stated that a traffic signal was not
warranted due to the signalized intersection at Martin Luther
King Jr. Blvd and Imperial Hwy and perhaps additional signs
could be a better solution.
Commissioner Sanchez agreed with Commissioner Cunningham that
perhaps painting the crosswalk with bright colors or exaggerated
crosswalks be painted to help.
Deputy Bryant, stated that residents should be made aware of
false since of security that crosswalk provide. He stated a
pedestrian safety program as mentioned by Commissioner Cunningham
would be a better idea than a signal.
Mr. Walters from St. Francis suggested that instead of a traffic
signal, that the Commission consider some sort of flashing beacon
or warning device.
Commissioner White made a motion to perform the intersection
improvements to repaint crosswalks, upgrade pedestrian crossing
signs to larger ones and review intersection traffic signal
warrants for a traffic signal and bring back the item to the
Commission at it's next meeting. Commissioner Pacheco seconded
the motion and the item passed unanimously.
Item No. 9 Intersection Improvement - Review of No Right Turn
on Red at Norton /Martin Luther King Jr./
San Luis Avenue
The Commission was presented with slides and information
regarding the intersection of Norton /Martin Luther King Jr. /San
Luis Avenue.
Commissioner Cunningham inquired what the time frame would be for
staffs recommendations to be completed and was told it should be
only a few weeks since signs needed to be ordered etc.
Commissioner White stated that new signs, with larger lettering
would be beneficial.
Commissioner Sanchez said that the improvement will greatly
improve the intersection and that the signs currently there do
need to be replaced due to age and wear and tear.
Commissioner White made a motion to accept the intersections
improvement measures as recommended. Commissioner Pacheco
seconded the motion and the item passed unanimously.

The Traffic and Parking Commission was also given a copy of the
Public Works Monthly Report for June 1995 for their review.
ITEMS FOR FUTURE CONSIDERATION
The Traffic and Parking Commission reviewed items for future
consideration.
COMMISSIONER ORALS
Commissioner Cunningham requested that action be taken to slow
down traffic at Louise and Wright Road, wants information as to
status of proposed improvements.
Commissioner Cunningham also stated that he would like to see a
one month program to check on ice cream trucks driving in the
city be stopped and checked for proper licence to operate in the
City of Lynwood. Also he would like the drivers licences of the
people driving the vehicle checked to make sure they have valid
licenses.
Commissioner White - none.
Commissioner Pacheco - None.
ADJOURNMENT
There being no further business, Commissioner White made a
motion to adjourn the meeting, Commissioner Sanchez seconded the
motion, and the meeting was adjourned unanimously at 7:40 p.m.

SUBJECT: ON STREET HANDICAP PARKING REQUEST
1 Penn Street
PURPOSE:
To recommend that the Traffic and Parking Commission review and
make a recommendation with regards to the application for an on-
street handicap parking space in front of 11112 Penn Street.
BACKGROUND:
A request for an on- street handicap parking space was received
from Ms. Maria B. Santiago,'resident of 11112 Penn Street.
ANALYSIS
City Council Resolution 79 -89 (Attachment "A ") outlines warrants
for assigning on street handicap parking. In order to assign an
on- street handicap parking space all of the following warrants
must be met:
1. Applicant or guardian must be in possession of a valid
license plate "Disabled Person" or "Disabled Veteran" issued
by the California Department of Motor Vehicle on the
vehicle.
2.. The proposed disabled parking space must in front of the
disabled person's place of residence.
3. Subject residence must not have off - street parking
available or off - street space that may be converted into
disabled parking.
4. Applicant must provide a signed statement from a medical
doctor.
5. Applicant must pay an initial fee of $15.00.
6. Applicant must pay an annual fee of $10.00.

A copy of the application and request letter are attached.
Staff conducted a field check and found that there is off - street
parking at the address (see attached sketch). The house is
located in an industrial area. Ms. Santiago informed staff that
factory employees are not provided with on site parking so they
take up all available street parking and since a trolley stop is
located adjacent to her house, on Los Flores Boulevard, the curb
was painted red so she is unable to park there anymore.
RECOMMENDATION
Staff recommends that the Traffic and Parking Commission review this
application and make a recommendation with regards to the request
for an on- street handicap parking space in front of address.

DISABLED PERSONS ON= STREET PARKING IN RESIDENTIAL AREAS `
INSTRUCTIONS
The City of Lynwood does not provide on- street parking for c rivate
individuals. It must be emphasized that even "disabled paring
zones" do not constitute "Personal reserved parking," and, :nat
W as person with valid "disabled persons" license plates (Up or
plates) may park in such stalls Persons parking in such stalls
without valid DP or VT plates may be cited and towed away as
resolved by City Council Resolution No 77 -89.
Normally, in establishing on- street parking facilities for :he
disabled there shall be a reasonable determination made that the
facility will serve more than one disabled person and that the
need is of an on -going nature. The intent is to prevent the pro-
liferation of special parking stalls that may be installed for a
short -term purpose but later are seldom used. Unjustified
installation of such parking stalls unnecessarily increases the
City's maintenance and operations costs reduces available on- street
parking for the general public and detracts from the overall
effectiveness of the .disabled persons parking program. ,
However, exceptions may be made, in special hardship cases, provided
III of the following conditions exist:
(1) Applicant (or guardian) must be in possession of valid license
fates for "disabled persons" or "disabled veterans" issued by the

(2) The proposed disabled parking space must be is front of the Y

that the disabled person is unable (even with the aid of crutches,
braces, walker, wheelchair or similar support) to travel more than
50 feet between his or her home and automobile without the
assistance of a second person. -
(5) Applicant must pay an initial fee of $15.00 to cover the cost
of field investigation, installation, maintenance and future removal. "
(6) Applicant must pay an annual fee of $10 00, after the first
year, to cover the cost of yearly investigation to confirm the pre-
sent need for the handicapped parking zones

been reviewed by the Traffic and Parking Commission and apprcved
by the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD REQUIRING THE FILING OF AN APPLICATION
FORM FOR THE INSTALLATION OF ON- STREET HANDI=
CAPPED PARKING ZONES
1 WHEREAS, the City Council of the City of Lynwood adopted
Resolution No. _Pfecogni zing the need to provide disabled
persons handicapped parking zones, and
WIIEREAS, the City Council of the City of Lynwood intends
to provide such handicapped parking zones in an orderly fashion,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Lynwood that:

Section 1 . Any requests for the installation of handicapped
parking zones shall conform to Exhibit "A" and Exhibit "B" attached
hereto and made a part by this reference to be known as Instruc-
tions and Application for Disabled Persons on Street Parking, res-
pectively.
Section 2 . Any handicapped parking zones existing at the date of
execution of this Resolution will be required to.conformutoiSection,.l,
herein within 90 days thereafter, except that the initial' application -
fee shall be waived for these existing handicapped parking zones.
Section 3 . The Public 9orks Director is hereby ordered to
administer the application and installation of Handicapped Parking
Zones as required herein and to remove lion- Conforming Handicapped
Parking Zones as required by Section 2 herein.

Drive Approaches on Cesar Chavez Lane
PURPOSE:
To review a request from St. Francis Hospital to relocate the
existing ambulance entrance drive approach to Cesar Chavez Lane
and to open a new parking structure exit drive approach on Cesar
Chavez Lane for employee use.
BACKGROUND:
.Staff received a request from St. Francis Hospital (see attached
letter) to relocate the existing ambulance entrance presently
located on Martin Luther King Jr. Boulevard, just north of Cesar
Chavez Lane, to Cesar Chavez Lane, approximately 195 feet west of
Martin Luther King Jr. Boulevard; and to open a new drive
approach on Cesar Chavez Lane, approximately 125 feet west of
Martin Luther King Jr. Boulevard, to be used as an exit point for
employees leaving the existing parking structure.
At the July 27, 1995 meeting of the
Commission, the Commission voted to

St. Francis Hospital has conducted a traffic study analyzing the
impact of the proposed drive approaches on the traffic on Cesar
Chavez Lane (see attached traffic study). The report concludes
that no adverse impact will arise from the opening of the two
drive approaches.
Items that were not addressed in the traffic study were problems
that might arise from ambulances entering /exiting on Cesar Chavez
Lane, the ability of the City to close'Cesar Chavez Lane for
future City activities at the park, and the general disruption to
park patrons by-ambulance sirens, etc.

On July 7, 1995, the City Council reviewed and discussed
St. Francis Hospital request for drive approaches on
Cesar Chavez Lane. St. Francis request was not approved at that
time. Instead, the City Council voted to refer this matter to
the Traffic and Parking Commission for further study (see
attached City Council Minutes for-Meeting of 7/5/95).
On July 26, 1995, the Commission conducted a site visit to better
understand the request and view the proposed drive approaches.
RECOMMENDATION:
It is recommended that the Traffic and Parking Commission review
the request from St. Francis Hospital for the relocation of the
existing ambulance entrance drive approach to Cesar Chavez Lane,
and for the opening of a new parking exit drive approach on Cesar
Chavez Lane; and to make a recommendation to the City Council.

St Francis Medical Center wishes to keep the Council informed and abreast of on campus
developments relative to the going construction. To that end St. Francis Medical Center has
submitted plans to the City Engineer to relocate the ambulance entry point from Martin Luther
King Jr. Blvd. to Caesar Chavez Lane. And also, to create an "employee only exit from the
parking garage on the Boulevard to divert employee shift change traffic to Caesar Chavez Lane.
As per the City Engineer's instruction, engineered plans and a traffic impact study were
submitted which showed no significant impact on Caesar Chavez Lane and some improvement of
traffic on Martin Luther King Jr. Blvd.
It is our understanding that the City Engineer has had those plans reviewed and has approved the
technical aspects. It is our goal to have the new entry/exit completed within 60 days. I would be
pleased to provide additional information or answer questions.

fronting Cesar Chaves Lane, in the City of Lynwood.
The two "ONE WAY" driveways are in conformance with the enclosed traffic report prepared by
Paul Singer
The westerly driveway will be one way "IN ", for ambulances only and will replace the driveway in
Martin Luther King Blvd. The second driveway will be one way "OUT ", to alleviate the traffic exiting
the parking garage. Both driveways will be well signed and lit.
Please review the plans and let Lis know if you have any comments or requirements.

The following study was prepared in accordance with your request
and the requirements of the City of Lynwood. The study evaluates
traffic related consequences resulting from A.- Relocated ambulance

INTRODUCTION

The following report presents the result of a focused traffic
assessment study in the approximate vicinity of the intersection of
Martin Luther King Jr. Blvd and Ceazar Chavez Ln. in the City of
Lynwood, California.
The report exami existing traffic conditions at the study
intersection as well as on the site of the St. Francis Medical
Center facility. Traffic flows at the adjacent intersection are
measured and estimates of post project conditions evaluated.
Traffic safety issues are considered under existing conditions and
future, post project traffic safety considerations are evaluated.
PROJECT DESCRIPTION
The proposed project consists of two separate but related on -site
and off -site improvement revisions to the existing ambulance access
and the Hospital parking structure egress.
The existing ambulance entrance curb cut driveway is located on the
west side of Martin Luther King Jr. Blvd. in very close proximity
to the intersection with Ceazar Chavez Ln. In addition, the
driveway leading from the curb cut along the south side of the
existing parking structure is very narrow and inconvenient. This
roadway or alleyway is less than ideal for service of ambulance,
emergency traffic. The relative proximity of the ambulance access
and the parking structure is shown on Figure 1.
The proposed project will close the existing driveway access from
Martin Luther King Jr. Blvd. that is closest to Cezar Chavez Ln.
and open a new ambulance access driveway onto Ceazar Chavez Ln.
The existing southerly parking structure takes access from a main
entrance to the Hospital buildings. This area driveway tends to
become congested. For this reason an alternate parking structure
exit is proposed at Ceazar Chavez Ln.

STUDY METHODOLOGY
The traffic assessment study evaluates operational mcdification of
the proposed changes to the circulation of vehicles entering and
leaving the Medical Center site.
The study intersection was evaluated. Traffic counts were ccnducted
on Ceazar Chavez Ln. for a 24 hour period. Traffic estimates on
Martin Luther King Jr Blvd. were expanded from =he peak hour
traffic counts previously obtained in connection wit` the Medical
Centei improvement Project. Base data detail sheets are enc_osed in
the appendix of this report.
The traffic count data was used to develop before and after project
scenarios. The Medical Center traffic distribution pattern will
change as a result of the proposed relocation of the driveways. The
effect of the proposed changes will result in somewhat reduced
traffic congestion on -site as well as on Martin Luther King Jr.
Blvd.
Existing traffic counts were compared to post project traffic
estimates and the results show a slight decrease of traffic on
Martin Luther King Jr. Blvd. at post project conditions.

EXISTING CONDITIONS

.Currently al_ access, ingress or egress to the St. Francis Medical
Center complex is concentrated on the two major arterial streets
adjacent to the Hospital. The area considered in this study is
particularly congested due to the mixture of uses concentrated at
the southeas= parking structure. The parking structure accommodates
visitor and employee parking. At time of employee shift change the
only existing parking structure access becomes congested.
Ambulance services are confined to a very narrow driveway located
along the south side of the parking structure with access very near
to the street intersection.
The existing layout of the available access driveways, location of
the southerly parking structure and the related study intersection
are proposed to be modified. The existing conditions are
inconvenient and tend to delay traffic flows.
TRAYFIC COU17 S
Traffic coup_ data was collected on Ceazar Chavez Ln. and peak hour
count data were converted to daily traffic volume estimates to
determine existing traffic conditions. Martin Luther King Jr. Blvd.
traffic indicates 17,320 daily traffic. Ceazar Chavez Blvd. traffic
carries 3,040 vehicles daily. Traffic count data detail sheets are
enclosed in the appendix of this report.
The study i= tersection is controlled dy a stop sign on Ceazar
Chavez Ln. No additional traffic control devices other than
parking reg_ation signs are indicated. The study intersection
operates at revel of Service A.

POST PROJECT CONDITIONS
The proposed modifications to the parking structure will provide an
alternate exiting opportunity for employees and visitors of the St.
Francis Medical Center. Traffic exiting onto Ceazar Chavez Ln. will
have the opportunity to turn left or right thereby relieving
traffic congestion at the existing employee and visitor driveway
area. The decreased traffic conflict points as well as reduced
traffic congestion will benefit traffic flows on Martin Luther King
Jr. Blvd. as well as provide for a safer and more efficient parking
turn-over procedure.
The new access for the exclusive use of emergency ambulance
services that is proposed from Ceazar Chavez Blvd. will replace the
currently inconvenient, narrow This improvement is designed
to relieve traffic conflicts resulting from left turns by ambulance
vehicles into a narrow lane. The new ambulance access is proposed
to be controlled by sliding, electric gates and are not for use by
the general public or hospital visitors. Detail of the proposed
improvements is shown on Figure 2.
Due to the improvements proposed by this project, traffic safety in
the vicinity of the study intersection will be enhanced and the
parking structure operation will be materially improved.

PARKING INCREASES
The proposed projet improvements will provictan opportunity to
increase the on -site parking supply. Two alternatives are proposed
for increased parking availability.
Alternative 1, shown on Figure 2. This alternative increases
available on -site parking supply by 3 parking spaces.
Alternative 2, shown on Figure 3, increases the available parking
supply by 7 spaces. Both alternatives indicate increased parking
supply.
TRAFFIC IMPACT
The southerly parking structure accommodates a total of 533 parking
spaces. Ingress and egress at the parking structure is confined
to a single driveway resulting in periodic traffic congestion
during employee shift changes. The additional, proposed egress to
Ceazar Chavez Ln. will reduce traffic delays. Traffic exiting the
parking structure will have an opportunity of a right or left turn
onto Ceazar Chavez In. thereby reducing traffic on Martin Luther
King Jr. Blvd. During peak employee shift changes an estimated 164
vehicles exit the parking structure. ( see Traffic Impact Analysis
Report dated March 1994 ) The proposed parking structure exit
driveway will attract approximately one half of the exiting
employee vehicles half of whom it is estimated will turn right and
half will turn left on Ceazar Chavez Ln. Traffic flow on Martin
Luther King Jr. Blvd. is thereby anticipated to be reduced by
approximately 82 vehicles during the peak employee shift change
period.

TRAFFIC SAFETY EVALUATION
Traffic safety resulting from the proposed driveway modifications
will result in enhanced traffic safety of the internal circulation
by reducing congestion at the only currently available exit at the
south parking structure.
Elimination of the of the existing ambulance entry driveway which
is in very close proximity to the intersection of Martin Luther
King Jr. Blvd. and Ceazar Chavez Ln. will eliminate existing sight
distance constraints and provide for safer turn movements of
emergency services vehicles.

CONCLUSION
The project consists of closure of one driveway on the major
arterial street, Martin Luther King Jr. Blvd. and relocation of
this driveway on the local Collector Street, Ceazar Chavez Blvd.
The project is designed and intended to improve traffic safety and
enhance traffic operations in the vicinity as well as on -site of
the St. Francis Medical Center Complex.
The project will as provide for somewhat decreased traffic on
Martin Luther King Jr. Blvd. due to traffic exiting the southerly
parking structure splitting westerly on Ceazar Chavez Ln. and
eliminating the need to impact the Arterial Street.
In conclusion, the project is intended to improve traffic safety,
enhance on -site traffic operations, increase parking supply and
lessen traffic impact to the adjacent streets.

RECEIVE AND FILE, SETTING A HEARING DATE TO ESTABLISH BUSINESS
LICENSE FEES FOR PERSONS ERECTING OR MAINTAINING OFF — PREMISE
ADVERTISING DISPLAYS (BILLBOARDS).
Councilmember Richards then stated concerns with the widespread
dollar amounts and inquiries as to whether or not all of the
firms perform similar services. Also stated it is the
responsibility of the Council to insure that all safeguards are
in place. Questioned whether or not it is possible to obtain
more information and data.
Councilmember Henning discussed the expenditure of funds that is
a waste of money, however is in favor of staffs recommendation.
After further discussion, it was moved by Councilmember Henning,
seconded by Councilmember Heine to approve staffs recommendation.
Councilmember Richards entertained a substitute motion, seconded
by Mayor Byrd to hold this iten over to the next regular
scheduled meeting, in order to allow appearances by each firm,
allowing them to identify the services proposed.

Councilmember Richards then discussed the Budget Policy and
stated he is not prepared to adopt the Budget Policy at this
time, and requested this item be held off pending further input
from Council.
Councilmember Henning discussed the urgency in Budget preparation
and would like to see a policy in place for adoption of a budget
prior to the beginning of the fiscal year. Also requested the
City Manager ensure that a preliminary budget with departmental
proposals be submitted no later then May 1st, for Council review
and adoption no later than June 30th.
It was moved by Councilmember Henning, seconded by Councilmember
Rea tc approve the Budget Policy.
Counc_lmember Richards requested the item be held over, pending a
revised policy to be submitted by staff for the next meeting.

DISCUSSION ITEMS
Mavor Byrd introduced the first discussion item, St. Francis
Hospital Drive Approaches on Cesar Chavez.
Ccuncilmember Henning discussed the unsafe conditions that would
be caused by the emergency vehicles utilizing the roadway so
close the park.
Robert Walter Vice President and representative for St. Francis
Hospital discussed the proposed driveways and usage.
Councilmember Henning stated he does not approve of the proposed
employee exit.
Councilmember Rea discussed possible alternatives to the proposed
usage by St. Francis.
Councilmember Richards recommended continued analysis for the
enoloyee exit, however cannot agree with the ambulatory access
adjacent to the park.
it was moved by Councilmember Henning, seconded by Councilmember
Richards and carried by General Consent to refer this matter to'
the Traffic and Parking Commission for further study.
Mayor Byrd introduced the next item, Lynwood Fixed Trolley.
It was moved by Councilmember Henning, seconded by Councilmember
Heine to approve staffs recommendation.
Councilmember Richards introduced a substitute motion to continue
the line as long as the city continues to receive the County
funding. Also discussed alternative sources for Administrative
fees, such as the General Fund.
Substitute Motion dies for lack of second.
City Manager Gonzales clarified that staffs recommendation would
be to modify an existing route to include the Green Line Station.
Staffs recommendation made no reference to the continuance of the
Blue Line.
City Attorney Rudell suggested the maker of the original motion
clarify which of the two proposals recommended by staff is being
adopted at this time

CAPITAL IMPROVEMENT PROJECT

1. Atlantic Avenue Rec. Proj., Phase III, No. 5 -5147
Project Description:
The work consists of the reconstruction of pavement,
construction of landscaped median islands, and installation
of new street lighting system and fire hydrants. The proj.
limits are on Atlantic Avenue from McMillan Street to
Fernwood Avenue.
Budget: $ 973,000
Project Status:
Installation of flower pots was completed. Approximately
6000 square feet of sod and 800 square feet of different
plants were planted.
2. Public Works Corporate Yard
Project Description:
Construction of City facilities including
Building "A" (Water Division), Building
Warehouse), Building "C" (Lunch Room, Locker
and construction of a portion of building "D
enclosed, City Vehicle Parking) at the
Corporate Yard at 11750 Alameda.
Budget: $360,000

Public Works
Project Status:
Two exterior handicap parking stalls were marked out, one
for a Van and the other for a car. They were fitted with
the necessary A.D.A. requirements.

3. BUS SHELTERS
PROJECT DESCRIPTION
The work consists of installation of bus shelters, benches
and liter receptacles and brick pave =s. Two trees to each
shelter at various locations through the City. A total of
50 shelters will be installed. Work is being done by City
crews hired as part of the Youth Training Program.
Budget: $ 418,745.00
PROJECT STATUS
Forty eight (48) benches and, forty eight (48) shelters have
been installed, cutting of brick is in progress.
4. BEECHWOOD STREET LIGHTING PROJECT
PROJECT DESCRIPTION
Project consists of installing one hundred and nine (109)
marbelite poles, in an area bounded by Martin Luther King
Jr. Boulevard and Atlantic Avenue to Beechwood Avenue.
Budget: $282,003.00
PROJECT STATUS
One Hundred nine (109) poles have been installed, conduit
work was completed. Pull boxes have been completed, pulling
of ,wire and all required connections have been completed.
The street lights are working .
5. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING)
PROJECT DESCRIPTION
Old'Sheriff's Station building will be remodeled as a new
wing to the City Hall, to be used by Public Works and
Community Development Departments in the future. The work
consists of architectural, mechanical, electrical, and
structural design followed by related construction work.
Budget: $ Under Review

CITY HALL SOUTH EXIT AND PARKING LOT A.D.A. IMPROVEMENT
Proiect Description
The work consists of construction of a wheel chair ramp for
City Hall South exit and also stripping for reserved parking
stalls as A.D.A. improvement to City Hall.
Project Status
The seating area lighting was hooked up and the system
energized. The walls and the floor powers were acid
washed. Another wheel chair ramp was constructed providing
handicap access to the front seat area.
The landscaper installed sod and plants. The drip
irrigation system is automated.
STORM DRAIN IMPROVEMENT PROJECT
Project Description
Water ponding on Long Beach Boulevard and Louise Street from
extra flow on Long Beach Boulevard due to I -105 freeway
construction. Caltrans agreed and designed storm drain
system at their expense. They will be funding the
construction of the project.
Budget: $80,000.00
Project Status
Construction has been completed.
8. JOSEPHINE AVENUE
PROJECT DESCRIPTION
This project consists of installing curb, gutter and
sidewalk between second Avenue and Third Avenue. Currently
there is no curb gutter or sidewalk in this area.
Budget: $40,000.00

1. General Administrative Projects:
A. Submitted July, 1995 Complaint Summary. A total of
thirteen (13) complaints were received for the
Department of Public Works. All complaints were
addressed and routed to the proper divisions for
resolving.
B. Continued to work with HUB Cities, the County of Los
Angeles, and Downey Volunteer Center to provide work
experience to three HUB Cities student worker and several
General Relief Workers.
C. Prepared agenda /items for and attended, Traffic and
Parking Commission meeting held on July 27, 1995.
D. Worked with the Engineering Division to continue the
Youth Training Program that consists of the hiring of 15
local youth hired to work on Bus Shelters, Imperial
Highway Median Island Project, and commercial and
residential street lighting projects.
E. Prepared and sent out Public Works Monthly Report for
June, 1995.
F. Assisted in preparation of various City Council Items.
G. Prepared and submitted Prop A/C annual project
resubmittals for FY 1995 -96.
H. Reviewed FY 95 -96 BPO's requested by division heads and
submitted for approval.
General Office tasks:
The Public Works Administration Division is responsible for
providing general support to all other Public Works Divisions.
This includes complaint processing, time - sheets, mailing of
parcel and utility maps; typing of Council Items and Resolutions,
memos, filing and handling over the counter information.

STREET LIGHTING
1. Lighting repairs /replacements, done in areas:
Long Beach Boulevard South= 3
Long Beach & M.L.K.JR. BLVD.= 2
Edgebrook & Olanda = 2
2. Upgrade controls (2) for Bullis Road lighting circuits.
3. Assist and test, turn on off new lighting, Lynwood and
Lindburg.
4. Remove (16) of the old light poles, in new project area
Standard to Cornish, north of Imperial.
TRAFFIC SIGNALS
1. Traffic signal inspections of safe operations, preventative
maintenance done all T/S intersections City wide.
2. Singal lamps replaces from lists and other = 14.
3. Pedestrian crossing signals, repaired upgraded (Atlantic and
Cortland) (M.L.K. and Norton) = 2
4. Respond to signals controls on Imperial, State Street and at
Fernwood, during a business fire situation and later same
locations for local electric company power problems.
5. Martin Luther King Jr. Blvd. and Alameda, auto accident
late night knock down traffic signal pole, and out the
signal operations. work done to remove damages and to
restore signals.

SUBJECT: PUBLIC WORKS ADMINISTRATION GOALS AND PROPOSED
ACTIVITIES FOR SEPTEMBER, 1995.
1. Meet with Public Works Division heads to review approved
FY 95 -96 Budget.
2. Work with Business Owners to help them to comply with
the Cities encroachment permit on all private signs
encroaching on public right -of -way.
3. Prepare and send out Public Works Monthly report and goals
for month of August, 1995.
4. Respond to resident complaints, respond to work orders and
urgent calls as they come in.
5. Prepare for and attend Traffic Parking Commission Meeting
for September 28, 1995.
6. Review submitted Prop A/C Annual Project submittals, to
make any needed adjustments and resubmit.
7. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ three (3) student workers and
make available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the Department of Public Works.

Complete Phase V of Accounting mini - system data access and manipulation process directly
from network system for Public Works. Establish automatic information links necessary to
manipulate data on LAN using Gateway Communication Server and Windows applications.
Use special Windows programming software to generate D.A.R. report for Public Works.
2. Upgrade LAN modem bank computer system with dedicated hard drive.
Continue with full maintenance process for all computer workstations on City of Lynwood
WAN Maintenance will include full hardware and software diagnostics, physical hardware
cleaning, and detailed report on description of analysis.
4 Test and monitor new file server installation with Novel 4 0 NOS upgrade for City of
Lynwood's WAN
