AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH T&M ASSOCIATES —
FEMA PROJECT ASSISTANCE INDUSTRIAL ROAD
CULVERT CROSSING INVESTIGATION WORK-
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the FEMA Project Assistance Industrial Road Culvert Crossing
Investigation Work; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &vI Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $10,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said propose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering services
related to the FEMA Project Assistance Industrial Road Culvert
Crossing Investigation Work, in a total amount of $10,000.00 billable
in accordance with T &M's existing contract with the Borough is
hereby approved;
2. That annexed hereto is a copy of said proposal;
3. That this action is approved as an award of a professional services
contract pursuant to N.J.S:A. 40A:11- 5(1)(a) in accordance with the
Borough's Fair and Open Process as authorized by law.

As requested we are providing this preliminary scope of services and fee estimate to assist the
Borough with various projects, on an as needed basis, related to infrastructure and other damage
caused by Hurricane Sandy.
One such project that we are assisting the Borough with is the investigation of three (3) storm
water culverts which cross under Industrial Road and two (2) adjacent storm water outfalls all of
which discharge into the headwaters of Noe's Creek south of the road.
Regarding the culvert investigations, we have conducted initial field reconnaissance and have
coordinated and provided oversight for the internal culvert investigations with National Water
Main Cleaning Co. (NWMCC) which took place on November 7` However, due to tidal
conditions in Noe's Creek the culvert investigations could not be completed.
Follow -up work includes further field investigations and inspections of the culverts and upstream
storm sewer system (3 — 78" diameter pipes) leading to the culverts and a sinkhole which has
been found near Locust Street upstream of the culverts in question.
Due to severe corrosion that was found in one of the 78" stormwater pipes and has caused the
sinkhole, the Borough has decided to internally inspect the five CMP culverts which cross under
Industrial Road. Internal inspections are also planned for 42" and 48" CMP lines in the same
area.
In order to effectively accomplish the internal pipe inspections, it will be necessary to have a
temporary cofferdam installed to isolate the culverts from the downstream Noe's Creek tide and
pump out the culverts which are normally filled with tidal water from the creek.
SCOPE OF SERVICES
In order to accomplish the above described internal pipeline inspection efforts, the following
scope of services will be required:

2. T &M will conduct field reconnaissance with Borough Officials and general contractors
as needed to investigate and evaluate the stormwater outfalls.
3. Coordinate and schedule internal pipe investigation work with NWMCC.
4. Provide associated contract administration for the NWMCC work through the Borough's
Annual Sewer Investigation Contract.
5. Outline the scope of work to construct a temporary cofferdam across Noe's Creek and
pump out the upstream pipelines.
6. Research and determine an appropriate cofferdam system and obtain pricing for same.
7. Indentify and interview a general contractor who can perform the cofferdam construction
and review cofferdam options.
8. We will schedule and attend a field meeting with the project contractor to review site
conditions and scope of work.
9. Finalize scope of work with contractor and Borough Officials.
10. T &M will obtain, review, and negotiate contractors cost proposal for the sewer
investigation and cofferdam construction.
11. Assist Borough with various contract award(s).
12, Arrange for NWMCC to conduct the internal pipeline investigations and oversee their
operations.
13. Review the video reports of the internal investigations.
14. Provide a written report to the Borough of the investigation findings including
recommendations for stormwater system repairs and or upgrades.
15. Prmide contract administration and oversight of cofferdam construction activities.
16. Research and file for project permits to allow the temporary cofferdam, system
dewatering, and investigation work.
We expect to solicit a cost proposal from NWMCC, and necessary subcontractor(s), under their
existing Annual Sewer Investigation contract with the Borough to perform the required work.
In a related matter, we are prepared to provide general engineering assistance and field services as
necessary to the Borough to assist with the investigation and oversight of various Hurricane
Sandy related infrastructure investigation and repair projects.
Exceptions
The above outlined scope of services is intended to provide general support and assistance to the
Borough related to the Industrial Road Culvert Crossing investigative work and other Hurricane
Sandy related damage throughout the Borough. Further, although a scope of services is provided,
the fee provided for and approved herein is an estimate of engineering and field inspection
services only and the final scope of the project may require additional tasks and fees.
Once the required environmental permits are identified, we will advise the Borough if additional
permit application preparation costs required.

Items specifically excluded from this scope of services include, but are not limited to agency
permit fees and design and construction phase services related to the repair or upgrade of the
stormwater system which may be required after this investigation is completed.
Fee Schedule
We will provide the above outlined scope of services as requested on an "as needed" basis and
Propose an initial not to exceed fee of $10,000. Our services shall be billed in accordance with
our current Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges included in
our annual engineering service contract with the Borough.

services and to assist the Borough in their Hurricane Sandy cleanup and restoration efforts. if
