Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL AND BOARD OF WORKS JOINT SESSION WEDNESDAY, JANUARY 10, 2001 7:00 P.M. CITY HALL The Greencastle Common Council and Board of Works met in Joint Session Wednesday, January 10, 2001, 7:00 p.m. at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were found to be present: Councilor Hammer, Councilor Crampton, Councilor Liechty, Councilor Rokicki; Board of Works members: Sue Murray and George Murphey. Councilor Roach was late, arriving at 7:30 p.m. Also present was: Steve Fehribach, A & F Engineering and Pat Martin, West Central Economic Development District and City Engineer Glen Morrow. This meeting was held to discuss the Indianapolis Road Transportation Study/Federal Aid Project. City Engineer Morrow stated it is important for us to do this project once and to do it right the • first time. Survey work from Wood Street to First Street and 5th Street to 10th has been completed by Butler, Fairman and Seufert. A & F Engineering is doing the design work for this project. Traffic counts have been done by A & F Engineering and the one thing that was looked at for this project is the level of service being provided by the streets in the area. Steve Fehribach, A & F Engineering, stated his firm mainly does Primary Traffic Engineering and Road Design. Mr. Fehribach's recommendation is to continue with three lanes on Indianapolis Road. A five lane road is not recommended due to relocates and actual needs. Pat Martin addressed funding issues. Mr. Martin stated that based on the recommendation of A & F Engineering the project will cost approximately 1 -1/2 million to 2 million dollars which included relocation of utilities, asphalt, curbs, gutters, etc. Construction and relocation monies can come from rNDOT, but preliminary engineering may not be available through INDOT. Mr. Martin stated this is a five to eight year project with federal monies covering 80% of the project and local matching funds of 20 %. If this is a 1 -1/2 million dollar project the local match would be approximately $300,000.00 and if it is a 2 million dollar project the local match will be approximately $400,000.00. Councilor Roach arrives at 7:30 p.m. Consensus of Council is to accept the recommendation of A & F Engineering to make Indianapolis Road a three lane road and to move forward with this project. 40 " Motion to adjourn made by Councilor Rokicki, seconded by Councilor Hammer.
