Home My Public Portal About2017-24 Approving Ramundsen Public Sector, LLC for the purchase, installation and maintenance of a Police software systemRESOLUTION NO. 2017-24 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING RAMUNDSEN PUBLIC SECTOR, LLC (SUCCESSOR IN INTEREST TO SUNGARD PUBLIC SECTOR LLC) FOR THE PURCHASE, INSTALLATION AND MAINTENANCE OF A POLICE SOFTWARE SYSTEM; PROVIDING FOR A WAIVER OF COMPETITIVE BIDDING; AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT CONSISTENT WITH AND SUBSTANTIALLY IN ACCORDANCE WITH THE TERMS SET FORTH IN THE PROPOSAL ATTACHED AS EXHIBIT "A"; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Section 3.07(b) of the Village Charter, the Village Council desires to authorize the expenditure of Village funds for a capital project consisting of the purchase, installation, and maintenance of a police software system for the Police Department (the "Software System"); and WHEREAS, after review of other software systems, the Village Staff has recommended that the Village purchase the Software System from Ramundsen Public Sector, LLC (successor in interest to SunGard Public Sector LLC) ("Ramundsen") as it is used by several law enforcement agencies within Florida, which will provide the Village with the ability to have a seamless communication and data sharing network with such other agencies: and WHEREAS, Ramundsen has agreed to provide the Software System in accordance with the Proposal attached hereto as Exhibit "A" in the amount of 5497,343.00. which includes the purchase of the software licenses, professional services for project management, installation of the Software System, training and development services, and maintenance or support fees for the first year of the term; and WHEREAS, the Village Council desires to enter into an agreement with Ramundsen for the purchase, installation, and maintenance of the Software System, and authorizes the Village Manager to negotiate an agreement with Ramundsen consistent with and substantially in accordance with the Proposal attached hereto as Exhibit "A;" and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. That each of the recitals stated above is hereby adopted and confirmed. Section 2. Capital Proiect Authorized That the purchase, installation, and maintenance of the Software System as described herein and in the Proposal attached hereto as Exhibit "A" is hereby approved and authorized, subject to the condition that the cost of the Software System authorized herein shall not exceed $497,343.00. Section 3. Waiver of Competitive Bidding. That the Village Council hereby finds that, pursuant to Section 2-85 of the Village Code of Ordinances, it is impractical to apply the competitive bidding procedures within the Village Code, given that the Software System provided by Ramundsen is used by several law enforcement agencies within Florida, which will provide the Village with the ability to have a seamless communication and data sharing network with such other agencies. Section 4. Village Manager Authorized. That the Village Manager is hereby authorized to negotiate an agreement with Ramundsen, consistent with and substantially in accordance with the Proposal attached hereto as Exhibit "A," for the purchase, installation, and maintenance of the Software System, subject to approval as to form, content, and legal sufficiency by the Village Attorney. 2 Section 5. Implementation. That the Village Manager is hereby authorized to take any and all action necessary to implement the intent and purpose of this Resolution. Section 6. Effective Date.
