RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD, CALIFORNIA AUTHORIZING EXECUTION OF
AMENDED JOINT POWERS AGREEMENT BY AND AMONG
THE CITIES OF CUDAHY, HUNTINGTON PARK, MAYWOOD,
SOUTH GATE, AND LYNWOOD
WHEREAS, the City of Lynwood, California (the "City ") and the
Cities of Cudahy, Huntington Park, Maywood and South Gate, (the
"Cities ") have created a joint powers authority known as "Hub
Cities Consortium" (the "Consortium ") pursuant to the Joint
Exercise of Powers Law (Articles 1 through 4 [commencing with
Section 6500] of Chapter 5, Division 7, Title 1 of the California
Government Code (the "Act "); and
WHEREAS, on July 1, 1990 the Cities entered into an Amended
Joint Powers Agreement which was executed by the Chairman and vice
Chairman of the Hub Cities Consortium Board; and
WHEREAS, the Board of the Consortium feels that it is in the
best interest of the Cities and the Consortium to amend the July 1,
1990 Joint Powers Agreement to provide for execution by each of the
Cities or its designed representative; and
WHEREAS, it is the intent of the Cities to remain a validly
formed Joint Powers Authority pursuant to a validly executed Joint
Powers Agreement creating the Hub Cities Consortium; and
WHEREAS, it is the intent of the City to Continue to be a
member of the Hub Cities Consortium and to continue the existence
of the Consortium; and
WHEREAS, it is in the best interests of the City to approve
and ratify any and all prior agreements and amendments to
agreements by and among the Cities which in form and in substance
created and authorized the Hub Cities Consortium; and
WHEREAS, it is in the best interests of the City to authorize
the further amendment of the July 1, 1990 Amended Joint Powers
Agreement; and
WHEREAS, the July 1, 1990 Amended Joint Powers Agreement
designated the City of Cudahy to serve as the Administrative Entity
and Grant Recipient for the Consortium; and
WHEREAS, the Board of the Consortium has determined that it is
in the best interests of the Consortium to further amend the Joint
Powers Agreement to replace the City of Cudahy to serve as the
Administrative Entity and Grant Recipient with the Consortium in
its place and stead; and
WHEREAS, the City has determined that it is in the best
interest of the City and the Consortium to authorize the Amended
Agreement in the manner stated in the foregoing preambles.
NOW, THEREFORE, BE IT RESOLVED as follows:
SECTION 1. All past and prior agreements and amendments to
agreements by and among the Cities which create or attempt to
create the Consortium be and hereby are ratified by the City.
SECTION 2. That the Amended Joint Powers Agreement presented
to the City Council on this date be and hereby is approved.
SECTION 3. That the City's duly appointed designee to the Hub
Cities Consortium BoarC of Directors be and hereby is authorized to

execute said Amended Joint Powers Agreement on behalf of the City
and to take all other actions and votes necessary to implement the
purposes of this Resolution.

SECTION 4. That this Resolution become a part of the
permanent minutes of this City and that a copy of said Amended
Joint Powers Agreement as duly executed be attached to this
Resolution and is incorporated herein by this reference.
SECTION 5. Effective Date. This Resolution shall take
effect from and after the date of its passage and adoption.
