A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AUTHORIZING THE MAYOR TO SIGN
THE AGREEMENT TO PARTICIPATE IN THE
SOUTHEAST LOS ANGELES COUNTY AIR QUALITY
ELEMENT CONSORTIUM.

WHEREAS, the City of Lynwood strongly supports the
the goal of achieving and maintaining healthy air quality; and
WHEREAS, the 1991 Air Quality Management Plan
(AQMP) adopted by the South Coast Air Quality Management District
on August 2, 1991 calls for local governments to implement
measures to reduce air emissions; and
WHEREAS, the AQMP provides for local Governments
to adopt Air Quality Elements to their General Plan; and
WHEREAS, the city can meet the requirement of the
AQMP by adopting ordinances dealing with each issue, the
preparation and implementation of General Plan Element will
insure coordination of city's activities and insure that the city
does not lose control over certain local decision - making powers,
including land use controls over pollution generating
development; and
WHEREAS, a regional grouping is generally expected
to lower the cost of preparing an air quality element.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1: That the City Council directs the City
Manager or his designee as a representative of the City of
4 Lynwood to carry out the terms and provisions of the Agreement.
SECTION 2: That the City Council authorizes the
Mayor to sign the Agreement joining the other member cities for
the purpose of preparing an Air Quality Element.
SECTION 3: This resolution shall take effect
immediately upon its adoption.
