A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROPRIATING $25,00 FROM GENERAL FUND RESERVES TO CONDUCT A
SPECIAL CENSUS
WHEREAS, unemployment due to a faltering economy is rapidly
reaching catastrophic proportions; and
WHEREAS, the President recently vetoed legislation which
would extend unemployment benefits for millions of Americans who
have exhausted such benefits; and
WHEREAS, unemployment and underemployment in the City of
Lynwood likely exceeds that in other regions of the State and the
country; and
WHEREAS, the City of Lynwood has requested that the
President and the Congress consider funding a pilot program where
under the City will receive $10 million annually for two years
for the purpose of putting Lynwood residents to work constructing
much needed public works improvements; and
WHEREAS, the City's chances of receiving the pilot program
grant would be greatly enhanced by the presentation of accurate
statistics showing the magnitude of the unemployment problem
within our City; and
WHEREAS, the most credible source for gathering such
statistics is the U.S. Bureau of Census; and
WHEREAS, the cost of a special survey by the Census Bureau
cannot be determined until such time as a $200 fee is paid and a
special request made;
NOW THEREFORE, the City Council of the City of Lynwood does
resolve as follows:
Section 1. The City manager is hereby authorized to submit a
$200 fee and request for quotation on a special unemployment
survey from the U.S. Bureau of the Census.
Section 2. The Finance Director is hereby authorized to
appropriate $25,000 from unobligated general fund reserves for
the purpose of paying for the survey.
