A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD URGING THAT THE STATE
OF CALIFORNIA TO SIMPLIFY THE IMPLEMENTATION
OF AB 939
WHEREAS, there exists a solid waste crisis in the
State of California; and
WHEREAS, and State of California has responded to
the crisis by the adoption of Assembly Bill 939, the California
Integrated Waste Management Act of 1989; and
WHEREAS, the City of Lynwood has taken steps to
support the AB 939 mandates by becoming a part of the Southeast
Area Integrated Waste Management Group for the purpose of
preparing the initial Solid Waste Reduction and Recycling Element
(SRRE) and the Household Hazardous Waste Element (HHWE);
WHEREAS, the City of Lynwood is concerned that
certain aspects of the act and the rules for its implementation
are unnecessarily complicated and cumbersome; and
WHEREAS, such procedures divert scarce City
resources from the main task of reducing the waste stream; and
WHEREAS, such procedures also require a major
effort by State personnel in checking compliance which diverts
State's resources away from providing assistance to local
government.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES HEREBY RESOLVE AS FOLLOWS:
' SECTION 1 _ The Governor, the Legislature and the
Integrated Waste Management Board of the State of California are
urged to take necessary steps to remove unnecessary and wasteful
procedures from the implementation of AB 939.
SECTION 2: That the City Council authorizes the
City Clerk to mail a certified copy of this resolution to the
City Council of each city in Los Angles And Orange Counties; to
the Governor and the Integrated Waste Management Board of the
State of California and the representatives of the City of
Lynwood in the California State Legislature.
SECTION 3: This resolution shall take effect
immediately upon its adoption.
