A RESOLUTION OF CITY OF LYNWOOD CITY COUNCIL APPROVING THE CITY'S
COMPREHENSIVE HOUSING AFFORDABILITY STUDY (CHAS) REPORT AND
AUTHORIZING THE CITY MANAGER TO SIGN THE REQUIRED CERTIFICATIONS
FOR SUBMISSION TO THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT.
WHEREAS, the Comprehensive Housing Affordability
Strategy (CHAS) is a five year action - oriented management tool
developed to identify housing needs in the City of Lynwood in
conjunction with resources and programs to address those needs,
and
WHEREAS, as required by Title I of the National
Affordable Housing Act (NAHA) state and local government must
have an approved CHAS in order to receive Community Development
Block-Grant (CDBG) entitlement funding from the Department of
Housing and Urban Development (HUD); and
WHEREAS, staff has completed the City of Lynwood's CHAS
document which is compiled in five parts that include: (1) needs
assessment, (2) market and inventory conditions, (3) strategies,
(4) resources, and (5) implementation;
WHEREAS, as required by HUD the City designated a 60
day public review period at which time made the CHAS document was
made available to the public, and the appropriate public notices
were published in the City's adjudicated newspapers; and
WHEREAS, the City of Lynwood by holding scheduled
public hearing to acquire citizen input has further complied with
HUD regulations regarding citizen participation; and
WHEREAS\ \ HUD requires that the City submit a completed
' CHAS along with a summary of citizens' comments and HUD required
certifications which are the (1) Certification that the City will
affirmatively further fair housing, and (2) Certification of
Replacement Housing and Relocation Assistance; and
WHEREAS, the City will submit to HUD all the required
documents and the minutes of each public hearing will be included
with the documentation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LYNWOOD, that the City of Lynwood:
Section 1. Approves the City of Lynwood's five -year
Comprehensive Housing Affordability Strategy (CHAS).
Section 2. Authorizes the City Manager to sign the required
certifications for submission to the Department of Housing and
Urban Development.
Section 3. Makes this resolution effective immediately upon its
adoption.
