A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD APPROVING THE TRANSFER OF THE
BUSINESS LICENSING PROGRAM AND THE ANIMAL
LICENSING PROGRAM FROM THE CITY CLERK
DEPARTMENT TO THE FINANCE DEPARTMENT
WHEREAS, the City Manager is responsible for planning,
organizing and directing all city activities; and
' WHEREAS, the City Clerk is an elected official whose
primary duty is to serve as secretary to the City Council; and
WHEREAS, the City Clerk's Department processes all
ordinances and resolutions, files all public documents, and
issues all legal notices; and
WHEREAS, the City Clerk is also a City employee
assuming additional duties for administering animal licensing and
business licensing; and
WHEREAS, by transferring the total business license
function to the Finance Department, the need of two Departments
processing a single license is eliminated; and
WHEREAS, the animal licensing is similar in function to
the business licensing and is in the process of being phased out
to ease the transfer of responsibility to the County; and
WHEREAS, the proposal to reorganize the City Clerk
Department falls under the City Manager's realm of
responsibilities to continually seek ways to improve current
services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES RESOLVE AS FOLLOWS:
SECTION 1: That the City Council does hereby approve
the transfer of the Business Licensing Program to the Finance
Department.
SECTION 2: That the City Council does hereby approve
the transfer of the Animal Licensing Program to the Finance
Department prior to FY 92 -93 transfer of this service to the
County of Los Angeles, Department of Animal Control.
SECTION 3: That the City Council does hereby direct
the City Manager to take necessary measures to cause no economic
impact on the City Clerk as a city employee relating to the
transfer of special compensated duties.
