SPECIAL SESSION

The Greencastle Common Council met in Special Session Monday, February 12, 2001, 5:45 p.m.
at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton, Councilor
Liechty and Councilor Rokicki. Also present was City Attorney Laurie Robertson, Board of
Works members Sue Murray and George Murphey, City Engineer Glen Morrow, Police Chief Jim
Hendrich and Fire Chief Bill Newgent.
Ordinance 2001 -1, An Ordinance of the Common Council of the City of Greencastle, Indiana,
Amending Ordinance 1999 -20 (As Previously Amended by Ordinance 2000 -2), Authorizing the
Issuance and Sale of County Economic Income Tax Revenue Bonds of the City and Certain
Matters Relating Thereto, first reading. Motion to approve made by Councilor Roach, seconded
is by Councilor Liechty.
Ordinance 2001 -2, An Ordinance Amending Section 2, Section 7 and Section 8 of Ordinance
2000 -15, An Ordinance Establishing the Size of Departments of the City Government of the City
of Greencastle, Indiana, Fixing the Salaries of Such Departments and Fixing the Salaries of
Certain Other Appointed Officials for the Year 2001, first reading, was read by Mayor Michael.
Motion to approve made by Councilor Hammer, seconded by Councilor Rokicki. Vote was
unanimous.
Mike Cline, Hannum, Wagle and Cline was present to update the Council on the Site Study for
the Police Station. Mr. Cline handed out Site Selection Matrix and divided those present into
groups to rate eight different sites on fourteen sets of criteria. The two sites that rated the highest
were the site next to City Hall and the Industrial Park Property.
Glen Baldwin, C.H. Garmong and Sons, presented a project schedule comparison showing how
the Design/Build Option can be completed in much less time than the Conventional Bid Option.
Mr. Baldwin also displayed two drawings, one of the Police Station utilizing the basement of the
current City Hall as the administrative offices with the secured area attached on the adjoining
property and a stand alone building that could be built on the City Hall site or at any other site
desired. The approximate costs were $760,000.00 for the building utilizing the basement of City
Hall or $860,000.00 for a stand alone building. These prices include all costs including land
acquisition up to $150,000.00 and a 10% contingency.
• Discussion ensued regarding financing for the project including General Obligation Bonds and
Lease -Back Financing.
