HomeMy Public PortalAbout87-112 (07-21-87)RESOLUTION NO. 87 -112 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO ADOPT AND URGE THE LOS ANGELES COUNTY BOARD _ OF SUPERVISORS TO DIRECT THE LOS ANGELES COUNTY DIRECTORS OF MENTAL HEALTH AND HEALTH ' SERVICES, TO FOLLOW THE RECOMMENDATIONS OF THE 1986 -87 LOS ANGELES COUNTY GRAND JURY CONCERNING BLACK MENTAL HEALTH NEEDS AND SERVICES. WHEREAS, It is essential to emphasize, in consideration of the changing demographics of Lynwood and other California communities, that linguistically appropriate and culturally sensitive mental health services be provided to all residents including Blacks, Hispanics, Native Americans, and Asian/ Pacific Islanders. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE THE FOLLOWING: 1. Urges the Los Angeles County Board of Supervisors to -, .adoptrandcto` direct the Los Angeles County Directors of Mental Health and Health Services, respectively, to follow the recommendations of the 1986 -87 Los Angeles County Grand Jury concerning Black Mental Health needs and services. ' 2. Urges the Los Angeles County Board of Supervisors and Directors of Mental Health and Health Services, respectively, to maintain and to develop further existing mental health services locally available to Lynwood residents including the Mental Health Outpatient Clinic in Compton and the Augustus F. Hawkins Community Mental Health Center,in Willowbrook. Urges the Governor of California and appropriate members of his Cabinet and the State Director of Mental Health to develop at a statewide level and to direct the local development of culturally sensitive and linguistically appropriate mental health services for Black and other significant ethnic minorities. Urges the California Legislature to consider the Legislative implications of the Grand Jury's findings and recommendations as these may indicate the need for statutory change in the design and operation of the State's mental health system. 5. Urges both the Governor of California and the California Legislature to provide adequate funding for culturally and linguistically appropriate services to Blacks and ' other ethnic minorities in the Fiscal Year 1988 -89 State Budget. NOW, THEREFORE, — THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE THAT THIS RESOLUTION SHALL GO INTO EFFECT IMMEDIATELY UPON ITS ADOPTION.
