HomeMy Public PortalAbout87-114 (07-21-87)RESOLUTION NO. 87 -114 A_RESOLUTION -OF THE LYNWOOD CITY COUNCIL TO AUTHORIZE - THE.FILING-OF AN APPLICATION FOR JOINT PARTNERSHIP WITH THE CITIES COMMONLY KNOWN AS' "HUB CITIES" AREA TO FORM A SERVICE bELIVERY UNDER THE FEDERAL JOB TRAINING PARTNERSHIP ACT ADMINISTERED BY THE STATE OF CALIFORNIA WHEREAS, the Job Training Partnership Act (JTPA) of 1982 was enacted by Congress to establish a new employment and training system to replace the Compre- hensive Employment and Training Act (CETA) which was phased out Septembe "r 30, 1983, and WHEREAS, the JTPA provides that local areas desiring to administer job training and employment services must form a Service Delivery area (SDA), and WHEREAS, an SDA consists of any unit of general government with a popula- tion of 200,000 or more or any consortium of contiguous units of local government with a combined population of 200,000 or more serving a substantial portion of a labor market area; and WHEREAS, the cities of Bell, Bell Gardens, Commerce, Cudahy, -Huntington Park, Lynwood, Maywood, South Gate, and Vernon form a population base of approxi- mately 297,000 and compose the "Hub Cities Area ", and WHEREAS, Lynwood is committed to providing training opportunities for el'- gible residents and believes strongly in forming training partnerships with the private sector, and WHEREAS, the proposed SDA consortium will be self- supporting with all funds available to member cities with each city designating an executive board member for purposes of governance, and WHEREAS, a joint powers consortium between the SDA members is. anticipated and the SDA will represent the member cities NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows Section 1 . That the Lynwood City Council hereby authorizes the filing of an application with the cities of the 'Hub Cities" area to become a Service Delivery Area under the Federal Job Training Partnership Act Section 2 This resolution shall become effective immediately upon its adoption PASSED, APPROVED and ADOPTED this 21St day of July , 1987 L ATTEST ANDREA L HOOPER, City Cler City of Lynwood APPROVED AS TO FORM.
