Box 249 Pescadero, CA 94060 RE: Driscoll Ranch Event Center Dear Mr. Skinner and Councilmembers: Thank you for taking the time to submit your comments regarding the future use and management of the Driscoll Ranch Event Center(Event Center). We have added you to our notification mailing list for this item to ensure that you receive notices of upcoming meetings. To begin, we would like to clarify that the Event Center property and associated ranch equipment are not owned by Midpeninsula Regional Open Space District(District), nor do we have any management control or responsibility for this property at this time. We are, however, currently considering the possibility of entering into a Lease and Management Agreement with the current landowner, Peninsula Open Space Trust(POST), who recently acquired the property from a private landowner. Ahead of making a decision on whether to enter into a lease and management agreement for the property, the District's Board of Directors(Board) asked staff to gather information about pre- existing uses that have occurred at the Event Center to learn more about its past uses and its role on the San Mateo Coast. Additionally, the Board requested information on what uses may be considered compatible with the District's mission and fit given known constraints about current staff and management capacity. The data gathered was presented to the Board at a workshop on September 10 held at Elkus Ranch on the coast. Careful consideration was given to each pre-existing use that has occurred at the Event Center, and although many of the uses are of much higher intensity than what is allowed on District Preserves, staff proposed three Use Alternatives as part of the workshop. These Use Alternatives (refer to Table 1)range in level of intensity, and therefore also range in the level of required oversight and management from District administrative,patrol, and maintenance staff. Under each Use Alternative, livestock staging and processing to facilitate a conservation grazing operation on La Honda Creek Open Space Preserve would continue as well as using the site as an emergency staging area. Over thirty(30) members of the public attended the September workshop and offered comments on the benefits of the Event Center including its role in supporting local tourism,maintaining the rural character of the coast, and providing a valuable community resource. After reviewing the Use Alternatives and hearing from the public, the Board commented on the proposed Use Alternatives but made no decision at the workshop. Draft Response Prepared by Staff for Board Approval Table 1: Use Alternatives Under Evaluation 43,: i ) { The District has issued permits and Staging for accommodated trail rides on the Preserve in Group and the past;permitted group rides are typical Organized Trail uses that are allowed at District Preserves Rides and are already included in the District's current use permit system. Agricultural and Education programs are consistent with the Environmental d J District's Mission and Basic Policy. Education Unique for the District as these recreational Horse Training uses are not provided elsewhere on District and Clinics Preserves.Uses would be considered on a case-by-case basis and should not preclude opportunities for general public recreation. A rodeo is a very high intensive use involving organized equine and livestock events,competition,and spectator attendance. This use is not consistent with the District's Basic Policy of low intensity public recreational use. Under this alternative,rodeo use would be limited to the LGBT Rodeo if LGBT Rodeo and its permit would be evaluated on a year-to-year basis prior to considering reissuance. LGBT is the only known recent sponsor of a rodeo who has held one annually for several years(next one coming up on September 22). The Driscoll Ranch Rodeo has not been held for the past two years since 2011. Based on the input received at the September 10 Board workshop, staff will further refine these Use Alternatives and present a recommendation to the full Board at a future meeting later this fall when the Board would consider and decide(1) whether to enter into a Lease and Management Agreement with POST to manage the property, and if so, (2)what uses to allow at the Event Center prior to undergoing a more extensive use and management planning process. Any uses allowed on the property would be included as part of a Preliminary Use and Management Plan for the Event Center. Preserve Purisima Creek Redwoods Location Redwood Trail Jul 02 Members of the District Crew on Skyline notified District Rangers of a large amount of debris dumped at Rangers: 1 IR 13S180 the preserve parking area. They stated there was identifying Information included in the debris A District Ranger contacted a person who stated he had hired a contractor to remove and dispose of debris and had at least one receipt from Recology Waste Disposal for a dumped load. That contractor had hired a subcontractor to haul away a load of materials destined for the Goodwill Store in Redwood City. District employees cleaned up and disposed of the items dumped at the preserve. The subcontractor agreed to pay for all costs related to disposing of the dumped materials. Preserve Purisima Creek Redwoods Location Redwood parking lot Jul 02 A District Ranger drove up to a motorcycle accident on Highway 35. A passing motorist notified Cal Fire Rangers: 1 MA 13S182 at the Saratoga Summit Fire Station. The motorcyclist had lost control while driving at a high rate of police: 4 speed, left the road,and collided with a tree. Cal Fire began CPR and the patient was transported to the Skyline Ridge Open Space Preserve parking lot landing zone. Life Flight personnel continued CPR, but were unable to revive the patient. He was pronounced dead at landing zone. Preserve Off District Lands-Skyline Location Hwy.35 100 yards north of Gate MB06 Wednesday,September 18,2913 Page 2 of 5 e Jul 04 District rangers on patrol received an alert of a traffic accident on Highway 35,one mile north of the Rangers: 2 AR 13SI84 Saratoga Summit Fire Station. Cal Fire requested that a landing zone be established. The accident Police: 1 occurred when a vehicle lost control and struck an oak tree on the opposite side of the road. The vehicle came to rest on top of the fence about 60 feet above the Achistaca Trail in the Long Ridge Open Space Preserve. Rangers established the landing zone for the helicopter. After the patient was transported,the rangers returned to the accident scene to gather information for their report. Staff were Informed after the event that the passenger in the vehicle had died and the driver was taken Into custody for negligent vehicular manslaughter and for driving under the influence. Preserve Long Ridge Location Hwy.35 Jul 04 District Rangers contacted three visitors who were camping outside the designated camping area after Rangers: 2 IR 135185 official closing. Two were cited and released. One person was taken into custody by Palo Alto Police for an outstanding warrant. Preserve Monte Bello Location Black Mountain Jul 05 Two visitors called to report finding marijuana plants and gardening supplies.The visitors said that they Rangers: 1 IR 13F250 observed six plants in buckets,as well as garbage bags and fertilizer near the plants.The two witnesses emalled District Rangers pictures they had taken of the plants,which staff will use for further reports and notification of the appropriate law enforcement agency. Preserve Sierra Azul Location In the area of SA08 Jul 06 District rangers responded to a report of a person who was feeling faint at the Picchetti Winery. Preserve Rancho San Antonio Location Wildcat Canyon Trail Jul 12 At approximately 9:40 PM, Mountain View Dispatch reported two women were lost on a trail in the Rangers: 3 IR 13F259 Preserve.One stated they got turned around and a little confused when it started to get dark,so she called for help. District Rangers located the two and transported them back to their vehicle. Preserve Fremont Older Location Jul 13 A District Ranger exiting the Skyline Field Office observed a vehicle turn from Page Mill Road onto M Rangers: 2 MA 13SI90 Skyline Blvd. The vehicle travelled 200-300 feet in the southbound direction, however they were driving Police: 1 completely In the northbound lane. The vehicle finally entered into the proper lane but drifted toward two bicyclists. At the last minute the driver swerved and just missing hitting the bicyclists. While following the vehicle for approximately three miles,the ranger saw the vehicle cross over the double yellow center line five times. The speed limit along Skyline Blvd.Is 55 mph. The driver never went over 35 MPH. The ranger requested a response from CHP. The driver finally pulled over at the Grizzly Flat parking area. The ranger made contact with the driver who seemed disoriented,asking what road he was on and to show him on the map he provided. A Supervising Ranger was requested as well as Cal Fire to check out the occupants physical condition. Both the driver and the passenger were elderly. CHP arrived requested a tow truck to tow the vehicle and transport the driver and passenger to their home. CHP stated they would be contacting DMV regarding the incident to evaluate the driver's fitness to retain a driving license. Preserve Off District Lands-Skyline Location Hwy.35/Grizzly Flats parking area Jul 15 The Skyline Field Office learned that San Mateo County Fire had been dispatched to a fire off Highway Rangers: 2 IR 135193 84 near Half Moon Bay. The fire had encroached onto District land,but the fire crew were not aware of this and proceed across a District bridge with a dozer to get to the fire location. There was some damage done to the bridge in the process. The dozer operator reported this to District Rangers. Cal Fire found evidence of marijuana cultivation. District Rangers canvassing the area found plastic tubing and garbage bags containing unknown material. No known suspects were found in the area. Preserve Miramontes Ridge(Formerly Mills Cree Location Madonna Creek area Jul 16 District Rangers responded to a report of a young boy who had impaled a bicycle part into his leg after Rangers: 2 AR 13Si94 crashing his bicycle.The boy had apparently lost control and went off the side of the trail. Rangers located the patient after questioning some visitors who were corning back from a hike. Santa Clara County Fire and medics responded to the scene and the patient was transported to a hospital by ambulance. A ranger transported three firefighters to the accident scene where the cyclist had fallen off his bike and slid a short way down a steep embankment. Other visitors helped him back up to the trail. The patient said he had pain in the area of his ribs. Fire and rangers transported the patient back to Skagg's Point where he was transported to a hospital. Preserve El Corte de Madera Creek Location Crossover Trail Jul 22 While opening the parking lots at Monte Bello and Los Trancos,a District Ranger discovered spent Rangers: 1 tR 135203 fireworks containers and debris covering the entire parking lot. The debris included a used box of mortar rounds as well as numerous Illegal fireworks. The parking lot is surrounded by very dry brush and grass. During the previous night at approximately 11:40 PM a District Ranger who lives nearby had requested Palo Alto PD after hearing numerous bangs. The ranger was not able to see any fireworks. A citizen driving by had also called Palo Alto when they witnessed the fireworks. Palo Alto PD was not available to respond. The patient described the sensations as being similar to an asthma attack. She also said that she was on high blood pressure medication and had a mechanical valve and stent in her heart.After she sat down for a while she felt better. The patient was evaluated by Santa Clara County Fire and Medics and after being released was transported by a District Ranger to her vehicle. Preserve Los Trancos Location Page Mill Road Aug 01 A hiker reported to California State Parks that he had discovered a marijuana garden Inside the District's Rangers: 2 1R 13S220 Long Ridge Open Space Preserve. He stated he was hiking in the Devil's Canyon area looking for a climbing rock and came across an old grow site. He hiked further and found a path leading to an active grow site. District Rangers and the San Mateo County Sheriff's Task Force scouted a small area and determined that it was a very large garden. The grow site was eradicated and cleaned up on 8/23/13 in cooperation with the San Mateo Co.Sheriff,Santa Clara Co.Sheriff, and California Fish and Wildlife. The ranger gave oxygen to the victim and monitored breathing&pulse. A District Maintenance Supervisor arrived and assisted by directing the agencies through the gate at W H06 and to the accident site. The victim was treated at the scene by Fire and transported to a local hospital. The District was later notified by the brother of the victim,who complimented the rangers actions,which he attributed to his survival and recovery. Abbors, General Manager FROM: Cindy Roessler, Senior Resource Management Specialist SUBJECT: Integrated Pest Management(IPM)Program Update Staff is currently reviewing a preliminary draft of the IPM Guidance Manual and preparing detailed descriptions for pest management activities that have been completed in the last few years and likely to be undertaken in the future. Staff is also collecting information on the quantities of pesticide products used, hours of staff time expended, and acres of District land treated to report to the Board of Directors at a future workshop on the proposed IPM Guidance Manual scheduled for November 13,2013. A Notice of Preparation under the California Environmental Quality Act(CEQA)has been sent to agencies and the interested public announcing that the District will be undertaking an environmental review of the IPM Program and requesting any comments on the scope and content of the future Environmental Impact Report. The Environmental Impact Report is expected to be available for public review in late winter and fmalized by May 2014. Comments on the scope of the project can be received in writing until October 15 or verbally at a scoping meeting to be held on Monday, September 30,2013 at 6:30 pm at the MROSD Board Room. This meeting will be run by the District's consultant,Ascent Environmental. Staff is currently preparing a letter to the California Department of Pesticide Regulation(DPR),under the General Manager's signature, in support of proposed regulations to restrict the use of certain rodenticides. Staff has observed frequent misuse of these products and will be providing these observations and data to DPR to support their regulation of these products.
